AN ORDINANCE TO APPROPRIATE WITHIN THE LOCAL LAW ENFORCEMENT CONTINUING
EDUCATION FUND.
WHEREAS, it has been determined that it is now necessary to appropriate more money than was
appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporalon the following additional sums
of money are hereby appropriated.

3000 - Other Services & Charges $3,938. $3,938.
SECTION 2. That for the expenses of said municipal corporation the following additional sums
of money are hereby appropriated and set apart out of the fund named and for the
purposes specified. Said sum being subject to the laws governing the same.

SECTION 3. This Ordinance shall be in full force and effect from and after its passage and
approval by the Mayor and is subject to the laws of the State of Indiana governing

TRANSCRIPT OF PROCEEDINGS CERTIFICATE
I, the undersigned City Clerk of the City of Richmond, Wayne County, Indiana, hereby
certify to the Auditor of Wayne County that the attached is a complete transcript of the
proceedings had with respect to additional appropriations adopted by the Common Council of the
City of Richmond, Wayne County, Indiana at a meeting held on December 7, 1987.

The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in
the Municipal Building of said City on December 7, 1987, at the hour of 7:30 P.M.
Councilmember Brookbank presided with the following members present:
Councilmembers: Elstro, Williams, Hankinson, Parker, Hutton, Morris and Theobald
Absent: Whitesell
The following business was had to -wit:

The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium
Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of November 27,
1987. Said notice stated that a public hearing would be held on the 7th day of December, 1987, by the
Common Council to consider additional appropriations in excess of the budget for the year 1987 within
the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order.
Councilmember Morris moved the Proof of Publication be received and filed, seconded by
Councilmember Parker and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 65-1987.
President Brookbank announced Ordinance No. 65-1987 was on public hearing.
After hearing all persons present, Ordinance No. 65-1987 was placed on final passage or rejection and
on a call of the roll the following was recorded:
Ayes: Elstro, Williams, Hankinson, Parker, Hutton, Theobald, Morris and Brookbank
Nays: None
Absent: Whitesell
The vote being 8 to 0 in favor of the passage of Ordinance No. 65-1987.

There being no further business, on a motion duly made, seconded and passed the meeting was
adjourned.

2. The courts shall transmit the law enforcement continu-
ing education program fees (along with other user
fees) to the unit's fiscal officer for deposit into
the User Fee Fund.
3. In,each city and town with a city or town court, the
fiscal officer should continue the Local Law Enforce-
ment Continuing Education Fund which was established
January 1, 1987.
4. Pursuant to IC 33-19-8-4 and IC 5-2-8-2(e), a law
enforcement agency may make "monthly claims submitted
on oath" to the fiscal body of the unit along with "a
verified statement of cause numbers for fees collected
that are attributable to the law enforcement efforts
of that agency." This includes any law enforcement
agency that has a court - county, city or town.
5. On approval of the claim, the fiscal officer shall
issue a check payable from the User Fee Fund - Law
Enforcement Continuing Eduction Program Account to
the Local Law Enforcement Continuing Education Fund
of the unit which employs the claiming law enforce-
ment agency. This transfer may be made without
appropriation.
6. On receipt of the check, the fiscal officer shall
deposit the check into the Local Law Enforcement
Continuing Education Fund.
7. The common council or town board of trustees shall
estimate the annual revenues to be collected and
received for the Local Law Enforcement Continuing
Education Fund. The local fiscal body shall appro-
priate all of program fees collected each year.
8. The head of the law enforcement agency should prepare
a Budget Estimate, Budget Form No. 1, for submission
to the unit's fiscal and appropriating body.
9. Pursuant to IC 5-2-8-6, funds received "shall be used
for the continuing education and training of law
enforcement officers employed by the agency."
'410. Expenditures from the Local Law Enforcement Continuing
Education Fund must have a prior appropriation and can
be made only after a claim has been processed in the
usual manner.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County, Indiana, that the
proper legal officers of said Municipal Corporation at their regular meeting place at 7,30
o'clock P.M. on the 7th day of December, 1987, will consider the following additional
appropriations in excess of the budget for the current year.[

Taxpayers appearing at such meeting shall have a right to be heard thereon. The additional
appropriations as finally made will be referred to the State Board of Tax Commissioners, which
Board, upon Receipt, will hold a further hearing within fifteen days at the County Auditor's
Office of said County, or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested taxpayers may
inquire of the County Auditor when and where such hearing will be held.[
