HomeMy Public PortalAbout19711027CCMeetingSavannah Beach, Georgia October 27, 1971 The regular meeting of Savannah Beach City Council was held this afternoon at 3:00 P.M. with Mayor Michael J. Counihan presiding and the following councilmen in attendance: Edward Jung, Robert F. Cary, Edward Towns, James Stettler and George Schwarz. City Attorney Bart Shea was also in attendance. Visitors and petitioners at the meeting were Mrs. Judith Blumenthal and Mrs. Evelyn Butler. The Minutes of the Meeting of September 22nd were approved as written. Councilman Jung, speaking on behalf of the Police Committee, stated that his committee had recommended unanimously that Cap- tain John Price be named Police Chief, succeeding Mr. J. W. Price who recently resigned as Chief of the Savannah Beach Police Depart - ment. The motion was seconded by Councilman Cary and unanimously carried. Councilman Jung informed Council that before Jack Daniels left he gave Mayor Counihan the name of the man he would like to succeed him. He stated further that the man named was Mr. Perry A. Zittrauer, Jr. He then moved that Mr. Zittrauer be named to fill the un- expired term of Mr. Daniels. Councilman Schwarz recommended that Council wait a couple of weeks to appoint a successor to Mr. Daniels and not jump into it.at this. Councilman Jung requested that Mr. Daniels' letter of resignation read prior to voting on his successor. On instructions from the Mayor the letter of resignation was read by the Clerk. Councilman Cary then seconded the motion of Councilman Jung. Mayor Counihan then called for the vote on the question. The motion was carried by a vote of three to two, Councilmen Cary, Jung and Towns voting in favor of the question and Councilmen Schwarz and Stettler voting against the question. After a discussion, the Mayor was instructed to cast a unanimous ballot for Mr. Zittrauer. Councilman Cary informed Council that a Resolution authorizing the Town Attorney to begin negotiations and institute proceedings with competent bond counsel for the issuance of up to $1,500,000.00 in bonds for the construction of anew sewage treatment plant and sewage collection system, had been ::prepared and asked that it be read. Following the reading by City Attorney Bart Shea, Councilman Cary moved its adoption. The motion was seconded and unanimously carried. R E S O L U T I O N Councilman Cary moved that the Chief of Police be instructed to get bids to repair the ambulance and one of the patrol cars, both of which had been recently damaged in minor accidents. He requested that these bids be submitted to the Police Committee. The motion was seconded by Councilman Jung and unanimously carried. Councilman Stettler stated that he had been in contact with Miss Geraldine LeMay of the Savannah Public Library who had given him . the information on what would be necessary to make our Savannah Beach Library a part of the Savannah Regional Library. Councilman Stettler also stated that before he pursued this matter further, he wanted it fully understood that if our Beach Library Committee did not want to make this move, the matter would be dropped. He stated that there were many benefits that the Savannah Public Library could give to us and that he would like to have the blessing of Council to pursue it further and see how our Savannah Beach Library Board felt about this recommendation. There being no objection from Council, Maypr, Counihan instructed Councilman,Stettler to proceed in this direction and report back to Council. City Attorney Bart Shea informed Council that the Secretary of State's office, Mr. Ben Fortson, would be conducting Election Workshops in various cities throughout the State and felt that if would b a good idea for our election officials to attend one of.these. Mayor Counihan announced that a meeting had been set up with Col. Logan, county engineer, for this coming Friday to discuss municipal paving and invited all councilmen who could do so to attend. Bills for the various departments were approved for payment. Council- man Schwarz asked that certain bills for asphalt work be held up until he could investigate them. There.being no further business the meeting was adjourned to the next regular or special called meeting. c CLERK OF COUNCIL 1 1 1 R E S O L U T I O N BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF SAVANNAH BEACH IN COUNCIL DULY ASSEMBLED, AND IT IS HEREBY RESOLVED AS FOLLOWS: WHEREAS, the City of Savannah Beach, Tybee Island is currently under Court order issued by the Superior Court of Chatham County, Georgia to update the sewer system within said Municipality by constructing a treatment plant and sewage collection system; and WHEREAS, the Georgia State Water Quality Control Board, an agency of the Federal -State Conference on pollution of the Interstate waters of the lower Savannah River and its tributaries, is requiring the City of Savannah Beach, Tybee Island to have secondary waste facilities completed by December 31, 1972; and WHEREAS, Thomas and Hutton Engineering Co., Engineers for the City of Savannah Beach, Tybee Island, have advised that $1,100,000.00 in bonds should be authorized and sold by March 1, 1972 in order to finance the construction of said treatment plant and such sewage collection system. NOW, THEREFORE, be it resolved and it is hereby resolved under the authority of the foregoing as follows: The Mayor and Council of the City of Savannah Beach, Tybee Island, Georgia, hereby authorize the Town Attorney to begin negotiations and institute proceedings with competent Bond Counsel for the issuance of up to $1,500,000.00 in bonds by the Municipality at the best obtainable interest rate as to assure that funds from said issuance will be available by March 1, 1972 if at all leasable, the funds therefrom to be used solely and exclusively for the construction of a new treatment plant and sewage collection system in conjunction with Federal Funds and Grants to be received from PL 660 and HUD.
