GREENCASTLE CObLNION COUNCIL
SPECIAL SESSION
MONDAY, DECEMBER 30, 1996 4:00 P.M. CITY HALL
The Greencastle Common Council met in Special Session Monday, December 30, 1996,4:00
pm. at City Hall_ Mayor Michael called the meeting to order. On the Roll Call, the following
were found to be present: Councilor Roach, Councilor Green, Councilor Bavnard and Councilor
Masten. Councilor Hammer was absent.
Motion to approve Resolution 1996 -32, A Resolution Authorizing Transfer of Appropriation
Between Classifications of Appropriations in the 1996 Budget of the City of Greencastle, was
made by Councilor Masten, seconded by Councilor Roach. Vote was unanimous.
Motion to approve encumbrances in the amount of S43,298.96 was made by Councilor Roach.

Mavor Michael read Resolution 1996 -34. a Resolution Establishing a Capital Improvement Plan
for County Economic Development Income Tax. Councilor Roach clarified that this was just a
plan and not a commitment to spend on these projects. Mayor Michael stated that this is true,
but would hope that if a plan was made it would be used. Councilor Roach stated that he is not
voting for each of these projects at this time. Motion to accept Resolution 1996 -34, was made
by Councilor Green, seconded by Councilor Masten. Vote was unanimous. Councilor Bavnard
stated that he would like to see some of this money spent on curbs, sidewalks, etc. on Berry
Street.
Executive meetings for Economic Development were set for Monday, January 6. 1997 at 7:00
a.m. at the Partnership Center and Wednesday, January 8, 1996, 4:15 p.m. at the Partnership
Center.
Motion to adjourn was made by Councilor Roach, seconded by Councilor Bavnard. Vote was
unanimous.
