In the Boardroom
Trustee Lamb called the meeting to order at 7:00 p.m. Board Present: Trustee O'Rourke, Trustee
Peck, Trustee Wojowski, Trustee Bonuchi, and Trustee Lamb. Board absent: Mayor Collins and
Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen
Persons, Public Works Director; Jon Proulx, Planning Director; Traci Pleckham, Management
Services Director; and A. Novak, Police Commander. There were 0 persons in the audience.
Trustee Peck moved to appoint Trustee Lamb as this evening's chair. Second by Trustee Bonuchi.
Vote by roll call. O'Rourke, yes; Peck, yes; Racich, absent; Wojowski, yes; Bonuchi, yes;
Lamb, yes. 5 yes, 0 no. Motion carried.
Trustee Bonuchi moved to approve the Minutes of the Special Meeting and Committee of the Whole
Workshop held on August 22, 2016. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed.
Motion carried.
PRESIDENTIAL COMMENTS

TRUSTEE COMMENTS
Trustee O'Rourke asked for an update on the Quiet Zone application. Mr. Persons gave an update.
Trustee Peck inquired about the ITEP Grant. Mr. Persons stated that staff has not received feedback
yet.

WORKSHOP
#1 REVIEW OF PROPOSED ZONING CODE AMENDMENTS
Mr. Jon Proulx asked for Board input regarding the proposed changes to the permitted and special
uses table. Trustee Peck suggested defining fortune telling and noted that intuitive consultant should
be included in the definition. Trustee O'Rourke pointed out that Child Care and Auto Supply were
previously discussed as Special Uses. There was no consensus include Child Care and Auto Supply
as Special Uses.
Mr. Proulx then reviewed the proposed changes regarding Food Trucks. There was some general
discussion regarding restriction of hours, enforcement, permitting, and pricing. Trustee O'Rourke
indicated that he did not support food trucks.
Mr. Proulx reviewed the proposed changes regarding prohibited signs and drive-through facilities.
There was consensus to support the proposed changes.

Mr. Proulx pointed out that staff will be seeking Board input on the following items as a future
Workshop:
Zoning Regulations —Purpose and Intent: Protect the public health, safety and general welfare of
Village residents; Maintain and promote orderly land use patterns; Protect the quality of life of
Village residents; Protect the character of existing residential neighborhoods.
Sign Trends: LED /Electronic Message Centers (EMC's); Colored Backgrounds for Wall Signage;
Vehicles as Signage (parked); A-Frame Signs — Downtown and on B-3 Parcels (IL-59, US-30, etc.);
Window Signs.
Considerations and Staff Recommendations: Add separation requirements between electronic
message signs and residential districts; Require special use approval for EMC's; Define colored sign
backgrounds as part of the sign and subject to existing sign area limitations; Consider alternatives to
A-Frame signs in the downtown for businesses on side streets; Provide direction on A-Frame signs
outside of the downtown; Reduce the permitted sign area(percentage) for window signs; Define
acceptable materials for temporary and permanent signs.
Staff will continue working on the potential zoning code modifications.
Trustee Lamb read the reminders.
Trustee Peck moved to adjourn. Second by Trustee O'Rourke. Voice Vote. All in favor, 0 opposed.
Motion carried.
