HomeMy Public PortalAbout19711124CCMeeting1 1 23 Savannah Beach, Georgia November 24, 1971 The regular Meeting of Savannah Beach City Council was held this afternoon at 3:00 P.M., with Mayor Michael J. Counihan presiding and the following councilmen in attendance: Edward Jung, James Stettler, Robert F. Cary, George Schwarz and Edward Towns. Newly appointed councilman Perry A. Zittrauer, Jr., was also in atten- dance to be given the oath of office and installed at this meeting. Police Chief John J. Price, City Marshall S. R. Kent and former Councilman Jack Daniels were also present at the meeting. Also, City Attorney Bart Shea. The Minutes of the Meeting of October 27th were approved as written. The Minutes of the Special Meeting of Council held on November 17, 1971 were approved as written. The following oath of the office of Councilman was administered to Mr. Perry A. Zittrauer, Jr., by Judge Bart E. Shea of Savannah Beach Recorders Court. (Oath here) Mayor Counihan then congratulated the newly made councilman and welcomed him to the Board of Councilmen. Mayor Counihan spoke a few words of praise for a job well done by former councilman Jack Daniels. He said we would miss him. Then, on behalf of the Mayor and Council and the citizens of Savannah Beach, Mayor Counihan presented Jack with a beautiful oil painting of "Tybee Beach" which was done by Mrs. Sally Bostwick, local artist. Mr. Daniels, visibly moved by the presentation, responded with a few words of thanks. The Mayor then called on the City Attorney for the reading of the following Resolution: RESOLUTION Councilman Edward Jung moved that the Resolution be adopted by Council. The motion was seconded by Councilman Schwarz and unanimously approved. Mayor Counihan stated that Jack Daniels would be given a copy of the Resolution, suitably framed. Councilman Cary moved that the City again hold the ceremony of lighting the Community Christmas Tree this year. The motion was seconded and unanimously approved. Mayor Counihan announced that all city employees would receive their Christmas turkey as usual this year. 24 A letter was read by the Clerk of Council wherein the City turned down a request from Mrs. Emmett Carter to purchase a piece of property in Bay Ward adjacent to Estill Avenue and also to the Missaroon property. The offer made by Mrs. Carter was for $350.000 The request to purchase this land was not granted due to the fact that part of it was on an unused street and also due to the fact that one of our main sewer lines runs through this property. City Attorney Shea added that because we had to maintain a sewer line on the property, we should not pass the ownership of the property to another person and thereby lose control of it. Bills for the various departments were approved for payment. Mayor Counihan brought council up to date with reports on the repairs to the breach in the seawall; also, on the resurfacing of Highway 80 from Lazaretto Creek to Butler Avenue which he stated was scheduled to be completed by December 15, 1971. Police Chief John Price gave a report on the operations of the Police Department. City Attorney Bart Shea stated that he had received a petition, resolution and Quit Claim Deed from Mr. Weis D. Walker, attorney for Rosalie and Winman W. DeLoach, requesting that the property known as Lot 119, Ward 1, which was sold for taxes on December 3, 1968, and on which all back taxes and Charges have now been paid, be quit - claimed back to them. He then read the following Resolution: RESOLUTION Councilman Jung moved that the Resolution be adopted and the property be quit - claimed back to Mr. & Mrs. DeLoach. It was seconded by Councilman Zittrauer and unanimously carried. The Clerk read a telegram from Congressman Hagan in which he advised that the House subcommittee on Public Works Appropriations had notified the Corps of Engineers that they had no objections to the Corps accepting an advance of available State funds in the amount of $75,000.00 to expedite pre- conttruction planning of the Tybee Island. Erosion Control Project. This was received as in- formation. Mayor Counihan announced that next month we will hold the Agenda Meeting on December 8th, at 7:00 P.M. and the Regular Council Meeting on December 15th, at 3:00 O'Clock P.M. SHEA Judge of Recorders Court Savannah Beach, Georgia R E S O L U T I O N WHEREAS, JACK DANIELS, was first elected as a Councilman of the City of Savannah Beach, Tybee Island, in 1965 and over- whelmingly re- elected in 1966, 1968 and 1970, and during his terms of office, performed many and important services for the advancement of the City of Savannah Beach and all of its Citizens, which services have endeared him to the hearts of the people of Savannah Beach and especially the officials of the Municipality with whom he has served; and WHERW, JACK DANIELS, graduated from Benedictine Military Academy in June, 1953, attended Belmont Abbey College in Belmont, North Carolina, was subsequently married to the former Judy Collins and they now have six children, Helen Marie, age 15, Judy, age 13, Jack, age 11, Patricia, age 10, Mary Ann, age 8 and Kathleen, age 6; he began employment with Westinghouse Elec- tric Supply Co. in May, 1956 and was promoted to Branch Administra- tive Services Manager in 1959 and on Novemberl, 1971 was promoted to position. of Merchandising Supervisor where he will manage the Westinghouse Small Motor Warehouse in Lima, Ohio; and WHEREAS, JACK DANIELS has served as a member of the Chatham County Democratic Executive Committee for the past six years; he is a 4th degree member of the Knights of Columbus Council #631; named outstanding young man of the year by the Savannah Beach Jaycees in 1968; was an appointed member of the Savannah Area first Drug Abuse Council; and in spite of his many and varied activities and time demanded by his civic, business and personal life, he still managed to devote many hours per week to his job as Councilman of the Municipality. His prime and foremost efforts as Chairman of the Police Commission has resulted in many improve- ments on the Police Force and the City both in personnel and equipment, and for the increased safety and protection of the Citizens of the Municipality. In,summary, his presence on Council has resulted in many improvements and much progress for the City of Savannah Beach, Tybee Island. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Councilmen of the City of Savannah Beach, in Council assembled that Council express its thanks and grateful appreciation to JACK DANIELS on behalf of the Citizens of the Municipality for his valuable services and untiring efforts to bring about a better Savannah Beach, and that this body officially recognize his wise guidance and out- standing ability for his years of service in fulfilling the duties and obligations of the office of Councilman for the City. BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the Minutes of Council and a copy thereof be pre- sented to him in recognition -Jof sincere appreciation of a job well done, and with the hope and wish that he will remain an "Honorary Citizen in Absentia ", as well as a friend for many years to come THE WITHIN RESOLUTION is hereby adopted and approved, this 24th day of November, 1971 (SEAL) 1 1 ATTEST: ee...),://) yor Clerk of Council 1 1 RESOLUTION WHEREAS, the petition of ROSALIE B. DELOACH and WINMAN W. DELOACH, owners of Eastern 60 feet of Lot 119, Ward I, Savannah Beach, Tybee Island, Chatham County, Georgia, have filed their petition requesting conveyance of said property to them for the consideration of delinquent taxes along with costs in an aggregate total of $213,70, and WHEREAS, after investigating said matter it is determined that the right of said parties has priority to make such a petition upon paying delinquent taxes and that no other adverse claims are evidenced to this Honorable Body, and WHEREAS, delinquent taxes in the amount of $213.70 has been remitted by said Petitioners by and through their attorney, Weir D. Walker, in the sum of $213.70 NOW THEREFOR BE IT RESOLVED that the Mayor and Alderman of the City of Savannah Beach, Tybee Island, Chatham County, Georgia, in a Council assembled, that the Mayor is hereby authorized to execute said Quit Claim Deed to Petitioners and the Clerk of Council to attest the same and affix the seal of the City of Savannah Beach divesting this Honorable Body from any rfeghts, title and interest it may have in and to said property as of this date for the nonpayment of delinquent taxes or for any other assessment against said body.
