Savannah Beach, Georgia
December 15, 1971
The regular meeting of Savannah Beach City Council was held this
afternoon at 3:00 P.M., with Mayor Michael J. Counihan presiding
and the following councilmen in attendance: Edward Jung, Robert
Cary, George Schwarz, James Stettler, Edward Towns and Perry A.
Zittrauer, Jr. City Attorney, Bart Shea was also in attendance.
Mr. William S. Lovell was a visitor at the meeting.
Mr. Lovell stated that approximately six months ago, he had come
before council in an effort to get a drainage ditch on Lovell
Avenue cleaned out. He stated that a neighbor of his had filled
in the ditch and they were now getting flooding around his house
whenever there was a heavy rain. Mr. Lovell stated that he was
appearing again because the ditch was still filled up and he
wanted council to make this resident clean the ditch out. Mayor
Counihan assured Mr. Lovell that Mr. Reed, Superintendent of
Public Works would put a culvert in this ditch.
The Minutes of the Meeting of November 24th were approved as
written.
Councilman Cary reminded the Mayor and Council of the annual tree
lighting ceremony which would be held on December 17th, at 7:00
O' Clock!,: P.M.
A Resolution 'was read by City Attorney Bart Shea in regard to the
conveyance of the land and building in Ft. Screven known as the
Old Fire House. (Lot #3 - Block 15 — Fort Screven Ward) which
provides that the present active members of the Old Volunteer
Fire Department, so long as they are in life, shall have 4he
privilege of using the building, improvements and property thereon
two days and /or nights per month. These members are as follows:
Robert Kent, George Remeta, Charles Dowell, Matthew Doyle, Richard
DeLoach and Paul Hernandez.
R E S O L U T I O N
Councilman Cary then moved the adoption of this Resolution. The
motion was seconded by Councilman Schwarz and unanimously carried.
A Resolution was read by City Attorney Bart Shea concerning the
desire of the City of Savannah Beach to do whatever is necessary
in order that it may continue to avail itself and the members of the
community within the corporate limits of the City, the protection
afforded by the National Flood Insurance Program.

Councilman Schwarz moved that adoption of the Resolution. The motion
was seconded by Councilman Zittrauer and unanimously carried.
Concerning the request of Mr. Matthew Doyle and Ms. E. J. Carpenter,
through . their attorney, Mr. Ed Lee, for permission to build a Land
Cruizer Park, City Attorney Shea stated that he now had the proposed
suggested amendments to our Zoning Ordinance that covers Land
Cruizers and Land Cruizer Parks which sets out minimum specifications
and standards. Attorney Shea stated that these amendments had been
sent to Attorney Ed Lee for his approval and was returned with only
minor recommended changes. Councilman Zittrauer moved that these
amendments be referred to the Planning Commission for their professional
opinion. The motion was seconded by Councilman Stettler and unanimously
carried.
Bills for the various departments were approved for payment.
Councilman Cary, on behalf of the Police Committee, informed Council
that an application had been received from Mr. Nickie Alexander for
a liquor license at a location of a buOimess formerly known as The
Pink Shrimp which is located on the corner of Fifteenth Street and
the Strand. The petition requested a package shop license, a pouring
license; also a license for beer and wine. Mr. Alexander stated in
the petition that the building would be completely renovated and
would meet all health requirements for a restaurant which he proposed
to operate also. Councilman Cary then moved that the license be approved.
The motion was seconded and unanimously carried.
Councilman Stettler made the observation that the City's newest
recreational project, the ceramics classes, had grown in leaps
and bounds. He stated that last night's class had over fifty
participants. He also stated that Mrs. Patterson was doing her
usual excellent job with it.
Mayor Counihan gave a report nn the emergency work on the seawall;
as well as the main beach erosion control project. He stated that
if we did not get help soon, much of our valuable property and
buildings, including the battery housing our museum, would be en-
dangered.
There being no further business, the meeting was adjourfed to the
next regular or special called meeting.

R E S O L U T I O N .
RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF SAVANNAH BEACH,
TYBEE ISLAND IN COUNCIL DULY ASSEMBLED THIS 15th DAY OF DECEMBER,
1971, AND IT IS HEREBY RESOLVED AS FOLLOWS:
WHEREAS, the members of Savannah Beach Volunteer
Fire Department called a special meeting on June 6, 1970 for
purposes of reconveying to the City of Savannah Beach that
property known as Lot #3, Block 15, Fort Screven Ward, City
of Savannah Beach, Chatham County, Georgia, with the request
that the City permit the present active members of such
Volunteer Fire Department shall have the privilege to use the
building, improvements and property thereon two (2) days and /or
nights of each month, such days and /or nights being negotiable
by agreement of the members of said Volunteer Fire Department
and the Municipality and that such permitted use shall continue
for so long a period of time as any members of the organization
are in life; and
WHEREAS, the members covered by said agreement are:
Thomas Wood, Perry Solomon III, Harry Brunner,
Stanley Stark, Robert Kent, George Remeta,
Charles Dowell, Matthew Doyle, Richar DeLoach
and Paul Hernandez, Sr.;
and
WHEREAS, in furtherance of said meeting, the Savannah
Beach Fire Department did, on December 21, 1970 reconvey to the
City of Savannah Beach, Tybee Island, the following property:
ALL that certain lot, tract, or parcel of land
situate, lying and being in the City of Savannah
Beach, Tybee Island, Chatham County, Georgia,
known and designated on a map or plan of Fort
Screven as Lot No. 3, Block 15, in Fort Screven
Ward; said lot No. 3, Block 15, Fort Screven Ward
being rectangular in shape and having a northern
boundary on Cedarwood Drive of 61.98 feet, more
or less; on the eastern boundary along the dividing
line between Lot No. 2 and No. 3, said Ward of 142.90
feet, more or less; a southern boundary on Baywood
Avenue of 61.60 feet, more or less; and a western
boundary on an unimproved road of 137.35 feet, more
or less.
and
WHEREAS. the Municipality by this Resolution would
like to permit those members so listed to have the privilege
of using said property and premises two (2) days and /or
nights of each month as so requested.
NOW. THEREFORE, be it resolved and it is hereby
resolved as follows:
1. That the City of Savannah Beach, Tybee Island
Georgia, acting by and through its Mayor and Councilmen,
does hereby grant unto the following named individuals, to
wit:
Thomas Wood, Perry Solomon III, Harry Brunner,
Stanley Stark, Robert Kent, George Remeta,
Charles Dowell, Matthew Doyle, Richard DeLoach
and Paul.. Hernandez, Sr.
the right and privilege to use the building, premises and property
known as Lot #3, Block 15, Fort Screven Ward, City of Savannah
Beach, Tybee Island, Georgia two (2) days and /or nights of
each month, such days or nights to be negotiated by agreement
between the officials of the Municipality and the members of
the Volunteer Fire Department of Savannah Beach.
2. RESOLVED FURTHER that this permission and privilege
to so use the building, premises and property shall continue
and be valid for so long a period of time as any of the above
named members of said organization shall be in life.
ADOPTED in open Council this 15th day of December,

RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF SAVANNAH BEACH,
TYBEE ISLAND IN COUNCIL DULY ASSEMBLED THIS 15th DAY OF DECEMBER,
1971, AND IT IS HEREBY RESOLVED AS FOLLOWS:
WHEREAS, the
Flood Control Insurance
FLOOD INSURANCE PROGRAM
Act of 1969, Public Law
42 U.S.C. 4056; and
Congress of the United States approved.
under Title 24 Sub - Chapter B, NATIONAL
of the Housing and Urban Development
91 -152, 83 Stat. 396, December 24, 1969,
WHEREAS, on September 16, 1970, the City of Savannah
Beach, Tybee Island resolved to enact by December 31, 1971,
adequate land use and control measures consistent with the
criteria set forth within Sub -part B of Section 1910 of the
regulations, under the National Flood Insurance Act; and
WHEREAS, under date of November 6, 1970, the entire
area within the corporate limits of the City of Savannah Beach,
Tybee Island was declared eligible for Federal assisted. Flood
Insurance Programs as designated on Dept. of Housing and Urban
Development, FIA official Flood Hazard Map No. T 13 051 4920 01,
Savannah Beach, Georgia; and
WHEREAS, on October 5, 1971, the Municipality was
informed that the precise information derived from the Flood
Insurance Rate Study was not yet available, and that the City .
will only be required to meet the Flood Protection requirements
of Paragraph 1910.3(a) of the regulations under the National
Flood Insurance Act prior to the statutory deadline of December
31, 1971, and after additional technical information is provided
by the Federal Insurance Administration the City will have six
(6) months from date of receipt of the necessary Flood Insurance
Rate Study Data in which to upgrade the flood plan; and
WHEREAS, based upon the foregoing, the City of Savanna
Beach, Tybee Island desires to continue to avail itself and the
members of the community within the corporate limits of the City
the protections afforded by the National Flood Insurance Program
so as to carry out the objectives of the rules and regulations
of such National Flood Insurance Act by adopting minimum requirements
governing the adequacy of the land use and control measures for the
entire area within the corporate boundaries of the. City as set
forth within Sec. 1910.3(a) of such regulations.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council
of the City of Savannah Beach, Tybee Island and it is hereby
resolved as follows:
1. That the City of Savannah Beach, Tybee Island
adopt the minimum standards of Sec. 1910.3(a) of the
regulations under the National Flood Insurance Act for the
entire area within the corporate limits of the City as follows:
(1) Require building permits for all proposed
construction or other improvements in the community.
(2) Review all building permit applications for
new construction or substantial improvements to deter-
mine whether proposed building sites will be reasonably
safe from flooding. If a proposed building site is in
a location that has a flood hazard, any proposed new
construction or substantial improvement (including
prefabricated and mobile homes) must (i) be designated
(or modified) and anchored to prevent flotation, collapse,
or lateral movement of the structure, (ii) use construction
materials and utility equipment that are resistant to
flood damage, and (iii) use construction methods and
practices that will minimize flood damage.
(3) Review subdivision proposals and other proposed
new developments to assure that (i) all such proposals are
consistent with the need to minimize flood damage, (ii)
all public utilities and facilities, such as sewer, gas,
electrical, and water systems are located, elevated, and
constructed to minimize or eliminate flood damage, and
(iii) adequate drainage is provided so as to reduce
exposure to flood hazards.

(4) Require new or replacement water supply systems
and /or sanitary sewage systems to be designed to minimize
or eliminate infiltration of flood waters into the systems
and discharges from the systems into flood waters, and
require on -site waste disposal systems to be located
so as to avoid impairment of them or contamination from
them during flooding.
2. The Building Inspector for the City of Savannah
Beach, Tybee Island shall continue to be the official representative
of the City responsible for the implementation and enforcement
of any regulations and criteria in the furtherance and carrying
out the provisions of said adopted regulation.
3. That the provisions within said Paragraph 1910.3(a)
of such regulation hereby adopted by said City shall be enforced
in the same manner and shall carry the same penalty as set forth
in Sec. 1 -8 of the Code of Ordinances of the City of Savannah Beach,
Tybee Island, Georgia.
4. Upon receipt of the additional technical infor-
mation to be provided by the Federal Insurance Administration,
the City shall upgrade its flood plan regulations and require-
ments in accordance thereby and shall adopt such ordinance or
ordinances required for the incorporation of same within the Code
of Ordinances of the City of Savannah Beach, Tybee Island.
