Regular Session (6:00 p.m.)

Tuesday, February 09, 2016
Call to Order: 6:00 p.m. Place: Beaumont Civic Center
Roll Call: Chairman St. Martin, Commissioner Tinker, Commissioner Dale and
Commissioner Rearick were present, Vice Chairman Smith was absent.
Swearing in of Commissioner Rearick by City Clerk, Julio Martinez

Pledge of Allegiance: Led by Chairman St. Martin

1. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA):
Any one person may address the Planning Commission on any matter not on this
agenda. If you wish to speak, please fill out a “Public Comment Form” provided at
the back table and give it to the City Clerk. There is a three (3) minute limit on
public comments. There will be no sharing or passing of time to another person.
State Law prohibits the Planning Commission from discussing or taking actions
brought up by your comments.

Judy Bingham – Expressed her concern of the upcoming General Plan update
Bill Matty – Thanked the commission for listening to the residents in when in opposition
of agenda items.
2. PUBLIC HEARINGS/ACTION ITEMS:
A. APPROVAL OF PLANNING COMMISSION MINUTES FROM THE
REGULAR MEETING OF JANUARY 12, 2016
Motion to approve minutes by Commissioner Tinker
Second by Commissioner Dale
Motion approved by unanimous vote
Vice Chairman Smith absent
B. Tinsman Quality Room and Board; Conditional Use Permit 15-CUP-11.

Motion to Deny Conditional Use Permit No. 15-CUP-11, subject to the finding that
the project may be detrimental to the health, safety and general welfare of the
community and neighborhood based on the Beaumont Police Department
recommendation by Commissioner Tinker
Second by Commissioner Dale
Approved motion to deny by unanimous vote
Vice Chairman Smith absent
c. Conditional Use Permit No. 15-CUP-13, for the construction of a 7,180
square foot Church Multipurpose Building located at 1345 Palm
Avenue.
Staff report given by Planner, Kyle Warsinski.
Public Hearing opened at 6:25 p.m.
Gabriel Isaia – representing the Beaumont Seventh Day Adventist Church answered
questions of the commission.
John Jones - Expressed his concern of traffic.
Public Hearing closed at 6:32 p.m.
Motion to approve Conditional Use Permit 15-CUP-13, subject to the proposed
conditions of approval with the findings stated herein by Commissioner Rearick
Second by Commissioner Dale
Approve by unanimous vote

d. Plot Plan No. 15-PP-05 (Seasons), Request for a 38 unit Affordable
Housing Rental Complex Located on the West side of Illinois Ave at
7th Street.
Staff report given by Planning Director, Rebecca Deming
Public Hearing opened at 6:38 p.m.
Pam Lindgren – Representing the sellers of the property as their realtor, in support of
the project.
Michael De La Torre – Representing the applicant and answered the questions of the
commission.

Public Hearing re-opened at 6:46 p.m.
Chairman St. Martin asked the applicant to create a focus group of the individuals
that could potentially utilize this facility and get their input before finalizing.
Public Hearing closed at 6:47 p.m.
Motion to approve Plot Plan 15-PP-05, subject to the proposed conditions of
approval with the findings stated herein and recommend to Council approval of a
density bonus agreement subject to the terms in the Beaumont Municipal Code
and subject to City Attorney approval by Commissioner Tinker
Second by Commissioner Rearick
Approved by unanimous vote

Adjournment of the Planning Commission of the February 9, 2016 Meeting at 6:53
p.m.
The next regular meeting of the Beaumont Planning Commission is scheduled for
Tuesday, March 8, 2016 at 6:00 p.m. or thereafter noted on the posted Agenda at City
Hall.
