Cali to Order: 6:00 p.m. Place: Beaumont Civic Center
Roll Call: Vice Chairman Smith, Commissioner Tinker, Commissioner Dale and
Commissioner Rearick were present
Excused absence: Chairman St. Martin

Pledge of Allegiance: Led by Vice Chairman Smith

1. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA):
Any one person may address the Planning Commission on any matter not on this
agenda. If you wish to speak, please fill out a `Public Comment Form" provided at
the back table and give it to the City Clerk. There is a three (3) minute limit on
public comments. There will be no sharing or passing of time to another person.
State Law prohibits the Planning Commission from discussing or taking actions
brought up by your comments.

a. Approval of Planning Commission Minutes from the Special Meeting of
July 14, 2016
Motion to approve minutes by Commissioner Dale
Second by Tinker
Motion approved by a 4-0 vote
Absent: St. Martin
b. Amendment to Plot Plan No. 15-PP-05 (Seasons) and Density Bonus
Agreement, Request for a 38 unit Affordable Housing Rental Complex,
Located on the West Side of Illinois Avenue at 7th Street

Public Hearing opened at 6:06 p.m.
Monica Mejija - Representing Linc Housing made herself available for questions.
Nancy Hall - spoke in favor with questions for the commission.
Public Hearing closed at 6:12 p.m.
Motion to Approve Plot Plan 15-PP-05 modification, subject to the February
9, 2016 Planning Commission approved conditions of approved conditions
of approval with the findings stated herein and recommend to Council
approval of the Density Bonus Agreement subject to the terms in the
Beaumont Municipal Code and subject to the City Attorney amendment by
Commissioner Rearick
Motion seconded by Commissioner Dale
Approved by a 4-0 vote
Absent: Chairman St. Martin
c. Conditional Use Permit No. 16-CUP-05 (Tranquility Float Spa),
Located at 200 E 6th Street
Staff report given by Community Development Director, Rebecca Deming
Public Hearing opened at 6:19 p.m.
Byron Kruppa - Representing as the applicant, and made himself available for
questions.
Anthony Smith - Representing the applicant spoke in favor.
Nancy Hall - Asked questions of the Commission regarding the plot plan application.
Public Hearing closed at 6:32 p.m.
Motion to Approve Conditional Use Permit 16-CUP-05 based upon the findings
stipulated herein, subject to the attached conditions of approval by Commissioner
Tinker
Second by Commissioner Dale
Approved by a 4-0 vote
Absent: St. Martin
