HomeMy Public PortalAboutPC Minutes 09.13.16Page 1 of 3 Minutes Beaumont Planning Commission Regular Session (6:00 p.m.) 550 E. 6th Street, Beaumont, California Tuesday, September 13, 2016 Call to Order: 6:00 p.m. Place: Beaumont Civic Center Roll Call: Chairman St. Martin, Vice Chairman Smith, Commissioner Tinker, Commissioner Dale and Commissioner Rearick were present Excused absence: None Conflict of Interests Disclosure: Vice Chairman Smith will be recusing himself for item 2d Pledge of Allegiance: Chairman St. Martin Adjustments to Agenda: Moving items up and hearing item 2d last 1. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): Any one person may address the Planning Commission on any matter not on this agenda. If you wish to speak, please fill out a “Public Comment Form” pro vided at the back table and give it to the City Clerk. There is a three (3) minute limit on public comments. There will be no sharing or passing of time to another person. State Law prohibits the Planning Commission from discussing or taking actions brought up by your comments. Public Comment opened at 6:03 p.m. Judy Bingham – Thanked the Commission for denying the Hidden Canyon item. Public Comment closed at 6:04 p.m. 2. PUBLIC HEARINGS/ACTION ITEMS: a. Approval of Planning Commission Minutes from the Special Meeting of August 4, 2016 and August 9, 2016 No speakers Motion to approve minutes of August 4, 2016 and August 9, 2016 by Vice Chairman Smith Second by Tinker Motion approved by a 5-0 vote City of Beaumont PLANNING COMMISSION MINUTES September 13, 2016 Page 2 of 3 b. Conditional Use Permit 16-CUP-06 (Pink Bow Resale), Located at 302 W 6th Street Staff report given by Community Development Director, Rebecca Deming. Public Hearing opened and closed at 6:08 p.m. Motion to Approve Conditional Use Permit 16-CUP-06 base upon the findings stipulated herein, subject to the attached conditions of approval by Commissioner Tinker Motion seconded by Commissioner Rearick Approved by a 5-0 vote e. Heartland Specific Plan; Development Agreement Amendment 16 -DA- 01 Extension Staff report given by Community Development Director, Rebecca Deming. Public Hearing opened at 6:11 p.m. Judy Bingham – Spoke in opposition. Public Hearing remained open Motion to continue to a Special Meeting on September 27, 2016, unless the notice of documents is not adequate, the item will be moved to the meeting of October 11, 2016 by Commissioner Tinker Second by Vice Chairman Smith Approved by a 5-0 vote c. Presentation of Sundance Specific Plan Vice Chairman Smith, recused himself. Public comment opened and closed at 6:21 p.m. Presentation given by Jeff Chambers of Pardee Homes d. Sundance Active Adult Recreation Center; Plot Plan 16 -PP-04. Located East of Starlight Drive, South of Cougar Way, West of Highland Springs avenue and North of the Edison Easement Staff report given by Planner, Kyle Warsinski.
