CALL TO ORDER at 6:00 p.m.
Present: Chairman Tinker, Vice Chairman St. Martin, Commissioner Smith, Commissioner Stephens,
Commissioner Colindres
Pledge of Allegiance
Approval/Adjustments to Agenda: None
Conflict of Interest Disclosure: Commissioner Stephens will be recusing himself for item no. 2.
Introduction of New Planning Commissioner
PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA)
Any one person may address the Planning Commission on any matter not on this agenda. If you wish to speak, please fill
out a “Public Comment Form” provided at the back table and give to the City Clerk. There is a three (3) minute time limit
on public comments. There will be no sharing or passing of time to another person. State Law prohibits the Commission
from discussing or taking actions brought up by your comments.
ACTION ITEMS/PUBLIC HEARINGS/REQUESTS
Approval of all Ordinances and Resolutions to be read by title only.
1. Proposed Amendment to Table 17.03-3 Permitted Uses in Base Zone District and Table
17.03-4 Permitted Uses in Overlay Zone Districts, Large Family Daycare
Public Hearing opened and closed at 6:13 p.m.
Moved by Nathan Smith
Seconded by Paul St. Martin
To forward a recommendation of approval of the ordinance
amendment to the City Council.
Ayes: Paul St. Martin, Robert Tinker, Nathan Smith,
Patrick Stephens, and Anthony Colindres
Approved by a unanimous vote.

2. Conduct a Public Hearing and Consider Development Agreement PLAN2019-0336 for a 2.89
Million Square Foot Industrial Business Park (Hidden Canyon Industrial Park); Located at the
Western Terminus of Fourth Street, South of State Highway 60, East of Jack Rabbit Trail
Public Hearing opened at 6:20 p.m.
B. McDonald – Explained the plan for the property and answered
questions of the committee.
Public Hearing closed at 6:26 p.m.
Moved by Paul St. Martin
Seconded by Nathan Smith
To forward a recommendation of approval of Development
Agreement PLAN2019-0336 to City Council.
Ayes: Paul St. Martin, Robert Tinker, Nathan Smith,
Patrick Stephens, and Anthony Colindres
Approved by a unanimous vote.
Community Development Director Comments
Gave a schedule of upcoming meetings.
