CALL TO ORDER at 6:05 p.m.
Present: Chairman Tinker, Vice Chairman Stephens, Commissioner Colindres, Commissioner
Smith, Commissioner St. Martin present at 6:07 p.m.

PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA):
R. Roy - Expressed concerns regarding wearing a mask while conducting the meeting.
ACTION ITEMS / PUBLIC HEARINGS / REQUESTS
Approval of all Ordinances and Resolutions to be read by title only.
1. Approval of Minutes
Motion by Council Member Smith
Second by Vice Chair Stephens
To Approve Minutes dated June 9, 2020.
Approved by unanimous vote.
2. Conditional Use Permit CUP2018-0021 and Plot Plan PP2018-0119 to Construct and Operate
a Gas Station with Nine (9) Fuel Pumps, a 6,700 Square Foot Canopy, 3,800 Square Foot
Convenience Store with an Off-Sale General License (Type 20) for the Sale of Beer and Wine,
and an Attached 1,500 Square Foot Car Wash and a Stand-Alone 4,000 Square Foot Drive-
Thru Restaurant on a Proposed 3.03 Acre-Site Located on the North Side of Desert Lawn
Drive East of Oak Valley Village Center and West of the I-10 Freeway (APNs 414-090-005 and
-007) in the Community Commercial (CC) Zone and Adoption of a Mitigated Negative
Declaration (SCH# 2020060170)
Public Hearing opened at 6:27 p.m.
D. Hammock - Expressed concerns of traffic impacts with this project.
E. Morgan - Expressed concerns of traffic impacts with this project.R. Roy - Spoke in
opposition of the project with various concerns.
A. Etemadian - The applicant of the project answered questions of the Commission.
G. Lemfesty - The engineer representing the applicant answered street improvement
questions of the Commission.
Public Hearing closed at 7:03 p.m.
Motion by Commissioner Smith
Second by Commissioner Colindres
To approve a Mitigated Negative Declaration and Mitigation Monitoring and Reporting
Program for Conditional Use Permit CUP2018-0021 and Plot Plan PP2018-0119, subject
to the attached Conditions of Approval; and
Direct staff to prepare a Notice of Determination for the applicant to record with the
County Clerk.
Ayes: Smith, Colindres, Stephens, Tinker
Noes: St. Martin
Approved by a 4-1 vote.
