CALL TO ORDER at 6:01 p.m.
Present: Vice Chairman Stephens, Commissioner Smith, Commissioner St. Martin
Absent: Chairman Tinker, Commissioner Colindres

PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA):
Any one person may address the Committee on any matter not on this agenda. If you wish to speak, please fill out a “Public
Comment Form” provided at the back table and give it to the Committee Chair or Secretary. There is a three (3) minute limit
on public comments. There will be no sharing or passing of time to another person. State Law prohibits the Committee from
discussing or taking actions brought up by your comments.

1. Approval of Minutes
Motion by Commissioner St. Martin
Second by Commissioner Smith
To approve minutes dated October 13, 2020 and October 27, 2020.
Approved by a 3-0 vote.
2. Public Hearing for Conditional Use Permit CUP2020-0053 – A Request for Planning
Commission Consideration of the Operation of Massage Establishment Located at 1384 E.
Sixth Street, with Consideration of an Environmental Exemption Pursuant to CEQA Guidelines
Section 15301 (Existing Facilities)
Public Hearing opened at 6:04 p.m.
M. Cruz - Asked for clarification on any restriction of time for individual services or if it is just
for the overall time of business.
Public Hearing closed at 6:13 p.m.
Motion by Commissioner St. Martin
Second by Commissioner Smith
To approve Conditional Use Permit No. CUP2020-0053, subject to the proposed
conditions of approval; and direct staff to prepare a Notice of Exemption for the
applicant to record with the County Clerk.
Approved by a 3-0 vote.
