A Closed Session of the City Council / Beaumont Financing Authority / Beaumont Utility Authority / Beaumont Successor
Agency (formerly RDA)/Beaumont Parking Authority / Beaumont Public Improvement Authority may be held in accordance
with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations,
security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending
litigation. Any public comment on Closed Session items will be taken prior to the Closed Session. Any required
announcements or discussion of Closed Session items or actions following the Closed Session with be made in the City
Council Chambers.

2. Acceptance of Dedication of Easement for Drainage, Street and Utility Purposes
Recommended Action:
Approve the acceptance of dedication of above-mentioned easements for drainage,
street and utilities.
3. Performance Bond Acceptance and Security Agreement for Plot Plan PP2018-0154 Storage
Yard for Construction and Maintenance Materials
Recommended Action:
Accept Performance Bond No. 0207824.
4. Resolution Authorizing the City Manager to Accept Grant Deeds from Pulte Homes for Tract
No. 29180 Lots A, B, and C, and Tract No. 29186 Lots I and J
Recommended Action:
Waive the full reading and adopt by title only, “A Resolution of the City Council of
the City of Beaumont, California, Authorizing the City Manager to Accept Grant
Deeds from Pulte Homes.”
Request to pull Item no. 5 for discussion.

To approve first amendment to Agreement for Independent Contractor between the City
of Beaumont and Clinical Laboratory of San Bernardino, INC. and to increase the total
contract fee amount by $50,000 and not to exceed $126,800.

8. Update to City Council on Status of FEMA Application Related to the COVID-19 Federal
Emergency
Motion by Council Member White

To receive and file this update regarding the pending application for FEMA
reimbursement related to the COVID-19 emergency.

9. Adopt Amendments to the FY2021 Budget and Approve the Implementation of the Business
Assistance Program and Household Assistance Program
Motion by Council Member White
Second by Mayor Pro Tem Lara
With a finding that this program serves a public purpose to approve the following:
To adopt the budget amendments and approve the implementation of business
assistance and household assistance programs as follows:
Adjust the FY 2020-21 budget to include the receipt of CARES Act funds in the amount
of $635,569,
Adjust the FY 2020-21 budget to include the proposed expenditures for the COVID-19
Relief Program as highlighted in the report totaling $635,569,
Adjust the FY 2020-21 budget to include the expenditure of up to $75,000 from the
AQMD fund to purchase two vehicles,
Adjust the FY 2019-20 budget to cover I.T. expenses related to the COVID-19 emergency
using AQMD funds in the amount of $27,000 and adjust the FY 2020-21 budget to cover
I.T. expenses related to the COVID-19 emergency with AQMD funds in the amount of
$5,667,
Approve the implementation plan for the Business Assistance Program/ Small Business
Assistance Grant, and
Approve the implementation of the Household Assistance Grant Program.
With the exception of the $50,000 for the childcare assistance to reallocated as CRC
enhancement and household assistance.
The Household Assistance Program will proceed with option no. 2 and revisit the
income limit and change the grant award to be $500 for single member households and
$1,500 for a multi-member household.

LEGISLATIVE UPDATES AND DISCUSSION
14. Townsend Legislative Update
COUNCIL REPORTS
Carroll - Thanked the Wastewater Treatment Plant employees, and the Public Works staff for the
improved turn pocket on Highland Springs. Thanked the City Manager for his response during the
recent fires.
Lara - Thanked the WWTP employees and the Public Works staff and also encouraged residents to
sign up for the City's reverse 911 feature.
Martinez - Thanked the City Manager on his on going communication to Council on current events
and topics in the City.
Santos - Echoed all of the appreciation to staff. Attended Good Morning Beaumont breakfast.
White - Thanked Kristine Day and her staff on the hard work of the WWTP upgrade. Thanked the
City Manager and Chief of Police.

No report, meeting was cancelled due to lack of items.

Gave an update of the current election candidates and gave a report of the Public Record Requests
for the month of July.
CITY ATTORNEY REPORT
Gave a report of current litigation.
CITY MANAGER REPORT
Thanked Council for their support and announced the Symetra Golf Tournament this week in
Beaumont.
