NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD REGARDING
A FOURTH SUBSTANTIAL AMENDMENT TO THE CITY OF LYNWOOD'S
FISCAL YEAR 2019-20 ANNUAL ACTION PLAN
NOTICE IS HEREBY GIVEN that the Lynwood City Council will hold a public hearing on
September 21, 2021 as follows:

Subject: Lynwood City Council will conduct a public hearing for citizens input on a
fourth substantial amendment to the City's Fiscal Year Fiscal Year 2019-
20 Annual Action Plan (herein "Fourth Substantial Amendment").
The City's FY 2019-20 Annual Action Plan sets forth the proposed activities, resources, and
funding strategy for the Community Development Block Grant (CDBG)-and HOME Investment
Partnership CDBG and HOME programs during the period July 1, 2019 — June 30, 2020. The
Annual Action Plan is a tool to assist in implementing the City's Five-Year Consolidated Plan, and
each Annual Action Plan is developed through public input, analyses and planning.
When a substantial change (i.e. adding an activity, canceling an activity, or redirecting funds) is
proposed to the Consolidated Plan and/or the Annual Action Plan, the City requires that the public
be notified and a public hearing be held to allow the public an opportunity to comment on the
proposed substantial changes.
The City is proposing to amend its FY 2019-20 Annual Action Plan for a fourth time to reprogram
approximately$553,293 CDBG-CV funding made available under the Coronavirus Aid, Relief and
Economic Security Act (CARES Act) to prevent, prepare for, and respond to the coronavirus
pandemic. Under the CARES Act, the City of Lynwood received $666,979 in CDBG-CV1 funds
and $604,949 in CDBG-CV3, for a total amount of$1,271,928. This funding is separate from the
regular annual CDBG funds that the City receives every year.
A copy of the Substantial Forth Amendment will be available for public review beginning
September 16, 2021 through September 20, 2021. The City welcomes any written
recommendations, suggestions, or other input on the Substantial Fourth Amendment. Following
the conclusion of the public review period, the City Council will conduct a public hearing on
September 21, 2021 to consider the Substantial Fourth Amendment, which includes modification
in CDBG activity funding levels for programs funded under the FY 2019-20 Annual Action Plan.
The Substantial Fourth Amendment has been prepared according to the U.S. Department of
Housing and Urban Development (HUD) Federal Regulations for the CARES Act.
PUBLIC'REVIEW PERIOD: The required five (5) day review and comment period for the
Substantial Fourth Amendment will begin on September 16, 2021 and on September 20, 2021.

Citizens wishing to comment on the proposed Substantial Fourth Amendment must do so in
writing. Again, written comments will be accepted for a period of five (5) days from September
16, 2021, or September 20, 2021. Written comments may be submitted via email to

It is anticipated that the Lynwood City Council will take final action on the Substantial Fourth
Amendment during a public hearing that will be held on September 21, 2021, at 6:00 p.m.
Following this hearing, the Substantial Fourth Amendment will be submitted to HUD for review
and approval.

Notification at least 72 hours prior to the scheduled hearing will enable the City to make
reasonable arrangements to facilitate participation.
NOTICE IS FURTHER GIVEN that on Tuesday, September 21, 2021, at the hour of 6:00 p.m., or
soon thereafter as the matter may be heard, the Lynwood City Council will hold a public hearing
in the Council Chambers at the City Hall Annex Building, 11350 Bullis Road, Lynwood, California
90262 for the solicitation of public comment on the Substantial Fourth Amendment to the City's
Fiscal Year 2019-20 Annual Action Plan from citizens and interested parties. To participate

NOTICE IS FURTHER GIVEN that if you challenge the aforementioned action in court, you may
be limited to raising only those issues you or someone else raised at the public hearing described
in this notice, or in written correspondence delivered to the City at, or prior to the public hearing.
