HomeMy Public PortalAbout19720301SCMeeting1 1 1 Savannah Beach, Georgia March 1, 1972 A Special Meeting of City Council was held this evening at 7:00 P.M. for the purpose of: (1) Revising the Resolution and the Agreements previously entered into whith the United States of America and its construction contractors to now extend the coverage to 650 feet north of Center Street to .a point approximately 500 feet south of Center Street and establishing the new work area by the construction contractors on the property located within 100 feet on the landward side of the existing sem wall. (2) To adopt a Resolution re- naming George C. Marshall Memorial Park in Ft. Screven, Savannah Beach Jaycee's Park and dedicating this Park for twenty -five years as a recreational area in order that a joint effort may be made by the Savannah Beach Jaycees and the City of Savannah Beach to secure Federal Funds that will enable the Savannah Beach Jaycees to complete their project with the building of a gymnasium on this site. The meeting was presided over by Mayor Michael J. Counihan and the following councilmen were present: Edward Jung, James Stettler, Robert F. Cary, Perry A. Zittrauer, Jr., Edward Towns. City Attorney Bart Shea was also present. Mayor Counihan requested the reading of the Resolution revising the agreements previously entered into with the United States of America extending the coverages and hold harmless agreement the new distances: LETTER - COL. STROHECKER R E S O L U T I O N AGREEMENT Councilman Jung moved the adoption of this Resolution. The motion was seconded and unanimously carried. Mayor Counihan then called Dar the reading of a Resolution changing the name of George C. Marshall Memorial Park in Fort Screven to Savannah Beach Jaycees Park; also dedicating this Park for twenty -five years as a recreational area in order that a joint effort may be made by the Savannah Beach Jaycees and the City of Savannah Beach to obtain Federal Funds that will enable the building of an auditorium - indoor recreational building by the Jaycees. The Resolution was read as follows: R E S O L U T I O N Councilman Jimmy Stettler, Commissioner of Recreation moved the adoption of this Resolution. The motion was seconded by Councilman Zittrauer and unanimously carried. There being no further business, the meeting was adjourned until the next regular or special called meeting. Amy Engineer District 200 East St. Julian Street Savannah, Georgia Subject: Emercency Shore Protection Savannah Beach, Tybee Island Dear Colonel Strohecker: In accordance with your recent request, I am pleased to enclose herewith copy of the Resolution adopted by the City Council of Savannah Beach on March 1, 1972 and, also, a hold harmless agreement which has been duly executed by me as Mayor and attested by the Clerk of Council, pursuant to the resolution. Please consider this letter a conveyance of the licenses, permits, or rights -of -way necessary for performance of the work by the construction contractors and alos such rights of ingress, egress and regress for the construction equipment and materials. Savannah Beach, Tybee Siland, does hereby convey these rights in and to a strip for the emergency repair to the existing sea wall at a location which is within an area extending from a point approximately 650 feet north of Center Street to a point approximately 5oo.;feet south of Center Street, within 100 feet on the landward side of the existing sea wall at Savannah Beach, Tybee Island, Georgia. Counihan, Mayor MJC:p encs: Resolution Hold Harmless Agreement 1 1 A R E S O L U T I O N WHEREAS, the United States of America will make award of a contract for certain emergency repairs to the existing sea wall at Savannah Beach, Tybee Island, Georgia consisting generally of restoration of the fill and remedial treatment; and WHEREAS, it has been determined that the location of the construction will be within an area extending from a poont approximately 650 feet north of Center Street to a point approximately 500 feet south of Center Street, so as to conver the shaded areas shown on the plan which is attached hereto and marked Exhibit "A"; and WHEREAS, licenses and 'permits will be required for the performance of the work by the construction contractors on the property located within 100 feet on the landward side of the existing sea wall in the shaded areas shown on said Exhibit "A "; and WHEREAS, Savannah Beach, Tybee Island, wishes to indemnify the United States of America and its construction contractors from claims or damages growing out of or incident to the performance of the construction within the areas herein defined. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in council assembled, that the Mayor of Savannah Beach, Tybee Island, be authorized to obtain the necessary rights -of -way for ingress, egress and regress to and from the construction, and the Clerk of Council be authorized to issue the required licenses and permits for performance of the work by the construction contractors. BE IT FURTHER RESOLVED that the Mayor of Savannah Beach, Tybee Island, be authorized to execute, and the Clerk of Council to attest, the necessary indemnification in connection with said construction. * * * * * * * * ** This is to certify that the above Resolution is a true copy of the Resolution passed in meeting of Town Council held March 1, 1972. Patterson, Clerk of Council 1 1 1 STATE OF GEORGIA) ) A G R E P L E N T CHATHAM COUNTY WHEREAS, the United states of America has laid out and designated areas for emergency repair to the existing sea wall at a location which is within an area extending from a point approximately 650 feet north of Center Street to a point approximately 500 feet south of Center Street, within 100 feet on the landward side of the existing sea wall at Savannah Beach, Tybee Island, Georgia; aryl WHEREAS, the aforesaid protective work is for the benefit of Savannah Beach, Tybee Island. NOW, THEREFORE, for and in consideration of the sum of One Dollar ($1.00) and in consideration of said protective work, said Municipality, Savannah Beach, Tybee Island, hereby agrees to save harmless the United States of America and its construction contractors from any and all claims for damages whatsoever • growing out of or incident to the performance of the construction contracts within the above described area; it being the intention of this agreement to save harmless the United States of America and its contruction contractors from any claims that could or may arise as a resutl of the contruction of said emercency repair facilities. PATTERSON, CLERK OF COUNCIL 1 1 A R E S O L U T I O N WHEREAS, The Savannah Beach Jaycees is an organization vitally concerned with the welfare of our community and its citizens, especially in recreational functions; and WHEREAS, In conjuction with the City of Savannah Beach and the Chatham County Commissioners, the Savannah Beach Jaycees have improved and developed a tract of land approximately nine acres, owned by the City of Savannah Beach, comprising Blocks 13, 29 and parts of Blocks 14 and 28, Fort Screven,Ward, known as George C. Marshall Memorial Park and more fully shown on map of March 1946 prepared by W. J. Lynch, Engineer, for Fort Screven Development Company and more recently surveyed by Wright C. Powers, Georgia Registered Land Surveyor of Thomas & Hutton Company; and WHEREAS, The present City Officials of the City of Savannah Beach recognizing and appreciating the effort that has been put into this project by the Savannah Beach Jaycees; and by their outstanding community service in completing Phase I of their project and making this recreational area a reality. NOW THEREFORE, BE IT RESOLVED, and it is hereby resoi1ed by the Mayor and Councilmen of the City of Savannah Beach, Tybee Island, Georgia, in a session duly assembled, that the name of this park be changed to SAVANNAH BEACH JAYCEES PARK; and that this area be dedicated for twenty -five years as a recreational area in order that citizens and visitors alike may benefit from one 66 the last large aesthetic tract of land left on Savannah Beach, Tybee Island. BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of Council, and a copy thereof be presented to the Savannah Beach Jaycees with the grateful thanks of the Mayor, the City Council and all the citizens of Savannah Beach.
