A SPECIAL ORDINANCE AMENDING THE ZONING MAP AT 501
SOUTH Q STREET
WHEREAS the zoning map designates real estate located at 501 South Q Street
as M-1 Light Industrial District
WHEREAS it is desirable to change the zoning designation to C-4 General
Business District
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning designation of the real estate located at 501 South Q Street is
hereby designated as C-4 General Busins District.
Passed and adopted this �� day of v 1997, by the Common Council
of the City of Richmond, Indiana.

This ordinance relates to amending the zoning map at 501 South Q Street as M-1 Light Industrial
District to C-4 General Business District.
The ordinance should be referred to Plan Commision for public hearing at its meeting on
September 25, 1997.
The ordinance should be back to Council for second reading on October 6, 1997.

Dear Mr. Dickman:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Thursday, September 25, 1997, on the
petition of Robert V. Farmer (record owner); David W. Harrison (contract
purchaser); Thomas S. Milligan, agent for contract purchaser; requesting a rezoning
from M-1 Light Industrial District to C-4 General Business District, located at 501
South Q Street, Richmond, Indiana.
Notices were delivered to seven surrounding property owners, with one favorable
comment and four unfavorable comments returned to this office. Additionally, two
persons were present at the sleeting requesting certain conditions be placed on the
rezoning and to present a petition containing 26 signatures opposing the request
unless the conditions were approved.
The Plan Commission voted 9 in favor, with none opposed, and 2 absent, to
recommend the approval of Ordinance No. 97-1997, without conditions - which
cannot legally be attached to a rezoning petition.
