1. Call to order and welcome of guests
Chair Dan Barker called meeting to order at 7:03 PM.
2. Agenda changes and approval
There were no changes to the agenda.
3. Minutes review and approval
Jim Parker moved to approve minutes from June 7, 2018, meeting, seconded by Jenn Sykes. Approved by all.
4. Reports from Board of Commissioners Meetings
A. Meeting June 11: Aaron Butner covered this meeting and sent notes as follows. “Board members voted
for Option B for rate changes, with Jenn Weaver dissenting.”
B. Work session June 25: Volker Mittendorf was scheduled to cover this meeting but was in Namibia. Mark
Bell reported there was nothing discussed related to Utilities.
C. Joint Meeting with Planning Board July 18: Dan Barker stated there was nothing for utilities
D. Joint Public Hearing with Planning Board July 19: Dan Barker shared issues discussed as Colonial Inn, ABC
store, and retaining wall being a foot too close to property at Elfin Pond. Colonial Inn sewer line runs
behind 2-3 properties.

5. Updates
A. Utilities status report highlights: Utility System Supervisor Joel Lashley. One main break in July due to a
contractor digging behind a hydrant and broke it. There was lots of water! The booster pump station
OWASA 16” line will be about 2 miles south of Davis Road, near New Hope creek. Crew is still working on
tie-ins down Churton Street. Forest Ridge pump station is having issues and a meeting has been
scheduled next week with contractor and pump station company. Orange Grove and Churton Street
project is ready to move forward and Arcadis will give us several options to offer the lowest cost.
B. Billing Software: No update. Daphna Schwartz will give an update at the October meeting.
C. Vacancy to WSAC (in-town): Dan Barker shared that Aaron Butner is moving north, and we should try to
fill this vacancy with an in-town candidate, preferably a high user that can help with rate study next year.
