HomeMy Public PortalAboutRHDC Minutes 10-16-1995 CITY OF RICHLAND HILLS ECONOMIC DEVELOPMENT ADVISORY BOARD MEETING MINUTES OCTOBER 16, 1995 1. CALL TO ORDER The meeting was called to order by Martha Strain at 7:30 p.m. Members present included JoDon Hicks, Bob Ince, Mike Marcum, Doug Orr, Martha Strain, Nelda Stroder, and Joy Yeatts. Members absents were Bettie Conklin and Jim McKnight. Staff members present included City Manager Jim Quin and Administrative Assistant Jeanne Coons. 2. APPROVAL OF MINUTES FROM THE SEPTEMBER 25, 1995 REGULAR MEETING The minutes from the September 25, 1995 regular meeting were not available for approval. They will be presented at the next meeting. At this time, Allies Day was briefly discussed. Overall, the Board agreed it was a success. Martha Strain thanked everyone who participated. 3. GUEST SPEAKER - QUESTION AND ANSWER SESSION Chairman Strain advised that the guest speaker (Marty Wieder) was not available at this time. City Manager Jim Quin provided a detailed description of the permitting process, which was reviewed and discussed. Martha Strain asked what happened in a situation when the building official was out of the office and someone called in for an inspection. Mr. Quin explained that the building official makes arrangements for the office to be covered. 4. REVIEW AND DISTRIBUTE CALL REPORT AND ASSIGN BUSINESSES TO BE VISITED BY COMMITTEE A copy of the call report, prepared by Jim McKnight, was provided to each member. A motion was made by Nelda Stroder, seconded by Mike Marcum, to have each committee member call on two businesses per month. The motion unanimously carried. Businesses along Baker Boulevard,Grapevine Highway,and Midway Business Park will be contacted first. A call report should be completed for each contact and returned to the City Manager's Office. The Board requested a list of contacts (department directors) and phone numbers to be used for their contacts. Martha Strain and Mike Marcum will review the business listing by address and assign the businesses to be contacted. It was also suggested that businesses should be asked if they know of any other businesses that are looking to relocate to the area. Also, the business listing should be updated each month to include any changes such as new contact persons. ECONOMIC DEVELOPMENT ADVISORY BOARD MEETING MINUTES - OCTOBER 16, 1995 PAGE 2 Martha Strain pointed out that she would like to see the Economic Development Advisory Board members become more actively involved and start to take on more responsibility for the Board's activities. 5. REVIEW RICHLAND HILLS "WE'RE OPEN FOR BUSINESS" FOLDER AND SEE IF UPDATES NEED TO BE MADE; DISCUSS DISTRIBUTION OF FOLDERS The brochure was reviewed and discussed. The inserts should be updated to include the new tax rate, BISD achievements, and statistical information. It was pointed out that the Board would have to get printing estimates and request funding from the City Council for updating the brochure. Martha Strain and Mike Marcum will review the inserts, make the necessary changes, and present the changes at the next meeting. 6. COMMENTS ON STRATEGIC PLAN Martha Strain advised that the quarterly joint workshop with the City Council and Boards will be held on October 19, 1995. She will present a report updating the Council on the Board activities. A short discussion was held regarding whether or not to hold a business luncheon. A decision will have to be made soon in order for the Board to request funding from the City Council. It was suggested that if a luncheon is held, the Board should try to obtain a corporate sponsor to share expenses. 7. ASSIGNMENT OF GUEST SPEAKER FOR NEXT MONTH A brief discussion was held regarding the possibility of asking Martena de la Fuenta (Sunset Gardens) to be the guest speaker for the November meeting. Ms. Stroder volunteered to contact Ms. de la Fuenta. 8. STAFF UPDATE City Manager Jim Quin gave an update on economic development. The following items were discussed: * An Interlocal Agreement between the City of Richland Hills, City of Fort Worth, and Tarrant County for construction of Midway Road will be prepared and presented to the City Council early in 1996. * Handley-Ederville Road issue is on the ballot for November 7, 1995. A fact sheet was distributed in the City's newsletter. k£ * The design is currently underway for the Booth-Calloway/Glenview Drive ECONOMIC DEVELOPMENT ADVISORY BOARD MEETING MINUTES - OCTOBER 16, 1995 Now PAGE 3 intersection. Construction should begin in April or May of 1996. * TxDOT is currently designing the Rufe Snow/Baker Boulevard intersection, which will be realigned. * The interlocal agreement for the Baker Boulevard Median Beautification Project has been signed. Specifications are now being prepared and construction will begin within the next six months. * Special Dispatch, distributor of softlines (The Gap, Banana Republic, The Limited) has leased the 96,000 square foot building on Burns (Ed Baker Development). * The Comprehensive Master Plan, prepared by James Toal, will be presented to the City Council in November. * Walgreen Company is expanding into the metroplex and it was suggested that the City try and recruit them because of the new senior development (Sunset Gardens) going up on Baker Boulevard. * There will be an election in January for the Economic Development 4b sales tax. A question came up regarding whether or not the City Council is supposed to designate the percentages of spending prior to the election. * A short discussion was held regarding the traffic counter on Glenview Drive. Mr. Quin explained that the City is trying to get a traffic light in that area. North Richland Hills has donated the traffic counter. Staff will provide the results to the Board when the traffic count is completed. 9. COMMITTEE COMMENTS Martha Strain thanked everyone again for participating in Allies Day.
