HomeMy Public PortalAbout19720426SCMeeting1 1 1 Savannah Beach, Georgia April 26, 1972 A Special Meeting of City Council was held on April 26th at 7:00 P.M. with Mayor Pro Tem Edward Jung presiding and the following councilmen in attendance: Robert F. Cary, James M. Stettler, George Schwarz and Edward Towns. The purpose of the meeting was to adopt a Resolution awarding the contract for the! construction of a Sewage Treatment Plant, Sewage Pumping Stations and Force Mains, and Sanitary Sewers known as Project WPC -Ga -205 to the low bidder of the bids received and opened this afternoon in the City Hall Auditorium. Mayor Pro Tem Edward Sung then read the following letter dated April 26th from Thomas & Hutton: April 26, 1972 City of Savannah Beach Post Office Box 128 Savannah Beach, Georgia 31328 Re: WPC -GA -205 Gentlemen: Bids for the construction of the Sewage Treatment Plant, Sewage Pumping Stations and Sanitary Sewers, Project WPC -GA -205 were received at 11:00 a.m. April 26, 1972 and publicly opened by Councilman Edward Jung. We have checked the arithmetic of the bids and while there were some minor errors, the corrections have been made and the standings remain as publicly read. The following bids were submitted: Eastern Construction Company, Savannah, Georgia $1,046,075.66 Latex Construction Company, Thunderbolt, Georgia 1,182,508.60 Peabody Petersen Company, Orlando, Florida 1,301,749.00 A. B. Lee Plumbing Company, Macon, Georgia 1,352,126.00 Erickson's Inc., Savannah, Georgia 1,370,357.45 Bidders were required to submit prices on Deductive Alternates that could be accepted if the work exceeded available funds. The deduc- tions offered by the low bidder for these alternates are: In Sewage Treatment Plant: 1.A. Delete Roof Ventilator 1.B. Delete Air in Grit Separator 1.C. Substitute Chlorine Residual Analyser 1.D. Delete D. O. Monitoring System 2. Substitute D. C. for Tone Telemetry 3. Delete Stanly Power at Pumping Station 6 4. Delete Stanly Power at Treatment Plant $ 193.00 1,700.00 2,000.00 6,000:00 6,400.00 14,312.00 11,937.00 Deductive Alternatw No IA (Roof Ventilator) was provided to exhaust the heat from the variable speed pump motors. Manufacturers have submitted data based upon solid state controls that produce little or no heat, and upon devices that dissipate the heat in the sewer. It is therefore our poinion that the roof ventilator is not necessary and we recommend that this deduttion be accepted. All other alternates reduce the quality of the project and will in- crease the difficulty of getting the best treatment. We therefore recommend that Alternates iB through 4 not be accepted. In our Report of March 30, 1972 which sets up the method of finacing the work, we estimated the total cost of this project to be $1,240,00. This included 10% for Contingencies that should now be reduced to 5% since firm bids have been submitted. A comparision of the estimated costs versus the costs based upon bid prices are: March 30 Estimate Based uponBB1.dPPices Construction Cost $1,000,000.00 $1,045,882.66 Engineering 6% 60,000.00 62,752.96 Resident Inspection 12,000.00 12,000.00 Operating Manual & Start -up 4,000.00 4,000.00 Legal & Fiscal 16,900.00 16,900.00 Interest during Construction 30,000.00 30,000.00 Administrative 5,000.00 5,000.00 Contingency 112,300.00 159,464.38 TOTAL $1,240,000.00 $1,236,000.00 It therefore appears that sufficient funds are available for the Project and we recommend that the work be awarded to Eastern Constriction Com- pany with Deductive Alternate lA accepted so that the contract amount is $1,045,882.66. Hutton JJH:glk The following Resolution was then read by Mayor Pro Tem Edward Jung: R E S O L U T I O N Councilman Cary moved that this Resolution be adopted. The motion was seconded by Councilman and unanimously carried. It was noted by Mayor Pro Tem Jung that this low bid was some $4,000.00 under the project cost of $1,050,000.00. Councilman Schwarz asked to be excused from the Special Meeting to be held on May 3, 1972 and the Agenda Meeting on May 10, 1972. And whereas the low bidder on the work was Eastern Construction Company of Savannah, Georgia in the amount of $1,046,075.66 for the base bid, with deductions for the following alternates: lA Delete Roof Ventilator 1B Delete air in Grit Separator 1C Substitute Chlorine Residual Analyser 1D Delete Dissolved Oxygen Monitor System 2 Substitute DC for tone Telemetry 3 Delete Standby Power at Pump Station 6 4 Delete Standby Power at Treatment Plant $ 193.00 1,700.00 2,000.00 6,000.00 6,400.00 ]4,312.00 11,937.00 And whereas the Consulting Engineer, Thomas & Hutton Engineering Company has recommedded accepting Deductive Alternate No. lA in their letter of April 26, 1972. Therefore: It is hereby resolved by the Mayor and Council of the City of Savannah Beach, Georgia, to award the work to Eastern Construction Company in the amount of $1,045,882.66 after approval by the Environmental Protedtion Agency. Councilman Schwarz then stated that he would like to be excused from the Special Meeting in May 4th and the Agenda Meeting on May 10th. There being no objections from council, Councilman Schwarz was granted his request. Councilman Cary, Police Commissioner announced that his committee wished to recommend to Council that Patrolman Mike Argust be promoted to P61ice Sargent. There were no objections from Council on this, and this was so ordered. Chief Price stated that Patrolman Argust was a good officer and very capable; also that he would recommend this promotion. Councilman Schwarz asked this recommenda- tion by Chief Price be made a part of the records of this meeting and it was so ordered.
