CALL TO ORDER The meeting was called to order by Chairman Orr at 7:37 p.m. Members present included Cindy Avery, Bettie Conklin, JoDon Hicks, Mike Marcum, Douglas On, and Martha Strain. Members absent included: Jeane Grisham, Bob Ince, and Bob Skrobarcek. Staff members present included Assistant to the City Manager Jim Quin and Administrative Secretary Jeanne Coons. Mike Logan was also present. 2. INTRODUCTION OF NEW MEMBER Chairman On introduced new member Mike Marcum. 3. APPROVAL OF MINUTES FROM THE DECEMBER 19, 1994, REGULAR MEETING A motion was made by JoDon Hicks, seconded by Martha Strain, to approve the minutes of the December 19, 1994, regular meeting. The motion unanimously carried. , ,,, 4. DISCUSS PLANS FOR QUARTERLY LUNCHEON Plans for the next quarterly luncheon were reviewed and discussed. The luncheon will be held at the Community Center on April 25, 1995, from 11:30 a.m. to 1:00 p.m. The new business directory will be introduced and new businesses will be recognized. It was suggested that a decal with the City's logo and slogan, "We're Open for Business" be handed out. It was also suggested that a slide show be prepared to present an overview of the positive things happening in Richland Hills such as new construction, planning projects, Railtran plans, etc. A suggestion was made that slides from Allies Day and the Clean City Commission presentation be used. A city presentation could also be incorporated into the slide show and have it narrated by the City Engineer, Building Official, and a representative from the City Manager's Office to show what the City has done and what the City will be doing in the next year as far as traffic signalization, road improvement projects, etc. Other plans discussed were what type of menu to have and invitations. Staff will canvass local restaurants for prices and menus. Invitations should be sent again this year with follow-up telephone calls. Further planning will be discussed at the next meeting. 5. DISCUSS PLANS FOR BUSINESS EXPOSITION Assistant to the City Manager Jim Quin reported on the status of the telemarketing survey. A cross section of approximately 48 businesses were contacted. A total of 33% ECONOMIC DEVELOPMENT ADVISORY BOARD MEETING MINUTES - JANUARY 16, 1995 PAGE 2 of the businesses contacted indicated an interest. Sixteen businesses expressed a positive interest. Ten businesses were not interested and twenty-two businesses would not commit for various reasons. Some businesses commented that it was too far away to commit to anything right now while other businesses indicated they would need more details. Other businesses commented that since they were in the manufacturing business, this type of function would not really benefit them. However, Colormatrix did indicate they would participate in order to assist the City. Martha Strain advised that the HEB Chamber of Commerce was hosting their annual "Buy HEB Area Business Showcase" on February 18, 1995. A copy of the advertisement was reviewed and discussed. It was recommended that several members attend the showcase and report back to the Board. A suggestion was made that other City Boards and departments participate in the business exposition. It was also suggested that the Special Events Committee be contacted for assistance in planning the event. Chairman Orr advised he would contact other board members to seek their attendance at the HEB Area Business Showcase. 6. STAFF UPDATE ON DEVELOPMENT Assistant to the City Manager reported that James Toal will meet with the Planning and Zoning Commission on February 6, 1995 to present an outline for his plans for future workshops. A special Planning and Zoning Commission meeting will be held on February 13, 1995 to review the presentation and receive input from the P & Z. A joint meeting between City Council and Planning and Zoning Commission is tentatively planned for February 21, 1995. A meeting will be held in early March with all the boards and committees regarding the plan and to get their input. Mr. Quin reported on the construction progress of Plas Tex and Permanent Records. Signalization along Baker Blvd is scheduled to be completed by the end of February. Street improvement contracts and engineering proposals are currently being reviewed by new City Engineer. Award of both contracts for engineering design is expected by early February. TxDOT is currently completing the design of the Rufe Snow intersection. Mr. Quin reported that there will be a quarterly joint workshop for City Council and Boards on January 19, 1995. Mr. Quin advised that a new City Engineer and Building Official have been hired. A brief discussion was held regarding the promotion of new businesses in the City. Staff was requested to provide a listing of new businesses to the Board each month. Also, this information should be included in the City's newsletter.
