Meeting of the Historic Preservation Commission

CALL TO ORDER, ROLL CALL, PLEDGE
Chairman Bortel called the meeting to order at 7:06 p.m. Roll call was taken; Commissioners Lucas,
Derrick, Hendricksen, Hagen, Bortel were present. Commissioners Olsen, Rapp, and Barvian were
absent. Commissioner Schmidt arrived at 7:10 p.m.
Also in attendance: Jonathan Proulx, Planner II and Merrilee Trotz, Recording Secretary.
Chairman Bortel led the pledge to the flag.
APPROVAL OF AGENDA
Commissioner Derrick made a motion to approve the agenda; Seconded by Commissioner Hendricksen.

APPROVAL OF MINUTES:
Commissioner Lucas made a motion to accept the minutes from April 14, 2016 as amended. Seconded by

NEW BUSINESS
Case No. 1724-043016.HPC/DEMO 15233 S Joliet Road
Commissioner Derrick made a motion to open the public hearing for this case. Seconded by
Commissioner Lucas. Vote by roll call: Schmidt, yes; Hendricksen, yes; Hagen, yes; Lucas, yes;
Derrick, yes; Bortel, yes. Motion carried 6-0.
Mr. Proulx stated this is a request for a demolition; the property is located at the intersection of Dillman
and Joliet Road; the lot is approximately 4,400 square feet; the applicant also owns the adjacent lot
(parking lot) which is approximately 8,150 square feet for a total area of 12,500 square feet for this
development. Mr. Proulx reviewed the adjacent land uses. Mr. Proulx stated this property is not
recommended for local or National Register Landmark status.

Mr. Proulx stated the Plan Commission considered both the rezoning and site plan review applications at
their meeting July 5, 2016. The Plan Commission supported rezoning the property from R-1 (single
family residential) to BT (Business Transition) and deferred action on the site plan review until the
Historic Preservation Commission had reviewed the demolition application.
Mr. Proulx reviewed the findings of fact. Staff submits that the two most relevant findings are with
respect to a) whether the architectural significance of the building warrants further study and e) whether
there is a basis for pursuing adaptive reuse based on significant history of the building. A chain of title is
provided with this report.
Mr. Proulx asked the applicant to provide as much information as possible as to the condition of the
building and the cost to make it viable; indicated the commissioners had the opportunity to walk through
the house earlier this evening.
Chairman Bortel swore in Brett Fessler, representative of Baker Enterprises. Mr. Fessler stated the
repairs necessary to bring this house back into a state where it could be occupied are quite extensive.
Commissioner Lucas asked if the applicant had estimates of the cost of repairs. Mr. Fessler stated the
repairs would be in excess of $175,000.00 for the electricity, HVAC and any other repairs to try to save
the house.
Chairman Bortel asked for their plan if the commission gives permission of the demolition. Mr. Fessler
indicated the Plan Commission recommended the property be rezoned to BT (Business Transition) with
business on the first floor and residential on the second floor.
Commissioner Hagen asked if the proposed plans represent the size and elements of the new structure.
Mr. Fessler indicated yes and also would include a new basement.
Commissioner Hendricksen stated this commission makes a recommendation only; feels BT makes sense
as long as the size and scale of the new structure fits the area; felt there is not a lot of original structure
remaining in the house of any mechanical value; stated Chairman Bortel researched the ownership and
there appears to be no real contact historically other than the developer.
Chairman Bortel asked for public comments. There was no response.
Commissioner Lucas made a motion to close the public hearing. Commissioner Hagen seconded the
motion. Roll call vote: Hendricksen, yes; Derrick, yes; Schmidt, yes; Hagen, yes; Lucas, yes; Bortel,
yes. Motion carried 6-0.
Chairman Bortel stated the surveys were made and the ordinance states demolitions come before this
commission for recommendation.
Commissioner Derrick stated the commission is to look for architectural or historic significance; stated
Chairman prepared a chain of title reviewed the names in the chain of title. Chairman Bortel stated there
was a wagon shop at this site that was moved downtown; felt this house was after that period; the
property was sold for $68.00; and indicated the house has been raised.
Commissioner Derrick felt the commission did not have evidence of significance associations with people
in Plainfield’s history and there is no evidence of architectural merit to request a Community Impact
Study so they can agree to the demolition. Chairman Bortel agreed; the house has been raised and there
have been many changes to the interior. 5

Chairman Bortel indicated the proposed structure does not fit in with this area.
Commissioner Hagen felt the building compared with others on Dillman and Route 30. Commissioner
Hendricksen felt the applicant was going to be willing to work with Staff.
David Schmidt suggested the commission compare the proposed structure to other 2 story buildings in the
area.
Commissioner Hendricksen made a motion to recommend to the Plan Commission in reference to case
no. 1724-040316.HPC/Demo that we find no reason to either street demolition or to create any great need
for preservation. Chairman Bortel indicated this commission needs to make the recommendation to the
Village Board.
Mr. Proulx clarified – if the Historic Preservation Commission chooses to recommend a community
impact study or an alternative analysis the recommendation would go forward to the Village Board for its
approval or denial – if the Historic Preservation Commission chooses not to require a community impact
study the applicant can continue with the demolition permit.
Commissioner Hendricksen made a motion in reference to case no. 1724-040316.HPC/Demo that the
Plainfield Historic Preservation Commission does not request a community impact study
Seconded by Commissioner Derrick. Roll call vote: Lucas, yes; Hagen, yes; Hendricksen, yes; Derrick,
yes; Bortel, yes. Motion carried 5-0. Commissioner Schmidt did not vote as he is the architect for this
project.
CASE NO: 1729-070816.SPR/COA 24210 W Lockport Street (DNA Athletics)
Mr. Proulx stated this is a certificate of appropriateness (COA) for new construction of a 2 story building
on a currently vacant parcel located in the Downtown Historic District and National Register District. Mr.
Proulx described the proposed building and indicated Staff has recommended the following:
Specify material for siding. Fiber-cement product or wood siding is recommended.
Staff recommends a narrower reveal dimension for siding, with three-inch reveal preferred.
Architectural doors on east and north elevations are recommended.
Staff seeks input on the option of incorporating a lintel and lower-level wood paneling and
transom and storefront windows that would be consistent with the other elevations on Lockport
Street.
Staff welcomes input from the applicant on the placement of windows and alternatives for the
horizontal windows on the east and north elevations.
Mr. Proulx stated this building would fit in with the buildings in the 500 block of downtown while the
character of the buildings in this block is more of a residential design. Staff believes the proposed
elevations are compatible with the downtown historic district and suggests a favorable recommendation
for the COA.
Chairman Bortel asked the commissioners thoughts on this proposed building in the more residential area.
Commissioner Hendricksen felt that if this bungalow had been destroyed in 1953 it probably would not
have been replaced as a bungalow but would have been reconstructed similar to this proposal.

Commissioner Lucas suggested this building could be a transition between the Trolley building and the
residential properties to the east.
Chairman Bortel thought this is a great design. Commissioner Hagen stated it resembled the flower shop.
Chairman Bortel mentioned other residential properties that are being converted to commercial properties.
Commissioner Schmidt liked the design and felt it is more fitting in the downtown look.
Chairman Bortel indicated the commission does not have design guidelines for the district yet; likes the
south façade but feels the reveal is too wide for the east and west sides of the building. Chairman Bortel
stated a letter of agreement is normal for a COA. In this case we need more information regarding the
materials in order to prepare the letter of agreement.
Chairman Bortel swore in Dave Mitchell, architect for the applicant. Mr. Mitchell indicated the owners
are in doing their due diligence would like to start as soon as possible.
Commissioner Hendricksen asked if the applicants have prices from the contractors; indicated the
commissioners would like to see cut sheets. Commissioner Hendricksen indicated the commissioners
would like the letter of agreement also.
Mr. Mitchell mentioned the high transom windows are due to use of those rooms being for the storage
and stock rooms; indicated they would be happy to work with Staff and the commission on the aesthetics.
Chairman Bortel suggested scheduling a special meeting on July 28th in order to complete the letter of
agreement to take to the Village Board. This was agreeable with the applicants.
It was brought to the commissioners’ attention that a meeting on July 28
th would not allow for the
information to be included in the Village Board packet. The special meeting was changed to July 26th.
Chairman Bortel indicated the village has a lot of Joliet cut limestone that could be used maybe along the
sidewalk foundation.
Commissioner Derrick made a motion to continue this certificate of appropriateness site plan review for
to a special meeting of the HPC on July 26th.
Seconded by Commissioner Schmidt. Voice vote: – All in favor. 0 Opposed. Motion carried 6-0.
DISCUSSION
Discussion was held regarding the BT district on Division Street with the vacant lots and the possibility of
keeping the appearance of the residential look. Commissioner Schmidt will present a concept of a
pedestrian bridge over Route 59. Chairman Bortel indicated there will be three more properties looking
to be landmarked in the near future. There will be a special meeting July 26,2016.

Chairman Bortel called the meeting to order at 7:06 p.m. Roll call was taken; Commissioners
Hendricksen, Hagen, Rapp, Olsen, Schmidt, Bortel were present. Commissioners Barvian, Lucas, and

Chairman Bortel mentioned there was a meeting with two of the Commissioners, the architect, applicants,
and Mr. Proulx Monday to review the new elevations for the proposed new construction to be located at
24210 W Lockport Street in the Downtown Historic District.

OLD BUSINESS
CASE NO: 1729-070816.SPR/COA 24210 W Lockport Street (DNA Athletics)
Mr. Proulx stated this is a continuation of the proposed new 2-story building of 3200 square foot to be
located in the Downtown Historic District and the National Register of Historic Places. The new
construction requires a certificate of appropriateness (COA) review by this commission and site plan
review by the Plan Commission. The Plan Commission made a favorable recommendation; further
indicating the concurrent COA process was ongoing and deferred approval of the COA for new elevations
back to this commission. Staff hopes this commission has sufficient information of the proposed
materials to proceed with a favorable recommendation of this COA.
Chairman Bortel indicated the front façade will be face brick with hardy board siding (Louisiana Pacific
type of smooth planking) on the east, north and west elevations with a 4-inch reveal; reviewed the type of
brink with the stone base, sill, band and coping; reviewed the storefront, the newly proposed windows

and trim, the changed doors on the east and north elevations awnings and lights; indicated the architect
and applicants will work with staff on signage based on the Village’s ordinance.
Commissioner Hendricksen stated the applicant seemed willing to make the building as close as possible
to a building that could have been built mid-century; further described the vertical windows on the north,
the double hung windows on the east and explained the reasoning for such windows.
Chairman Bortel indicated he would like something more of an earth tone rather than the proposed gray.
Commissioner Hagen asked if the applicants wanted to use the limestone. Chairman Bortel indicated
there was no interest in using the limestone. Commissioner Hendrickson suggested the applicant could
add a course of stone on the east, north or west elevations near the foundation.
Commissioner Rapp asked about the threshold setback. Commissioner Schmidt thought the threshold
setback might be 4 or 4-1/2 foot.
Commissioner Schmidt felt this building fits in the downtown; suggested if they could add cornices
around the parapet.
Commissioner Olsen asked if the arches over the windows are brick and not just flat trim and same with
the pilaster; asked if the band is brick; asked the possibility of all brick. Mr. Proulx indicated the
applicant wanted to focus their resources on the front elevation and the secondary elevations were a
compromise. Commissioner Schmidt mentioned there would be labor costs with brick.
Items to be included in the letter of agreement should include the window heads and pilaster reveals
should be brick
Commissioner Olsen asked if there is an agreement with the neighbor for the access. Mr. Proulx
described the access and parking and indicated Staff will work with the adjoining neighbors on the shared
access easement.
Commissioner Hendricksen made a motion that a letter of agreement will be created and included with
the approval of the certificate of appropriateness to the Village Board for Case No. 1729-070816/COA.
Seconded by Commissioner Schmidt. Roll call: Olsen, yes; Rapp, yes; Hagen, yes; Schmidt, yes;
Hendricksen, yes; Bortel, yes. Motion carried 6-0.
Mr. Proulx thanked the Historic Preservation Commission for their efforts in meeting Monday and the
special meeting in order to move this case forward in a timely manner.
