Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on October 24, 2016
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Wojowski, Trustee Bonuchi, Trustee Lamb, and Trustee O'Rourke. Board absent: Trustee Peck and
Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk;
Randy Jessen, Public Improvements Superintendent; Allen Persons, Public Works Director; Jon
Proulx, Planning Director; and Kevin Greco, Police Commander. There were 11 persons in the
audience.
Trustee Bonuchi moved to approve the Minutes of the Committee of the Whole Workshop held on
October 10, 2016. Second by Trustee Wojowski. Voice Vote. All in favor, 0 opposed. Motion
carried.
PRESIDENTIAL COMMENTS
Mayor Collins:
• Commented on the Ready, Set, Ride Fundraiser.
• Stated that he is heading to Washington, D.C. with Allen Persons regarding the FASTLANE
and TIGER Grant applications as well as to meet with the US Department of Transportation.
TRUSTEE COMMENTS
Trustee Wojowski acknowledged the students in the audience.

WORKSHOP
#1 DOWNTOWN PARKING STUDY
Mr. Lou Haussmann, Baxter and Woodman, gave a presentation outlining parking inventory and
utilization study in the downtown area of the Village. Mr. Haussmann reviewed data collected during
field observations conducted in July and August 2016. Mr. Haussmann pointed out that there is high
demand for parking within the vicinity of the DesPlaines and Lockport Street intersection. Most of
the other parking is underutilized.
Mr. Haussmann reviewed some parking options and also pointed out that signage directing people to
the public parking lot at the Plainfield Library would be beneficial. Mayor Collins pointed out that
the Village already owns land to expand the DesPlaines Street Lot. It was the general consensus of
the Board to look at signage and to investigate options in expanding the DesPlaines Street Lot, and
look at options at Electric Park.
#2 2017-2018 DRAFT FISCAL YEAR BUDGET
Mr. Persons reviewed the draft 2017-2018 Budget for the Water and Wastewater Division. Mr.
Persons outlined cost savings initiatives for the Lake Water Station and System, Wastewater
Treatment Facility, and technology. Mr. Persons also reviewed costs for service and water
production. Mr. Persons then reviewed capital repair and replacement projects for 2016. Mr. Persons

noted that there was an emergency issue with the Lake Water Station VFD Pump Drive Equipment
and also the replacement of five Wastewater Pumps was needed this year. He reviewed options for
the Village to fund the replacement of the remaining VFD Units including holding off on the
liftstation improvements and vehicle purchase. It was also mentioned that a Budget Amendment,
within the current budget year, may be required to complete the needed repair work. There was
consensus to proceed with the Lake Water Station Pump VFD replacements and to delay the
liftstation work and vehicle purchase as recommended.
Mr. Persons then reviewed some Capital repair and replacement projects for 2017-2018 and noted
that there will be another discussion regarding capital projects.
Mayor Collins read the reminders.
Trustee Bonuchi moved to adjourn. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed.
Motion carried.
