June 14, 1972
A Special Meeting of City Council was held on June 14, 1972 at
7 :00 P.M. with Mayor Michael J. Counihan presiding. The
following Councilmen were in attendance: Edward Jung, James
Stettler, Robert F. Cary, George Schwarz and Edward Towns. Also
present was City Attorney Bart E. Shea. The purpose of the
meeting was to adopt two resolutions. The first one to employ
the firm of Spillane, Rhoads, Lebey, Cann & Seig, Certified
Public Accountants to help set up bookkeeping procedures for the
operations of the Water /Sewer System.
RESOLUTION
Councilman Jung moved that this Resolution be adopted. The motion
was seconded by Councilman Towns and unanimously carried.
The second Resolution was for the purpose of appointing Lionel E.
Drew, Jr., Recorder Pro Tem for the scheduled court date of
Monday, June 26, 1972.
RESOLUTION
Councilman Cary moved that this Resolution be adopted. The motion
was seconded by Councilman Stettler and unanimously carried.
There being no further business the meeting was adjourned to the
next regular or special called meeting.

R E S O L U T I O N
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF
SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, IN COUNCIL DULY
ASSEMBLED, IT .IS HEREBY. RESOLVED AS FOLLOWS:
WHEREAS, the City of Savannah Beach, Tybee Island
Georgia is in the process of issuing revenue bonds for control
of pollution abatement and has received a proposal from
Varnedoe, Chisholm, Skinner & Co., Inc. regarding the purchase
of such bonds; and
WHEREAS, included within such proposal is a requirement
that: "Prior to the delivery and payment for the bonds the City
must have employed a firm of Certified Public Accountants whose
responsibility will be to assist the City in setting up bookkeeping
procedures for the operations of the Water and Sewer System.
Said bookkeeping procedures shall provide a quarterly operating
income and expense report to the initial purchaser of the bonds."

WHEREAS, in furtherance of such requirement, officials
of the municipality met with representatives of Spillane, Rhoads,
Lebey, Cann and Sieg, a recognized accounting firm of Savannah,
Georgia, and such firm has submitted under date of June 1, 1972,
a proposal for representation by them of professional accounting
services which will include an audit of the general fund for the
fiscal year May 1, 1971 through April 30, 1972, and an audit of
the water department for the fiscal year May 1, 1971 through
April 30,. 1972; and that such examinations will be made in
accordance with generally accepted auditing standards and
design to permit such firm to express an opinion as to the
financial statements of the municipality; that such examination
will begin on or about June 15, 1972 and will be completed as
soon as practicable thereafter, and upon completion such firm
would submit their opinion and the financial statement for the
general fund and water department; as part of the examination
a review would be made of the municipality's accounting procedures
and system of internal control and suggestions would be made for
improving the accounting procedures and strengthening the system
of internal control in use by the municipality; that the fees
for such accounting services would be $150.00 per day, per man,
plus travel and out of pocket expenses, and the clerical force
of the municipality would be utilized whenever possible and
where necessary in transcribing audit data and in preparing audit
schedules; and
WHEREAS, the Mayor and Council would like to accept
such proposal so made by Spillane, Rhoads, Lebey, Cann & Sieg
for the services hereinabove stated as would be rendered by
such firm.
NOW, THEREFORE, be it resolved and it is hereby
resolved under the authority of the foregoing as follows:
1. The Mayor and Council of the City of Savannah Beach,
Tybee Island, Georgia, acting on behalf of the citizens and
residents of said municipality, do hereby authorize the City
to accept the proposal rendered by Spillane, Rhoads, Lebey,
Cann and Sieg, for accounting services to be performed for
the municipality as follows:
An annual examination of the general fund for the fiscal
year May 1, 1971 through April 30, 1972.
An annual examination of the water department account
for the fiscal year May 1, 1971 through April 30, 1972.
2. Such examination will be made in accordance with
generally accepted auditing standards and will be designed to
permit such firm to express an opinion with reference to the
financial statements of the City of Savannah Beach.
3. Said examination will begin on about June 15,
1972 and will be completed as soon as practicable after this
date at which time such firm would submit their opinion and
the financial statement for the general fund and the water
department.

4. As part of the examination, such firm would review
the accounting procedures and the system of internal control in
use by the municipality. At the conclusion of their work, such
firm would make suggestions, to the extent they deemed appropriate,
for improving the accounting procedures and strengthening the
system of internal control.
5. For such services, the fees charged by said firm
will be $150.00 per day, per man, plus travel and out of pocket
expenses, and the City would make available their clerical help
for utilization by such firm where necessary in transcribing
audit data and in the preparation of various audit schedules.
6. FURTHERMORE, said firm would set up bookkeeping
procedures that will provide for a quarterly operating income
and expense report for the initial purchase of said bonds.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk

are hereby authorized and directed to sign and execute this
resolution on behalf of the municipality.
ADOPTED IN OPEN COUN IL meeting duly called and

R E S O L U T I O N
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA, IN COUNCIL DULY ASSEMBLED, AND IT
IS HEREBY RESOLVED AS FOLLOWS:
WHEREAS, Bart E. Shea, the appointed Recorder of the
Recorder's Court of the City of Savannah Beach, Tybee Island,
Georgia, presides weekly on each Monday evening as Judge of said
court; and
WHEREAS, said Recorder anticipates being absent and away
from the City on vacation for the scheduled court hearing of Monday,
June 26, 1972, and the Mayor and Councilmen desire to appoint a
licensed attorney of the Bar to preside at such court hearing in
the absence of the said Bart E. Shea;
NOW, THEREFORE, be it resolved and it is hereby resolved
under the authority of the foregoing as follows:
1. The Mayor and Council of the City of Savannah Beach,
Tybee Island, Georgia, do hereby appoint Lionel E. Drew, Jr. as
Recorder Pro Tem for the scheduled court date of Monday, June 26,
1972, and authorize him to preside with all of the rights, powers,
duties and privileges granted to the said Bart E. Shea in the normal
course and conduct of such court.
ADOPTED IN OPEN COUNCIL meeting duly called and authorized
this 14th day of June, 1972.
