An orainance reciulatini; rules of prooedure in the meriting& of
tri Board of Trustees of the CiLl of .4Jaumont.
The Board of Trustees of the City of 3eaumont do ord0n as
Sec. 1. That the rules of procedure and az-der of bu4ineas of
tho Ooard of Trustees of the ity or Beaumont hall be as litereinafter
set forth.
Rule 1. At the hour appointed for the regular meetillw of the
F,oard of Trustees the clerk shall proceed to call the roll of mem
bers, markinE the absentees, and announce whether a quorum', that is
e majority of members elected, be present.

If a quorum do not appear, the P,oard shall no thereby stand adjourned,
unless by a vote of the members p:,,esent, but the meotinz miky be ad-
journed to 4 stated time and measures taken to compel the absent
members to be ?resent at such stated time. When a quorum Is present

conducted in the manner followinc:
1. The readirw of the minutes of the proceeldings of the
last meeting; amendments and approval of the same unles litspensed
with by the Board.
2. Presentation of petition enri other comOuni• one.
3. Reports of city officers.

Rule 16. A motion to reconeider must be made and se
eonded by members who voted with the majority.
Rule 17. No qxection shall be reconsidered more than

Rule 20. All special comeittee shall consist of three
otherwise specified, and the first named member
shall be chairman.

Ru1ee3. All reports of committees shall Cc adeeeeees

shall briefly describe the matter refforred4 and the conolusions to
which they have arrived, which conclusions shall be summed up in an
crinante, order, resolution, recommendation, or some other distInct
proposition.
Tule 24. Every petition or proposition requiring the
expenditure of nloney, shall, before it is voted upon by law Board of
Tuateon, be rerferred to te Finance committee who tha2.1 at the next
meetinz of the Board of Trustees, report all the facts wl.thin their
knowlede concerning it and whether there is money in tLe treanury
to meet such expenditure; Provided, that wren the Board of Tri,tntees
shahby rtr lution so instruct, thc, said committee shall report
forthwith.
Rule. 25. No personnot a member of the Bcard of Trus-
toor shall address the Board. of Trustees without tne un*.r imous consent
of those present.
Rule 26. The rules may be temporarily suspended by
the unanimous consent of all the members present; but shall not be re-.
led, altered or am nded unless by concurrence. of two-thirds 0.:*- all
the Board elected.
