An Ordinance Relating To The Public health and Beard of
Health in the City of :Beaumont, Ca.lifmrnia.
The Trustees of the City of Beaumont ao ordain as follows:
Section 1. The Board of health shell nave power to exercise
a general supervision over the sanitary conditions of tne City of Beaumont
and it shall take all steps and measures deemed necessary to promote
the health of tne city, and to prevent the spread of contagious or
infectious diseases, and to remove, isolate, quarantine or otherwise
take care of any person sick witn suci- diseases.
Section I1. ne .aoard of Health shall nave power to act upon,

Secen iiI. Whenever a nuisance has been adjudged by tne
:oard of'..ztlth to exist on any premises or in any nouseor in any other

notice upon any person or persons owning or having control of, occupy—
ing or living thereon, or acting as agent f'orsuc _ nrer: ices , house or
other Elate, to abate or remove such nuisance within a resonable time,
to be stated in such notice, and if such nuisance is :lot abated witnin
such resonable time, the Board of Health may abate such nuisanceana
the owner, agent, o.° occupant or otner . Terson or persons having control o
of such premises, nouse or other •.lace shall be liable to said city
for the costs of such abatement, to ee recovered. ;-.y said city in :i.

Sectdcbn IV. ' he Board of Health shall have power, during
an epidemic or at such other times, as in t^eir judgment is advisable,
to protect the public realtn by Paelgatine aed disinfecting, ()realising
to be fumigatea or disinfected, any premises which in their judgment
requires eisinfectedn, the expense or which shall be borne by tne owner
of the premises, and such fumigating or eisinfecting s nt11 be under the
direction and according to such formula as the .Board of Health niav ,re --
scribe, and that all ;,-ouses vacated by any Terson or persons afflicted
with :tiny disease mentioned in Section V of t:lis ord. inanc e , incll.a r.g
tuberculosis, shall be fumigated and disinfected before being again eve
relet or occupied, that no household goods belonging t) said premises
can be reused or sold before being thorizghly fumigated.
Section V . No person attending upon or otherwise coming
in contact with any person afflicted witri smallpox, varioloid, Asiatic
cholera, bubonic plague, yellow 1ever,dipntheria, scarlet fever, epidemic
cerebro—spinal meningitis, or other contagious diseased, tuberculosis
excepted, snail corse upon any public street, or to any public or private
echool, or to any public place of amusement, or toar, :hurch, or in any
way mingle with people until such time as tee Board of health shall deem
such restrictionsuneecessayy for the public safety, and tne Board of Health
shall see that tne atate laws rearding vaccinationbe inforced and
carried out.

Board of Health to leave such premise.
Section VII. Whenever it is known that a case of smallpox,
iphtheria, scarlet fever, .easels or infantile paralye i ,existsin any
house or on any premises, it shall be the auty of the :3oar d of .Healtn
imr:_etiately to cause to be posted on a conspictous place on said house
or premises, a yellow sign. for smallpox, a green sign nor (i nnteeria , .
a red sign rn for scarlet fever, a pink sign for measles, aria a yellow
end black sign fol. infantile paralysis, each sign to have the name of
the respective diseasesprominently d is layed thereon, ana it snail be
unlawful for anyone to oostruct the view of, deface, remove, destroy or in
any way to interfere witn any conta_ious or infectious disease sign,
until such a time as the Board of Health may direct. The T oard of Health

Section VIII. The Board of Health shall th ;- power when it aeemE
',k necessa.ry for tne preservation of the public health and duting the
time of tine prevalence of any contagious orinfectious disease, to
Quarantine any particular person or persons, animals, buildings or
localities, and to make the necessary rules for carrying the said cuar-
antine into effect.
Section IX. it shall be the duty of every ,physician nractic-
in ; in r, .lis city,or or any nurse or other attendant a ;ter_ding in tne
absence of a physician or gy the relatives of the individual, if no
edical attention is being given, to at once report i:i writing to tne
Board or :t-iealtn, giving the name, sex and residence o:: each case ne
or sne may nave suffering from any of tne diseases meAt:ionea in Section
V of this ordinance, and including tubereulosie or ogler contagious
diseases.
Section X. It snail be tne duty of tne Boa s:1 of Health to
notify the Superintendent of Scnoolso*' the existence )f contagious
diseases , in any nouse or upon any premises in the citj . and upon receiv-
ing such notice in writing, it shall be the duty of tae Superintendent
of Schools of said city to take the necessary steps to prevent the
attendance at school or any child from such infected .,remises until
notified by tne Board of health that such restrict ion 3 are not found
necessary..
sect ion Xi. It snail be the duty of every aouseholder or
the owner or lessee of any notel, lodging house or boarding house in
said city, to notify tne Board of I iea,ltn or any persrxi on tneir
respective premises infected 7ith any of tne diseases mentioned in `iectiol
V of tnis ordinance.
Section XII. It shall be unlawful for any p ?rson to visit any
quarantined souse or premises, or to mingle witn any sersons affected
with any contagious diseases, exeept undersuch rules and regulations
as may be made by tne ]hoard or Healtn; and no underta.rer or nurse or
other attenuant attending upon any person having a coatagioue disease,
tuberculosis excepted, snail mingle with any otner pe:^son, until disin-
fected to the satisfaction of tne J3oara of Heaitn.
Section XIII, Tne Board of Health shall nav , power, when deemed
necessary for the preservationor tee public health, to disinfect the p.
premises, the bed and nedding and clothing and any ogler articles
which have been in contact witn or exposed to sucn contagious disease
or to destroy them by burning, or otnerwise.
Section XIV. All persons dying r'rom any disease mentioned
in section V or this orainance, tuberculosis excepted, shall be
buried without tne body or casket being exposed to pu clic view, and
the Board of Health may enforce anyr=esonab1e regulations concerning
such funerals as it deems necessaryfor the preservation of tne public
health, and it may specify that such funerals snail b' held between
certain hours only.
Section XV. it shall be unlawful ror anyone to allow
any domestic animal owned by nim to run at large within tne limits
of said citymiene when such animal is infected with any contagious
or infectious diseaselkne Board of Health shall nave the power to
order its distruttion snnen it sna.L.L be deemed necessa::'y for tne
preservation of the punlic health.
Section XVI. Any person who shall cause on permit any
dead animal or any offal or nois,me substance to be deposited on
any premises under his controlor in his possession, ‘x7 who shall throe
or deposit any dead animal,offal, or other offensive er noisome
substance in any watercourse, lake, pond, well, stree',, alley,
ditch,drain or lot w'.nicn shall or may ne offensive to the senses or
health, snail be guilty or 4 maintaining a nuisance, <.nd on
conviction thereof, fined as prescribed by this ordinance and any
judgment snail also require the nuisance to be abated.
Section XVII, It shall be unlawful for any person or
corporation to place or cause to he placed any canal or ditch
cleanings upon any-public street or place in such. tm 7rmmh manner
as to obstruct or interfere with the public travel, t! such material
is decayed and is detrimental to public health it snail be buried,
hurled or distroyed by such person or corporation in 311Ch manner
and within such time as the Board of Health may desigiate, and all
water companies having charge of water ditches or reservoirs shall at
once remove all dead animals found therein, and take ,hem to the city
dump yard or bury them so they shall not be offensive.
Section XV i i I, It shall be unlawful for anj person to
expectorate on the floor of a railroad car or other p'iblic conveyance,
upon the floor or walls of any public building, or of Any public
room, or upon any sidewalk in the city of Beaumont, aid every person
affected with tuberculosis shall carry a sputum cupani shall not
expectorate elsewhere tnan in said sputum cup.
Section XIX. A public room is hereby aez'inNt to include
among other meanings, any room to wnicn the general piblic has a
license to enter for business, trade, amusement, worsaip, or other
purpose, or wnicn the general public has a right to eater upon
payment of an admission fee.
Section XX. The Board or Health shall hanre power to
require statistics and reports to be furnished by any one who is
in this ordinance required to furnish any other statistics or reports
concerning tuberculosis and persons suffering therefrom, at such
times and whenever the Board of Health by resolution leems itch
reports and statistics eecessary for the safeguarding and
preservation of public health, when notified by tne Board of Health
so to do, all owners or leesees of hotels, boarding h)uses and lodging
houses snail do sucn fumigating and shall observesuca rules and
regulations in reNation to people having tuberculosis as the
Board of Health may deem necessary for safeguarding aad pteservation
of the public nealtn, the expense thereof to be paid in fine same
manner as set iortn it Section IV,
Section XXI Persons suffering from tuberculosis and
all persons attendant ori and catering to such, must c.nform to
and be governed by such special rules and regulations as may be
promulgated from time to time by the Board of Health Ind on file
in the office of the President or said Board, axi sail rules
and regulations to be passed upon by the Board of Health and
signed by the president and secretary, and to become immediately
operative after they are signed.
Section XXII. It shall be the duty of the Board of Health
to from time to time , as the necessity arises mail in a sealed
envelope or otnerwise deliver without undue publicity, sucn
printed or written rules as are deemed necessary for the safe-
guarding aha preservation of the public health, to any householder
or person suffering from tuberculosis, and request that the rules
and regulations of the Board of Health be observed, and when it is the
opinion of the Board of Health that such rules and re;ulations
are not being observed after due notice is given, tnea and in
that event, the hoard od Health shall nave the power to deal with
cases of tuberculosis the same as with other contagions and
infectious diseases.
Section xxiiI. it shall be the duty of the board of Healta,
together with the Marshall, to once in three months mace inspection
of all districts wttere foreigners are congregated in numb=ers, and
see that sucn premises are kept clean and in a healthy condition,
and make sucn recommendations to the Board of Trustees concerning
same as they deem necessary and desirable.
section XXIV. It shall be the duty of every physician
or midwife, practicing in the city ofBeaumont, or attending
at any birth or death therein, and if there be no physician or
midwife present , then it shall be the duty of the puree, or the parents
or other persons having knowledge of tne facts, to at once report
such birth to the board of Health in writing, giving date of birth,
sex and nativity of the child, names, ages and nativity of the
parents, name of attending pnysician, or other helper, and such other
information as may be of importance. Likewise it sha:_1 be tree duty,
concerning deaths, to in like manner report the death of any person,
giving name, age, sex, and nativitly of the deceased, ene cause of the
death, and such other information as may be important, It shall
he the duty of the Board or :Health to provide planks _`or tnese
reports, see tnat the proper parties make such report.;, file such
blanks and Keep them as permanent records of the Healeh Department,
and make such reports to the State Board of Health as required
by law.
Section XXV. It shall be unlawful for an;r person or
persons to interfere with,,riinder, disobey or resist ';ne -io: rd of
Health in the ,_:erforinance of any of the duties en3oyr:ed by this er
ordinance.
Section =..Xv I. It snail be tne duty of tile Board of Health
to rriake a written quarterly and an Dual report to to Board of Trus-
tees, embodying tnerein all the health statistics of ene city,
together with such recommendations concerning the pud.Lic health it
deems --necessary.
Section xX\fiI. Any persons violating any )f the provisions
of this ordinance shall, on conviction tnereof, bf led in a sum
not more than 4300.00 or be imUrisoned in the cifyyil not more than
90 days, or both such fine and imprisonment.
