HomeMy Public PortalAbout11-14-2016 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on November 14, 2016 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Racich, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, and Trustee Peck. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Rick Kaczanko, IT Director; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; T.Pleckham, Management Services Director.. There were approximately 10 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on October 24, 2016. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Proclaimed November 17, 2016 as World Pancreatic Cancer Day. • Announced that the Village Meeting Agenda Packets will be available online starting tomorrow. Mr. Kaczanko gave a brief demonstration of the online packet program. TRUSTEE COMMENTS Trustee Lamb commented on the speed bumps on Pilcher. Trustee Wojowski wished the Plainfield North Tigers good luck in the playoffs. PUBLIC COMMENTS No Comments. WORKSHOP #1 2017-2018 DRAFT FISCAL YEAR BUDGET Mrs. Pleckham gave an overview of the historical and current General Fund expenses and revenues. Mrs. Pleckham reviewed the Sales Tax revenue history, general fund property tax history, building permit revenue history, and general fund historical expense summary. Mrs. Pleckham then reviewed the proposed general fund revenues and expense for the upcoming fiscal year. #2 2016 TAX LEVY Mrs. Pleckham stated that the staff is proposing to calculate the 2016 tax levy by attempting to use the same 2015 levy rate of.4669. Mrs. Pleckham pointed out that the Village approves the annual tax levy based on dollars, not rate. The County Clerks then calculate the rate needed to produce the amount of revenues requested by each taxing jurisdiction. Because of this, staff is using in its calculations a higher overall Equalized Assessed Value (EAV). The 2016 levy represents a total request of$6,139,600; however, the actual dollar amount the Village will receive is anticipated to be less. Based on a 4% EAV increase, staff anticipates an overall increase of approximately $226,152 over the 2015 levy amount. Mrs. Pleckham stated that the increase will be applied to the Police Pension Fund and the general fund will reflect a decrease of approximately $33,149. Mrs. Pleckham Village of Plainfield Meeting Minutes—November 14, 2016 Page 2 reported that the Village's portion of the 2015 tax rate was 4.90% or for every dollar paid in property taxes by Village residents, 4.90 cents is paid to the Village. A discussion ensued regarding tax levy calculations, tax levy preliminary estimate, and EAV. Trustee Wojowski and Trustee O'Rourke indicated that they would like to have more discussion regarding the tax levy rate. Administrator Murphy pointed out that there will be a future meeting to discuss the levy. Mayor Collins read the reminders. Trustee Peck moved to adjourn. Second by Trustee Lamb. Voice Vote.
