HomeMy Public PortalAboutOrdinance 126ORDINANCE NO. / - Cv ORDINANCE REGULATING THE STORAGE AND MAINTENANCE OF APPARATUS FOR THE DIS— PENSING OF GASOLINE TO PURCHASERS The city council of the city of Beaumont does ordain as follows: Section 1. For the purposes of this ordinance the word "gasoline" shall be deemed to mean and include any product of petroleum or high carbon liquid that will flash and emit an in— flamable vapor below the temperature of one hundred (100) degrees Fahrenheit. Section 2. It shall be unlawful for any person, firm or corporation to install, use or maintain in the city of Beaumont any apparatus for the dispensing of gasoline that does not comply with the following requirements: (A): PUMPS: All pumps must be set level and solid on a concrete island, six (6) inches wider than the base of the pump,' (B): TANKS: All tanks must be standard underground storage tanks of not less than fourteen (i4-) gauge steel, up to five hundred fifty (550) gallons capacity, larger tanks to be heavier, according to size, set level and the top to be not less than three (3) feet below the surface of the ground. Where an auxiliary tank is used it must not be less than ten (10) gauge steel and twenty (20) gallon capacity. No air pressure to be carried on any main storage tank. No such tanks shall be located beneath a building. No such storage tank shall be connected with another so that gasoline can flow or be pumped from one tank to the other, except the twenty (20) gallon auxiliary tank herein provided. 1 Provided, however, that such auxiliary tank shall not be connected in any manner with more than one storage tank while in operation. (C): PIPE WORK: All pipe and fittings must be new and galvanized, and of the proper sizes. All pipes running in hori— zontal direction must have a fall towards the tanks and all joints must have clean, sharp threads and be made up tight. Litharge and glycerine shall be used on the male threads only. Each tank must have a separate vent pipe one (1) inch internal diameter up to One Thousand (1000) gallon capacity, larger tanks to have one and one— fourth. (1) inch vent pine, run up above the roof, or at least nine i9) feet above the ground, with a return bend on top. All return lines from visible pumps must return to the same tank from which the gasoline is drawn. All suction lines must have a union close to the tank. All tanks and pipe work shall be tested for leaks be— fore being covered. SECTION 3. PERMITS. It shall be unlawful for any person, firm or corporation, to install any apparatus for dispensing gaso— line without first obtaining a permit in writing therefor from the city clerk of the city of Beaumont. Every such permit shall contain the name of the person, firm or corporation to whom the same is is— sued, also the location of the premises upon which the tanks and pumps are to be located, by street and lot number, or other particular description. SECTION 4. FEES. A fee of One Dollar ($1.00) for each pump to be installed shall accompany the application for the permit. SECTION 5. PENALTIES. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punish— able by a fine of not more than $500,00 or imprisonment in city jail for not more than six months, or by both such fine and imprisonment.
