A FOLLOr,a:
SECTION 1: every person, firm or corporation,
rhether acting as principal or as agent, shall, before engag-
ing in any business in the City of Beaumont of selling,
contracting to sell, or taking orders for, goods, wn.res or
merchandise, and who or which, in carrying on or conducting
such business hires, leaser, subleases or occupies any room,
building or structure, or a part of any room, building or
structure, for the purpose of storing, exhibiting or display-
ing such gooas, wares or merchandise or samples thereof, 4m*--

mont shall make application to the City Clerk on forms pro-
vided by him, for a permit to engage in such business, said
application to state the name and address of the applicant,
the person, firm or corporation, if any, which he represents,
and the character of the goods, wares ar merchandise to be
sold. ;uch application shall be accompanied by a bond in
the sum of -even Hundred and Fifty Dollars (a750.00) executed

s=arpOWPWRIMEmstI/or, in lieu thereof, a cash bond in a
similar amount, conditioned upon such business being actually
conducted for and during a continuous period of more than
ninety (90) days, or, failing therein, the principal and
sureties thereon to be liable to the City of Beaumont in the
sum of Three Dollars (,3.00) for eochd y or fraction thereof,
such business has been so oonducted; and further conditioned
upon the making of final deliver:; of any '-fooas ordered by
any person from such business, or, failing therein, that the
advance payment, if any be made on such order, be refunded,
and that in the event any goods, wares or merchandise sold
have been misrepresented or do not conform to the warrants,
express or implied, of the seller, that the purchase price
paid for such goods, wares or merchandise shall be refunded
to the purchaser upon the return of the merchandise pur-
chased. Any person aggrieved by the action of the licensee
under this section shall have a right of action on the said
bond for the recovery of money or damages, or both. Such
bond shall remain in full force and effect, and in case of
a cash deposit, such deposit shall be retained, for a period
of one hundred eighty (160) days from the date of filing
such bond; provided, in the event such person, firm or corp-
oration conducts such business for a period of more than
ninety (90) days, or within ten days after ceasing to con-
duct such business, in the event the same is not conducted
for e period of more than ninety (90) days, makes applica-
tion for exoneration of said bond and to be exempted from
the operation of this section, and proves to the satisfac-
tion of the Sity Jouncil of the City of Beaumont that he
engaged in such business in good faith and intending to
conduct such business for a period of more than ninety (90)
days, and that he or it is not indebted to any person by
reason of cash deposits or credits on goods, wares or merchan-
dise ordered and not delivered, such bond shall be exonerated
upon the expiration of such ninety (90) day period.
SECTION 2. Any person, firm or corporation who
or which so engages in such business shall not be excluded
from the operation of this section by reason of associating
with any local dealer, trader, merchant or auctioneer, or by
reason of conducting such business in connection with or as
part of, or in the name of, the business of any local dealer,
trader, merchant or auctioneer; provided, further, that the

provisions of this section shall not apply to commercial
agents selling goods, wares or merchandise to, or soliciting
orders therefor from, retail dealers, nor to hawkers, peddlers,
or persons selling fresh fruit or vegetables, butter, eggs,
poultry or other like farm or ranch products; provided,
further, that the provisions of this section shall not apply
to persons, firms or corporations engaged in business in the
City of Beaumont prior to the time this ordinance takes effect.
SECTION 3: Every violation of this ordinance or
any provision thereof is hereby declared to be a misdemeanor
and is punishable by a fine of not more than Fifty Dollars
(50.00) or by imprisonment in the city jail for not more
than thirty (30) days or by both such fine or imprisonment
and the engaging in any business within the terms of this
ordinance without first having procured a permit from said
city to do so, or without complying with any and all regula—
tions of this ordinance shall constitute a separate violation
of this ordinance for each and every day that such business

SECTION li: ifAThe City clerk shall certify to the
passage and adoption of this ordinance and cause the same to
be published at least once in the Beaumont Gazette, a news—
paper of general circulation published, printed and circulated
in the City of Beaumont, County of Riverside, State of Cali—
immediately

and be in force in the manner provided by law.

THE CITY COUNCIL OF THE. CITY OF BEAUMONT DOES ORDAIN AS
•

Section 1. It shall be unlawful for any person, whether as
ptal or agent, clerk or employee, either for himself Or for any other
or for any boey corporate, or as an officer of any corporation, or
ise, to commence or carry on any trade, calling, profession or occupa—
n this ordinance specified, in the City of Beaumont, without first hav—
°cured a license from said city so to do or without complying with any

occupation mentioned in this ordinance without first having procured a license
from said city to :ria so, or without complying with any and all re»ula.tions of
such ti ade, calling, profession or occupation contained in this ordinance shall
consti ;ute e. separate violation of this ordinance for each and every day that
such trade, calling", profession or occupation is so carried on. •
Section 2. The amount of any license imposed by this ordinance
shall be deemed a debt to the City of Beaumont, and any person, firm or corp—
oratio carrying:; on any trade, calling, profession or occupation mentioned in
this o °dirnence Without having a license from said city so to do, shall be
liable to an action i, the name of said city in any court of competent juris—
diction for the amount of license by this ordinance imposed on such trade,
calling, profession or occupation.
Section 3. It shall be the duty of the city clerk to prepare
and issue a license under this ordinance for ever;' person, fire: or corp—
oration liable to pay a license hereunder and to state in each license
the amount thereof, the period of time covered thereby, the name of the
person, firer, or cor-rora.tion to whom issued, the trade, calling, profession
or ecc
pation licensed and the location, or -„lace of business where such
trade, calling, profession or occupation is to be carried on.
No license granted or issued under any provision of this ordi—
nance shall be in any manner transferred or assigned or authorize , any person,
firm or corporation other than is therein mentioned or named, to do business
without the written consent of the city clerk indorsed thereon. At the
time any such license is assigned or transferred, the person applying for
such transfer shall pay to the city clerk a fee of fifty cents for each
such transfer or assignment.
The city clerk shall make a charge of fifty cents for each dup—
licate license issued to replace any license issued under the provisions
of this ordinance which has been lost or destroyed. In no case shall any
mistake made by the city clerk in stating the amount of a license prevent
or prejudice the collection by the city of what shall be actually due from
any one carrying on a trade, calling, profession or occupation, subject to
a license under this ordinance.
Section 4. All licenses shall be paid in advance in the legal
currency of the United States at the office of the city clerk.
Provided, however, that the licenses required to be paid by
the provisions of this ordinance shall be due and payable from and after
the first day of January,1932.
A separate license must be obtained for each branch establishment
or separate place of business in which the trade, calling, profession or
occupation is carried on, and each license shall authorize the party obtain—
ing it to carry on, pursue or conduct only that trade, calling, profession
or occupation described in such license, and only at the location or place
of business which is indicated thereby.
The monthly license in this ordinance provided shall be due
and payable to the city on the first of each month, in advance, from all
persons who have for the previous month been licensed to carry on the same
trade, calling, profession or occupation, and from all persons who have not
been licensed for the previous month for the same trade, calling, profession
or occupation, the license shall be due and payable, and must be procured
by such persons before commencing to carry on such trade, calling, profess—
ion or occupation.

and payable to the city on the first day of January, April, July and Octo—
ber, and all such licenses shall expire with the last day of March, June,
September and December of each year, provided however, that any person,
firm or corporation, desiring to do so may pay for and procure all four
quarterly licenses at the time the first) quarterly license becomes due
and payable under the provisions of this ordinance.
The daily licenses in this ordinance provided shall be due and
payable to the city each day in advance.
The semi—annual licenses in this ordinance provided shall be
due and payable to the city on the first day of January and July of each
year.
The annual licenses in this ordinance provided shall be due and
payable to the city on the first day of January of each year but the first
annual license issued to any person as herein provided shall be issued for
the unexpired. even monthly portion of such year, except as herein otherwise
in this ordinance specifiaally provided and the amount to be paid therefor
shall be prorated for the said unexpired even monthly portion of such year.
No greater or less amount of money shall be charged or received
for any license than is provided in this ordinance and no license shall be
sold or issued for any period of time other than as provided in this ordi—
nance.
Section 5. Every person, firm or corporation having, a license
under the provisions of this ordinance, and carrying on a trade, calling,
profession or occupation at a fixed place of business, shall keep such
license posted and exhibited while in
said place of business.

Section 60.
Every person driving or having control of any vehicle which

is required by this ordinance to be designated by a number shall procure
from the city clerk a ticket or plate bearing said number, which shall
at all times be attached to and carried on said vehicle, in such a manner
that said number is plainly legible, whether said vehicle is in motion or
not.
Section 7. The Chief of Police is hereby appointed inspector
of licenses, and in addition to nis several duties as a police officer,
is hereby required to examine all places of business and persons in the
City of Beaumont liable to pay a license, and to see that such licenses are
taken out, and shall have and exercise the power: 1st, to make arrests
for the violation of any of the provisions of this ordinance; 2nd, to
enter free of charge, at any time, any place of business for which a li—
cense is required by this ordinance and to demand the exhibition of such
license for the current term by any person engaged or employed in the
transaction of such business and if such person shall then and there fail
to exhibit such license, such person shall be liable to the penalty provided
for a violation of this ordinance.
Section 8. The conviction and punishment of any person for
transacting any trade, calling, profession or occupation without a license,
shall not excuse or exempt such person from the payment of any license due
or unpaid at the time of such conviction, and nothing herein shall prevent
a criminal prosecution for any violation of the provisions of this ordinance.
Section 9. The city clerk at the close of business on any day
on which a daily license shall be required, shall add to each such daily
license then remaining unpaid at such time a penalty of ten per cent. of the
amount of such delinquent daily license, provided, however, that when the
day on which such license is required falls on a Sunday or a holiday such
penalty shall be added to each such delinquent daily license at the close £`
of business on the last business day preceding such Sunday or holiday.
The city clerk shall, at the close of business on the 10th day
of every month, add to all monthly licenses remaining unpaid a penalty of
ten percent. on each delinquent monthly license; the city clerk shall,
at the close of business on the 20th day of the first month in which any
quarterly license may be due, add to all such quarterly licenses remaining
unpaid a penalty of ten percentl on each delinquent quarterly license; the

city clerk shall, at the close of business on the last day of the first
month in which any semi—annual or annual license may be due, add to all
such semi—annual and annual licehses remaining unpaid a penalty of ten
per cent on each delinquent semi—annual and annual license.
§ection 10. The amount of rate of license fees to be paid
to the City of Beaumont by any person, firm, association or corporation
engaged in or carrying on any profession, trade, calling or occupation
hereinafter designated, is hereby fixed and established as hereinafter
in this ordnance provided, and such license fee shall be paid by every
person, firm, association or corporation engaged in carrying on any such
profession, trade, occupation or calling in the City of Beaumont.
Section 11. For every person, firm or corporation carrying
on the business of bill posting, sign advertising by means of billboards
or advertising sign boards or electric signs, 10¢ per quarter per square
foot.
That nothing in this section contained shall be deemed or
constructed as applying to the owners of real estate or their agent in
advertising their property for sale or lease by means of billboards or
advertising signboards located upon the property advertised for sale
or lease by such billboards or advertising signboards.
Section 12. For every person, firm or corporation conducting,
managing or carrying on the business of advertising by posting, sticking,
tacking affixing or painting bilis or signs to or upon posts, fences,
buildings or other structures except billboards or advertising signboards
$1.00 per day.
Providing that nothing in this section contained shall be con—
strued to affect or apply to any person, firm or corporation posting, stick—
ing, tacking, affixing, painting or erecting any business signs on the
premises or buildings occupied and used in the business of the said perm,
firm or corporation, and which said sign advertises the goo
wares,
merchandise or business of the said person, firm or corporation only.
Section 13. For every person, firm or corporation conducting,
managing or carrying on the business of distributing advertising samples,
hand—bills, dodgers or printed advertisements of any hind 4D 2.00 per quarter.

Section 14. For every person, firm or corporation engaged in
the business of manufacturing and selling gas for purposes of illumination,
heat, or poer, the sum of 40 per quarter.
Section 15. For every person, firm or corporation engaged in
maintaining a waterworks, or in furnishing water for domestic, irrigation,
or public use, the sum of 40 per quarter.
Section 16. For every person, firm or corporation engaged in the
business of selling or distributing electricity, for the purpose of lighting,
heating, or power, the sum of 49 per quarter.
Section 17. For every person, firm ox corporation carrying on
the business of an undertaker, embalmer or funeral director, 0 per quarter.
Section 16. For every person, firm or corporation carrying on
the business of selling confectionery, ice cream, soda, or other soft drinks
coffee or sandwiches, popcorn or peanuts, $/per quarter.
Section 19. For every person, firm or corporation carrying on
the business of a lumber yard, 40 per quarter.
Section 20. For every person, firm or corporation carrying on a
dye works or dry cleaning establishment, 6 per quarter.
Section 21. For every person carrying on the business of conduct—
ing an automobile garage, 6 per quarter. For the purpose o:f this ordinance
an automobile garage shall be deemed to be any place where automobiles are
cleaned, charged, repaired, housed or kept in order, and for which a charge
is made.
Section 22. For every person, firm or corporation engaged in the
business of running or operating any automobile for hire, or of letting the
use of any automobile and furnishing a driver for the same, 53 per quarter,
provided that any person, firm or corporation paying a license under Sec. 25 of
this ordinance shall not be required to pay an additional license fee under
the provisions of this ordinance.
Section 23. For every person, firm or corporation running any cart,
dray, express wagon or vehicle, for the delivery of freight or goods, for hire,
$6 per quarter.
Section 24. For every person, firm or corporation engaged in the
business of running a tank wagon or other wagon for hauling, peddling or de—
livering crude oil, petroleum, distillate, kerosene, gasoline, refined oil,
or any of the products of an oil well, in tanks, steel drums, or five—gallon

tans, where such wagon is equipped with racks for holding such five—gallon
cans, the sum of /0 per quarter for each such tank wagon so run; provided
that each such wagon shall be designated by a number to be furnished by the
city clerk, and placed upon each wagon in a conspicuous place as provided
in Sec.6 of this ordinance.
Section 25. For every person, firm or corporation operating
any wagon or wagons for the collection of laundry, the sum of 6 per quarter.
Section 26. For every person, firm or corporation carrying on
the business of selling real estate on commission, or making loans on com—
mission, whether such person carries on such business for himself, or as
a member of, or agent for any firm engaged in such business the sum of 5 per
quarter.
Section 27. For every person, firm or corporation carrying on,
conducting or managing any public billiard hall or pool room where there are

the business of a wood, coal or feed yard, 46 per quarter.
Section 32. For every person, firm or corporation engaged in the
business of merchant tailoring, `6 per quarter.
Section 33. For every person, firm or corporation engaged in the
occupation of printing, 6 per quarter.
Section 34. For every person, firm or corporation carrying on a
news agency or conducting or managinc, the same, 6 per quarter.
Section 35. For every person, fire or corporation carrying on the
business of a watchmaker or jeweler, :6 per quarter.
Section 36. For every person, firm or corporation carrying on the
business of a blacksmith, per quarter.

Section 69. For every vendor of fruits, vegetables or any
other commodity, having a regular route and selling and delivering from a
wagon or wheeled vehicle, having no regular place of business in the city,
$30.00 per quarter; Provided that this provision shall not apply to the
vendor of fruits or vegetables grown or produced by himself or herself
and who shall so state under oath if requested by the Clerk, Recorder or
Chief of Police of the City.
Section 70. For evry eater in bottled soda water and
soft drinks or either ;4.00 per quarter.
Section 71. For every person engaged in the stationery
business, `42.00 per quarter.
Section 72. For every person engaged in the business of
selling musical instruments, 2.00 per quarter.
Section 73. For every variety store or notion store,
$7.00 per quarter.
Section 74. For every person, firm or corporation having
an established place of business in the city of Beaumont, carrying on
the business of peddling; goods, wares or merchandise, fruits or vegetables
(except the products of his own soil or dairy) $6 per quarter for each

wagon, cart or other receptacle for the conveyance of said goods, wares,
merchandise, fruits or vegetables; provided that each of the said persons
shall have each of his wagons, carts, or other receptacles designated by
a number to be furnished by the city clerk, and placed upon such wagon,
cart or receptacle as provided in Sec. 6 of this ordinance.
Section 75. For every person having no permanent place of
business in the City of Beaumont, carrying on the business of selling or
contracting for the sale of goods, wares or :merchandise by sample or order,
or upon commission, for himself or for any other person, the sum of `:5 per
month; provided that no license shall be required from any person whose
business is limited to the sale of goods, wares and merchandise by wholesale.
Section 76. For every foot peddler of watches, jewelry,
notions, goods, wares, or merchandise of whatsoever description $3.00 per
day or :10.00 per quarter.
Section 77. For every peddler of fruit or vegetables, poultry,
fish or other produce, such as candies, ice cream, confections, not having
a regular route, having no store or permanent place of business in the City
and using a wheeled vehicle, per day 41.00; Provided, that this provision
shall not apply to a peddler of fruits, vegetables, etc., grown or produced
by himself or herself, and who shall so state under oath if requested.

Section 79. For every person, firm or corporation carrying
on the business of soliciting for any painting, pictures, portraits, or orders
for changing the same, or orders for advertising or orders for the sale of
goods, waxes or merchandise for which a license is not hereinabove mentioned,
the sum of 45 per quarter; provided that no license shall be required of any
solicitor for any store or other place of business in the City of Beaumont.

Section 80. For every person, firm or corporation conduct-
ing a photograph gallery, or engaging in the business of making exposures for
photographs, tintypes or other views for sale or upon order, to be delivered
by mail or otherwise sold, 6 per quarter.
Section 81. For every person, firm or corporation engaged in
carrying on the business of local insurance agent, for fire, life, accident,
automobile, plate glass or other insurance, whether the insurer be corpora-
tion, mutual company or individual, :!:2 per quarter.
Section 82. For every person, firm or corporation who shall
open, own, conduct, establish, manage, or have charge of a temporary location
or place of business of any kind in said City for the sale of any insolvent,
bankrupt, fire, damaged or other similar `_goods, wares, or merchandise, and
every itinerant or transient merchant having a temporary place of business,
but having no continuous or permanent place of business in said City, selling
or offering: for sale any insolvent, bankrupt, fire or damaged or other simil-
ar goods, wares or merchandise; and every person other than a licensed mer-
chant regularly and continuously doing business at an established place in
said City selling or offering for sale, or soliciting orders for the sale of
goods, wares or merchandise, other than those in this ordinance otherwise pro-
vided for, by sample or otherwise, to persons not regularly engaged in or
carrying on such licensed places of business, the sum of 410 per day.

or carrying on a merry-go-round, roller coaster, Ferris wheel or other similar

Section 88. For every person, firm or corporation carrying on
the business of shooting gallery or skating rink, $6 per quarter.

Section 89. For every person engaged in the business of ex-
hibiting showing or letting the use of any microscope, lung tester, phonograph,
muscle tester, galvanic battery, weighing machine, ball, knife Or ring throw-
ing, and all devices similar in character, not herein mentioned, 3 per h.
Section 90. For every person, firm or corporation conducting,
managing or carrying on a circus or other similar exhibition, 20 per day.
ection 91. For every person, firm or corporation engaged in
the business of presenting any theatrical performance, concert, or other
similar exhibition, except motion picture exhibitions, f2O per month or
$2.50 per day for a period. of less than one Month. Provided that no license
or permit shall be required under the terms of this section for the conduct-
ing of musical entertainments or concerts or fairs or exhibitions one-third
of the gross receipts of which are given wholly for benevolent or charitable
purposes, by citizens of the City of Beaumont.
Section 92. For every person, firm or corporation carrying
on the business of a motion eicture exhibition or show, 6 per quarter.
Section 93. For every box ball or bowling alley 46 per quar-
ter.

and who demands or receives a fee for this practice, exercise or exhibition
of his art therein, or who gives an exhibition thereof at any place where
an admission fee is charged, 45 per day.
Section 97. For every person, firm or corooration conducting,
managing, or carrying on any exhibition not hereinbefore mentioned, in a
tent, or other temporary structure, ;15 per day.
Section 90. For every .person, firm or corporation engaged in
conductin, mana :ing or carrying on a hotel, boarding or lodging house, the
sum of 4;6 per quarter. Provided that private residences where not more than

three furnished rooms are let, shall not be deemed a rooming house.
Section 99. For every person, Firm or corporation engaged
in carrying on a restaurant, lunch counter, cafeteria or the business of
selling or servings reals to be eaten on the premises, and not classed as
a hotel or boarding house, ;'6 per quarter.
Section 100. For every person, firm or corporation conducting
or carrying on any mercantile business of any kind whatsoever not herein—
before mentioned; or conductinw or carrying on any business not herein—
before mentioned in any store There goods, wares, or merchandise of any
kind, nature or description are sold, :y6 per quarter.
Section- 101. For every person, firm or corporation conducting,
managing, ox carrying on any exhibition not hereinbefore mentioned, in a
tent, or other temporary structure, .15 per day.
Section 102. For every person carrying on the profession of
physician or dentist within said city, and having an office or fixed place
of business in said city .3 per quarter.
Section. 1°3. For every oculist, :;4.00 per quarter.
Section 104. Any firm, person or corporation. engaged in more
than one line of business, as arranged and classified in the subdivisions
of this ordinance, shall each pay a. separate license for each separate line;
Provided, that when more than one of the VariOUC lines specified in this
ordinance are bombined in or on one premises the said firm, person or corp—
oration shall pay- the highest rate applying; to any one line of business done
by them in the said premises, ana 50 cents additional for each and every
other specified line of business done by them on the aforesaid premises,
except as otherwise provided in this ordinance.
Section 105. The terra"sellinea.s used in this ordinance is
meant selling, attempting to sell, or keeping for sale. And the term
"business" or "dealer" as used in this ordinance shall include the holding
of one's self out in any manner to be engaged in the pursuit or vocation on
which a license is hereby imposed.
Section 106. No person, firm or corporation shall open,
conduct, carry on any business, show, exhibition, profession or amusement,
provided for specifically or otherwise, in this ordinance, without first

paying in advance the amount of such license tax, as fixed in this ordi—
nance, to the Chief of Police or any other person authorized by the
City Council to collect the same.
Section 107. The entire license for the period indicated
in this ordinance must be paid and riot divided or pro—rated and no varia—
tion in the period or rates shall be made from those established in this
ordinance. A Hart of a day shall be deemed a day and more than fifteen
days shall be deemed a month, and more than one month shall be deemed a
quarter.
Section 1025. Nothing in this ordinance shall be construed
authorizing or in any sense permitting any trade, pursuit or business to
be carried on, which is contrary to the laws of the State of California,
the laws of the Unit ed States or forbidden by tF-_ e City ordinances, and it
shall be the duty of. the Cit;- Clerk to refuse to issue any license for any
such trade, pursuit or business. Neither shall a license be considered as
giving the licensee a right to present anything indecent or immoral to
any audience T -it in the City and a refusal of the licensee to comply with
the provisions of this section is sufficient cause for the summary closing
of the business by the Chief of Police.
Section 109. Every license shall be revocable by the City
Council of said City upon proof to said Board that the holder thereof has
violated or is violating any of the provisions of this or any other odinance
of the City.
Section 110. The Clerk with such assistance as the collector
may be able to give, shall make out as complete a license roll as possible,
near the close of each quarter, for the next quarter, and the collector shall
then proceed to collect such license on the first day next succeeding the
first day of each quarterly period, continuing as rapidly as possible until
all have been collected. The Clerk and the Collector shall each watch for
all traveling agents and vendors and shall collect the license for which
they are liable. If any person, firm or corporation shall neglect or refuse
to take out a license as provided for in this ordinance and shall continue

to transact business, the Chief ofjshall forthwith swear out a complaint and
bring him to trial before the City Recorder or other court having jurisdiction.
This Ordinance is hereby declared to be an emergency ordinance
and to be necessary for the immediate preservation of the public
health ,peace and safety, and the facts constituting its ungency
are hereby stated and declared to be as follows.
It is required by law to collect licenses quarterly,and there
will not be sufficient time elapse between the AI= passage of
this ordinance-othet thaA as an emergency ordinance- and January
first 1932, this being the time the next licenm must be collected
and upon which depends the public health,peace ow safety.
Section 111, And every violation of this ordinance or any
provision thereof, is hereby declared to be a misdemeanor and is punishable
by a fine of not more than 450 or by imprisonment in the City Jail for not
more than thirty days, or by both such fine and imprisonment. The amount
of such license may be collected, together with the costs, as a debt due to
the said City of Beaumont from any person or persons, firm or corporation
found guilty of any violation of this ordinance or of any of the provisions
thereof, and each and every violation shall constitute a separate offense.
Section 112. That no license shall be issued for any billiard
hall, pool room, skating rink, shooting gallery, merry—go—round, moving pic—
ture show, or any other similar place of amusement, for which a license is
provided by this ordinance until the City Council shall have issued a permit
therefor and that the City Council shall have the right to grant or refuse
any permit in its discretion, and said City Council may impose such conditions
and terms upon the conduct of said business not in conflict with the laws of
the United ;tater, or the State of California, or the ordinances of the City
of Beaumont, as it may deem necessary or expedient to protect the health,
safety, or welfare of said City or its inhabitants in the conduct of said
business.
Section 113. All other ordinances or parts of ordinances
of the City of Beaumont in conflict herewith, are hereby repealed, and par—
ticularly Ordinances No. 12, an amendment to No. 12, 46, 72, 83, 93, 108
and 121 are hereby repealed.
The City Clerk shall certify to the passage and adoption of
this ordinance and cause the same to be published at least once in the
Beaumont Gazette, a newspaper of general circulation, published, printed
and circulated in the City of Beaumont, and thereupon and thereafter it shall
take effect and be in force in the manner provided by law.
