ORDINANCE NO.
AN ORDINANCE OF THE CITY OF BEAUMONT, CALIFORNIA,
ORDERING, CALLING AND PROVIDING FOR THE GIVING NOTICE OF
A SPECIAL ELECTION TO BE HELD IN THE SAID CITY ON THE
19th DAY OF AUGUST, 1936, FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED ELECTORS OF SAID CITY A PROPOSITION TO INCUR
A BONDED INDEBTEDNESS FOR THE ACQUISITION, CONSTRUCTION AND
COMPLETION OF A CERTAIN MUNICIPAL IMPROVEMENT.
WHEREAS, the City Council of the City of Beaumont on
the 27th day of July, 1938, at a regular meeting, by a
vote of more than two-thirds of the members thereof duly
adopted its Resolution No. 558 entitled aA RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BEAUMONT DETERMMINING
THAT THE PUBLIC INTEREST AND NECESSITY DEMANDS THE ACQUISI-
TION, CONSTRUCTION AND COMPLETION OF A MUNICIPAL BUILDING
AND ACQUISITION OF THE LAND NECESSARY THERE -FOR", which
said resolution stated the estimated cost of said improve-
ment and that the cost of said improvement is and will be
too great to be paid out of the ordinary annual income and
revenue of said city, and which resolution was duly signed
and approved by the mayor of said city and attested and
certified by the City Clerk of said City;
NOW, THEREFORE, the City Council of the City of
Beaumont does ordain:
SECTION 1. That a special election be held, and the
same is hereby called to be held in the City of Beaumont
on the lath day of August, 1938, for the purpose of sub-
mitting to the qualified voters of said city a proposition
to incur a bonded indebtedness and to issue bonds of said city
in the amount hereinafter specified and for the objects and
purposes set forth in said Resolution No. 558 and hereinafter
stated.
SECTION 2. That the objects and purposes for which
said indebtedness is proposed to be incurred and bonds issued
therefor are as follows:
PROPOSITION: The acquisition, construction and
completion of a municipal building and adquisition of the
land necessary therefor.
SECTION 3. That the estimated cost of the proposed
municipal improvement described in the proposition stated
in Section t hereof to said city is TWENTYSEVEN THOUSAND
Dollars U27,000.00; that the amount of the principal of
the indebtedness to be incurred therefor is the sum of
TWELVE THOUSAND Dollars ($12,000.00), and that the maximum
rate of interest to be paid on said indebtedness shall be
six per cent per annum, payable semi-annually.
That if the proposition to incur said indebtedness for
said Impose so submitted receives the requisitie number
of votes, to wit: two-thirds of the votes of the qualified
electors voting at said election on such proposition, bonds
of said city in not exceeding the principal amount of
TWELVE THOUSAND DOLLARS 1$12,000.00) shall be issued and
sold for the objects and purposes aforesaid.

SECTION L. That the polls for said election shall be
opened at six.. o'clock A. M. of the day of said election and
shall remain open continuously from said time until seven
o'clock P. M. of the same day when said polls shall be closed,
except, however, that if at the said hour of closing there
are any voters in the polling place or in line at the door
thereof who are qualified to vote and have not been able to do
so since appearing, the polis thereat shall be kept open a
sufficient time to enable them to vote, but no one who shall
arrive at the polling place after seven o'clock p. M. of said
day shall be entitled to vote at said election, although the
polls may be open when he arrives.
That on the ballots to be used at said special election,
in addition to the other matters required by law, there shall
be printed substantially the following:
Mark crosses (X) on ballot ONLY WITH RUBBER STAMP;
never with pen or pencil.
INSTRUCTIONS TO VOTERS:
To vote on any question, proposition or constitutional
amendment, stamp a cross (X) in the voting square after the
word "Yes" or after the word "No". All marks, except the
cross (X) are forbidden. All distinguishing marks or
erasures are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot, return
it to the inspector of election and obtain another.
A cross p(X) stamped in the voting square after the
word "Tee" shall be counted in favor of the adoption of the
question or proposition and for the issuance of the bonds.
A cross (X) stamped in the voting square after the word
"No" shall be counted against the adoption of the question
or proposition and against issuance of the bongs.

SECTION 5. TbatLthe purpose of holding the said election
there shall be one consolidated voting precinct in said City
to be known as "Consolidated Voting Precinct A" which shall
embrace all the area within the boundaries of the City of
Beaumont. The polling place in said Consolidated Voting
Precinct A shall be at the City Hall building, in said City
and the persons hereinafter named, being competent and quali-
fied electors and residents of said City and of said consoli-
dated voting precinct, are hereby appointed officers of
election for the said consolidated voting precinot and they
shall hold said election and make return thereof in the
manner provided by law. Said officers of election are as
follows:

SECTION 6. That in all particulars not recited in this
ordinance, said election shall be held and conducted as
provided by law for holding municipal elections in said city.
SECTION 7. That the City Council of said city shall
meet at its usual meeting place in the City Hall pursuant to
law on Monday, the 22nd day of August, 1938, at 8 P. M. and
proceed to canvass the election returns and declare the
result of said election.
SECTION 8. That the City Clerk shall certify to the
passage and adoption of this ordinance by a, vote of more than
two-thirds of all of the members of the City Council of said
City at a regular meeting of said Council, and its approval
by the mayor of said city, and shall cause this ordinance
to be published at least once a week for two successive weeks
in the Beaumont Gazette, a newspaper of general circulation
circulated, printed and published less than six days a week in
said city. No other notice of said election used be given.
Section 9. This ordinance shall take effect upon its
passage.

I, Bernice Conine, City Clerk of the City of Beaumont,
California, do hereby certify that the foregoing ordinance
was introduced and first read at a special meeting of the
City Council of said City duly held on the 28th day of July,
1938, which all members of the City Council attended and
consented to in writing, and was thereafter at a regular
meeting of said City Council held on the 3d day of August,
1935, duly passed and adopted by said City Council and signed
by the Mayor of said city, and that said ordinance was
passed and adopted by a vote of more than two-thirds of all
the members of said City Council, as follows:
