HomeMy Public PortalAboutOrdinance 210ORDINANCE NO. 2/O N ORDINANCE CR ATiIG LOCAL DEFtNSE COUNCIL kit PR1.SCRIBIZ G ITS DUTI{,S -STD RESPONSIBILITI S ,'LEREAS, on :ay 28, 1940, the iresident of the United States created a Council of National Defense and an advisory Commission thereto for the purpose of assisting in the coordination of the various governmental, in- dustrial, agricultural, economic, and other activities essential to prepar- ing for the defense of the United States; and THnERE .s, the Council of National Defense and its dvisory Commission have recommended that the National Defense Program end activities related thereto be carried on through regular governmental channels insofar as pos- sible; and TFJ' tiAS, the Council of National Defense and its ydvisory Commission has officially reauested the California Council of Defense to assist and to expedite the Rformation of locale councils of defense; and ''THERELSS, the City of Beaumont desires to assist in the program of N4tional Defense by coordinating all of its public and private facilities, resources and activities .^pits: the program aforesaid; NOW TEERE O E : The City Council of the City of Beaumont does ordain as follows: Section 1. There is hereby created the Beaumont Defense Council. Section 2. The Beaumont Defense Council shall be composed of the Mayor, who shall be ex officio chairman of the Council, the City Clerk, who shall be ex officio secretary of the Council, and such other local off is ialc and citizens, not exceeding ,,?4,/ number, as may be appointed thereto by the ivayor with the approval of the City Council. The Mayor shall designate one of the members of the Local Defense gouncil as vice-chair- man, who shall preside at all meetings of said council in the absence/of the Mayor. The Secretary, subject to the Mayor's direction, shall be ree sponsible for coordinating its activities, keeping its records, conducting its correspondence and performing such other duties as the said Council may from time to time require of her. Section 3. The members of said Defense Council shall serve for a term of one year and until their successors are appointed and qualified. L four-fifths vote of all the members of the City Council will be re- quired to remove any member of said Defense Council from office prior to the expiration of his term of office. Vacancies on the Defense Council shall be filled by appointment by the ayor, with the approval of the City Council. Section 4. It shall be the duty and responsibility of the Defense Council to coordinate the activities within the city of governmental and private agencis and of individuals, coop ting in b.he defense effort; to stimulate public interest and participation in defense activ- ities; to consider and recommend to appropriate governmental authorities plans for the public safety, health and welfare; to plan a major disaster program, capable of functioning in a defense emergency; and to perform such other advisory functions as may be requested of it by officials of the city, county, state, and Federal agencies engaged in the defense effort. Said Council shall receive, adknowledge and appraise proffers of facilities, services and ideas originating within the community and make appropriate disposition of same; clear information concerning defense programs and objectives among cooperating agencies; reccommend adjust- ments of arrangements necessary for prompt assimilation of government programs for defense to the appropriate officers, departments or agencies; receive requests for assistance from. the State Council of Defense and from Federal defense authorities and transmit these requests to the proper city authorities or agencies; accumulate or assist in the accumulation of information regarding local governmental, financial, ecomonic , industrial and human facilities and resources and transmit any such facts, as well as other necessary information, to the State Council of Defense and to the Federal defense authorities. Every department, colanission, officer, and employee of the City of Beaumont shall cooperate with and assist the Defense Council so as to en- able the Council to accomplish the objectives of the ordinance. The De- fense Council shall cooperate with. the County Council of Defense for the purpose of coordinating defense activities between the city and the county. Section 5. There is hereby created as permanent committees of the Defense Council: 1. Committee on Civil Protection, which shall consider defense matters relating tc the public safety, the protection of civil liberties and the maintenance of law and order, including the preparation of a dis- aster preparedness plan; 2. Committee on Human Resources and Skills, which shall assist in the registration of persons for defense work of all kinds, cooperate with governmental agencies in making Plans for defense training of skilled work ernd other persons engaged in defense work requiring special training, and analyze and report to the Defense council on all proffers of assis- tance from private persons and organizations; 3. Committee on Health, . elfare, and Consumer interest, which s 3. shall consider activities designed to contribute directly to the social, physical, and economic well-being of the individual and the family, pro- tection from want, protection against unwarranted rise in prices; 4. Committee on ` ransportation, Lousing, forks and "Facilities, which shall consider provisions for defense housing, buildings, and structures, works for water sup_ ly and transportation, highways, airports and other transportationit facilities; 5. Committee on Eublic Information, which shall serve all com- mittees of the Council as a medium through which to inform the public of defense activities, develop mans for the use of newspapers, radio, and other means of public information, and attract and sustain citizen interest andparticipation in cef ense work; 6. Committee on industrial resources and Production, Thiel shall consider the industrial resources of the city as these relate to defense production arc _ assist in makirl the r. cst advantageous use of such facil- ities; 7. Committee on rigricultural hesources and rroduction , which shall consider the conservation and „se of land and the crous and livestock it supports, the growi_n.s and ruarketins of plent and animal products for consumption as food or as raw materials entering into industrial production 8. Committee on Fire R=rotection, ,:hich shall consider all natters relating to the protection of life and property of the coi:munity fro_ri fire 11 from any cause or source. The City Council by resolution shall create such other permanent and such temporary committees of the Defense Council __s the City Council deems necessary, shall define their duties within the purpose of this or- dinance and may abolish any such committee. The chairman of the permanent committees of the Defense Council shall be designated by the Defense Counci Chairman from among the members of the Defense Council apsointed as pro- vided in Section 2 of this ordinance. i embers of permanent committees other than the chaimman and all members of temporary committees shall be appointed by the chairman of the Defense Council and need not be members of the Defense Council. Section 6. The Beaumont Defense Council shall have and is hereby given power to incur expenses deemed by it necessary to successful functioning, which expenses shall be a proper charge against and be paid by the City of Beaumont. Section 7. This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health add safety, and shall take effect and be in force from and after its passage and pullication as to wit, one publication in The Beaumont Gazette. required by lawl The following is a specific statement showing the urgency of this ordinance: An emergency exists in the Wi.ted States and in this State in providing adequate National and Local Defense. It is necessary that all information be gathered relating to National Defense and to provide for the proper cooperation and coordi- nation of public and private agencies so that adequate Local Defense may be provided for at as early a date as possible.
