Section 1. It shall be unlawful for any person, firm
or corporation, to conduct the business of wrecking automobiles
or other equipment or the business of dealing in junk, with—
out first obtaining a permit from : the City Council of the City
of Beaumont.
Section 2. Application for a permit to operate such
business shall be made in writing to the City Council in such
for;: as the City Council shall direct or require, and which
application among other things shall contain an agreement on
the tart of the applicant that he will conform with and abide
by all regulations and requirements for the conducting of said
business that the City Ccuricil may impose ose or promulgate for the
conducting and operation of that type of Business, including
the erection and maintenance of a solid fence not less than
six feet high around the pren.ise,3 on which such business is
conducted sufficient to keep the wrecked automobiles and junk
from the view of the public and neighbors, and upon the viola-
tion of said agreement test said permit may be revoked.
Section 3. The City Council may impose in any permit
issued conditions for the manner of conducting said business,
and promote regulations and r"e'":Yi:iirerliente from time to time,
which, if violated by any permittee, shall be sufficient ground
for revocation of such permit.
Section 4. It shall be unlawful for any person, firm
or corporation to conduct an auto wrecking business or junk
business in the City of Eeaurront, except enclosed in a building,
unless the "s:re ices are ' rounded by a solid fence not leas
than six feet high sufficient to keep the wrecked automobiles
and junk of said business from view of the public and nei;h--
bors.
Section 5. In the event that the holder of the permit
conducting either of said businesses shall conduct or carry on
such business in an unlawful manner, such permit shall be
revoked after hearing before the City Council. Notice of
hearing shall be served on the permittee by registered nail at
the address shown in the permit, which notice shall set forth
the date and. place where such hearing shall be held before the
council, and upon such hearing if the council finds that the
holder of such permit has violated any law or regulation, such
permit shall be revoked.
Section 6. The Council may refuse to issue a permit to
any epplicant if it finds that the issuance of such permit will
be detrimental to the public interest, health or safety or
welfare.
Section 7. The violation of any provision of this
ordinance is hereby declared to be a misdemeanor punishable
or imprisonment not to exceed
by fine not exceeding 1.250.00, .
3 months or both for each day such 'violation conticues.
Section 5. This ordinance is hereby declared an

emergency ordinance to take effect immediately upon adoption;
and the facts of such emergency are: that the City Council
finds the public health, welfare, safety and interest require
the regulation of said business, which at this time is unreg—
ulated by any ordinance of the City of Beaumont, and that
the operation of such a business menacing the public health,
benefit and. safety is about to commence, and unless this
ordinance is adopted as an emergency ordinance the public health,
safety, interest and welfare will suffer.
Section ;. The City Clerk shall cause this ordinance
to be published once in the Beaumont .gazette and it shall be
in force and effect immediately.
