Whereas, the public health of the inhabitants of the City of
DeaLmzant requires the proper and sanitary, collection and disposal of
garbage and rubbish within said city; and
hereas, it has not beexi possible to obtain through private
enterprise the '.roper and sanitary collection and disposal of `arvace
in the City of'Beaumont; and
Whereas, the ;resent revenues of the City of :Beaumont are
insufficient to defray the cost and expense of the proper and sanitary
collection and disposal of -:arbaa_;e and rub: iah wit ain said City, whict
cost and expense includes labor and equipment and aintenance of such
equipment nt froo, year to year; now, therefore

section 1. That a special election be held, and the same is
hereby called to be held, in the City of Beaumont, California, on
the 29th day of L ay,1945, for the ;purpose of su'aiittin , to the
qualified voters of said City the proposition of authorizing the
City Council of the City of Beaumont to annually levy a tax upon
the taxable property with the City of heaurnont, in the amount of
Fifty Cents upon each one hundred dollar: assessed value of such
taxable property exclusive of Secured Personal Property and looney,
for the purpose of defraying the cost and IL.aintenance of ecui?rrlent
necessary therefor and exoense of the collection and disposal of
garbage and rubbish within the City of Beaumont by the City of
Beaumont, in addition to the amount of tax levy now permitted by
law.
Section 2. That the oolls for said election shall be
opened at 6:00 o'clock of the day of said election and shall
remain open continuously from said time until 7:00 o'clock P.L.
of the same day when said polls shall be closed; provided, however,
th:.t if, at the said hour of closing there are any voters in the
polling: place or in line at the door thereof who are qualified to
vote and have Dict been able to do so since appearing, the polls
thereat shall be _ept open a sufficient tine to enable them to
vote, but I:to One who shall arrive at any pollint place after 7:00
o' clot" P.L . of said day shall be entitled to vote, although the poll

That on the ballots to be used at said soecial election, in
addition to the other matters required by law, there shall be
printed substantially the following:

with pen or pencil.

To vote on any measure, stamp a cross (x) in the voting
quare after the word n'YE >" or after the word "AC". All marks
except the cross (_) are forbidden. Al]. distinguishing: narks
or erasures are forbidden and rinake the ballot void. If you
wrongly stamp, tear or deface leis ballot, return it to the in-
spector of election and obtain another.

A cross (x) staraoed in the voting square after the word "YEb"
shall be counted in favor of the adoption of the question or proposi-
tion. A cross (x) stamped in the voting square after the word "NO"
shall be counted against the adoption of the question or pr000sition.
That if said proposition receives the requisite number of votes,
to wit, two-thirds of the votes of the qualified voters voting thereon,
raid proposition shall be considered carried end approved and adopted
by sucli voters.
ection 3. That for the purpose of holding said election all
of the general election Precincts in the City of Beaumont as now
established for the holding of state and county elections shall be
consolidated into one votin, Precinct designated as Consolidated
Precinct A, and the oolling place and officers of election shall
be as follows, to wit:
Polling place: City Hall wilding
Inspector: Guy Bogart
Judge: T.J.Housekeeper
Clerks: Louise Obarr and Grace Brower,
and said election officers shall hold and conduct said election
and :rake return thereof in the tanner provided by law.
Section 4. That in all particulars not recited in this ordi-
nance, said election shall be held and conducted in accordance with
the law for holding municipal elections in said City.
Section 5. That the City Council of said City shall meet at
its usual place of neeting in the City Hall ononday June 4th,1945,
at 8:00 o'clock P.L. of said day, and V Proceed to canvass the election
returns and declare the result of said election.
Section 6. That the City Clerk shall certify to the passage
and adoption of this ordinance by a vote or more than two-thirds of all
the members of the City Council of said City at a regular Iaeetinc of
said City Council, and its approval by the mayor of said City, and shall
cause said ordinance to be published once a weep for two successive
weeks in the LEA LeN GAEETTE, a :Jeely newspaper. Of L e feral circulation
printed, published and circulated in said City. No other notice of
said election need be given.
Section 7. This ordinance shall take effect upon its passage.
