The Council of the City of Seaumont does ordain as follows: SECTION 'I (a) Unless the context otherwise requires, the defini- tions hereinafter set forth in this ordinance shall ,govern the con- struction. and meanin of the terms and phrases used herein; (b) "Jarbaz e" shall :jean and include all an'ma1 and ve".e- table refuse from kitchen households and all other places whatsoever that shall have been prepared for or intended to be used as, or shall have resulted from the preparation of food, all table and similar refuse and every accumulation of animal and vegetable refuse that attends the preparation, consumption, decay, dealin in or storar;e of .:seats, fish, fruits, veNetables or similar ;natter; (c) "Rubbish" shall :nean andinclude all refuse other than r;arbage, includinf rags, sweepinzs, plaster, cement, glass, crockery, metals, cans a.nd. ashes. (d) "Collector" shall mean an agent or employee of the City of Eeauanont, of any person, or the a, ent or employee thereof, with whom it may contract or employ, to collect or dispose of arba1 e, and such other waste materials as he may be recuired to handle; (e) The rrSanitation Committee" shall mean the regular fanita.tion Committee as appointed from membership of Beaumont City Ccunci.l or any other person or persons whom the City Council of the City of Beaumont may lawfully des'_rrnate to perform the duties of the Sanitation Committee as rnenti.on.ed herein or lawfully connected herewith; Pare 1. (f) "Person" shall '?lean an individual, firm, association or corporation; (u) "Place of P,I_a.siness" shall mean any hotel, restaurant, market, hospital, or any co: L: orcia1 or industrial or part commercial or part inaustrial establishment where there is any accumulation of arta^e or other waste as intended herein; (h) "Singular" shall include the plural and the plural shall include the sin:ular. The Council of the City of Beaumont hereby declares that it would have adopted this ordinance and each section, subsection, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, clauses, phrases or portions be declared invalid or unconstitutional. Section 22. Publication. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published within 15 days after its passage in the Beaumont Gazette a newspaper of general circulation published and cir- culated in the City of Beaumont.
