1 stituting its urgency are hereby stated and declared to be as

It is required by law that an ordinance be adopted fixinf
the amount of money necessary to be raised by taxation upon the
taxable property in the City of Beaumont as a revenue to carry on
the various departments of the government of the City of Beaumont
and to pay its bonded and other indebtedness and expenses for the
fiscal year 1948-49, and that no later than the last Tuesday in
9 August the rate of tax be fixed; and there will not be sufficient
10 time elapse between the time of the adoption of this ordinance and
11 the last Tuesday in August of this year to enable its passage
12 otherwise than as an emergency ordinance and have it in effect by
13 said last Tuesday in August, when it must be in effect in order to
14
comply with the law with reference to the fixing of the rate of
15 !1 taxes of said City of Beaumont for the fiscal year 1948-49; and if
16
said rate is not fixed the City of Beaumont will be without funds
17! with which to operate its various departments of government, sund to
18
pay its bonded and other indebtedness and expenses, upon which
19

depends the public health, peace and safety.
Section 3. The City Clerk shall certify to the adoption
of this ordinance, and shall cause the same to be published once in
22
the Beaumont Gazette, a newspaper of general circulation, printed,
23
published and circulated in the City of Beaumont, and it shall be

II in full force and effect immediately upon its adoption.
