Savannah Beach, Georgia
September 20, 1972
A Special Meeting of Savannah Beach City Council was held this
afternoon at 4 :00 P.M. in the City Hall Auditorium for the purpose
of:
1. Inaugurating the new Mayor and Council.
2. Organizing the new Council and electing a Mayor
Pro Tem who will also be Chairman of Council.
3. Adopting the necessary Resolutions authorizing
signatures and certifying certain persons for
handling the City's banking business at the
various banks and depositories.
The first part of this Meeting, to which the general public was
invited, was held in City Hall Auditorium. The Mayor and Councilmen
elect were as follows: Mayor, William Alien Hendrix; and Councilmen,
Edward W. Towns, Ernest - C. Hosti, Edward Jung, Perry A. Zittrauer, Jr.,
Walter Parker and Earl Anderson.
The Meeting was opened by City Attorney Bart E. Shea who read the
Election Resolution certifying the results of the Ordered Special
Second Election for Mayor and Councilmen of the City of Savannah
Beach held on August 31, 1972.
Mr. Clayton Miller, friend of the Mayor, pronounced the invoca-
tion.
Attorney Shea then introduced the Honorable Frank S. Cheatham, Jr.,
Judge of the Superior Court of Chatham County, who administered
the oath of office to Mayor Elect William Allen Hendrix.
OATH ADMINISTERED TO MAYOR
Judge Cheatham then administered the oath to the six Councilmen
elect.
OATH TO SIX COUNCILMEN
Mayor Hendrix and his new Board of Councilmen were then congratu-
lated by Judge Cheatham who wished them every success in their
endeavors during the ensuing term.
Mayor Hendrix thanked Judge Cheatham for the interest shown in
coming to Savannah Beach to administer the oaths.
Mayor Hendrix and the new Council then retired to the Council
Chambers for a brief business meeting.
The first order of business was the election of a Mayor. Pro Tem
and Chairman of Council. Councilman Towns moved that Edward Jung
be named Mayor Pro Tem and Chairman of Council. The motion was
seconded by Councilman Zittrauer. The voting was three in favor
of the motion and two abstained. Mayor Hendrix then proclaimed
Councilman Jung Mayor Pro Tem and Chairman of Council.
Mayor Hendrix stated that he was appointing the Committee Chairmen
only at this Meeting and that the other appointments would be made
at a later date. His appointments of the various Committee
Chairmen were as follows:

City Attorney Shea informed Council that, in the transition from
one City government to another one, one of the most important
functions was the official authorization of certain persons to
carry on the banking business of the Municipality. He stated
that this was accomplished by Resolutions and explained to
Council that the purpose of this was to make a smooth transition
of governments without interruption in carrying on the City's
business. He explained that the proper procedure, which was
covered by these Resolutions, was for the City Clerk and Ex- Officio
Treasurer to sign all checks and these checks were in turn to be
countersigned by either the Mayor or the Mayor Pro Tem. The City
Attorney then explained the Resolutions necessary for Savannah
Bank & Trust Company and the Liberty National Bank, both of which
carry certain of our accounts. He then read the General Resolution
permitting the continuance of the City's business and naming the
authorized signers of checks, drafts, notes, etc. as follows:
GENERAL RESOLUTION
Councilman Parker then moved the adoption of this Resolution. It
was seconded by Councilman Zittrauer and unanimously carried.
Attorney Shea then read the Resolution naming the persons and
authorized signers for any business conducted at Savannah Bank &
Trust Company.
RESOLUTION
Councilman Jung moved the adoption of this motion. The motion
was seconded by Councilman Zittrauer and unanimously adopted.

Attorney Shea then read the Resolution naming the certified persons
and authorized signatures at Liberty National Bank. Councilman
Jung moved the adoption of this Resolution. The motion was seconded
by Councilman Zittrauer and unanimously carried.
RESOLUTION
There being no further business, the meeting was adjourned to the
next regular or special called meeting.

A RESOLUTION TO IMPLEMENT THE PROVISIONS
OF SEC. 2 -6 CODE OF ORDINANCES, CITY OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA
WHEREAS, William Allen Hendrix was duly elected Mayor
of the City of Savannah Beach at an ordered Special Second
Ection held on August 31, 1972; certified by Ben P. Axson,
election Superintendent on September 19, 1972; and duly
installed as Mayor together with the six successful candidates
for Councilmen on September 20, 1972; and
WHEREAS, Edward Jung was duly elected Mayor Pro
Tem and Chairman of Council by a majority vote of City Council
at an Official Meeting of Savannah Beach City Council held at
Savannah Beach City Hall on the 20th day of September , 1972;and
WHEREAS, it is necessary that checks drawn against the
several accounts of the City of Savannah Beach, Tybee Island,
Georgia, in the various banks in the City of Savannah, Georgia,
for the withdrawal of funds, be signed and /or countersigned by
the Mayor and the Treasurer of said City of Savannah Beach, and
in the absence of the Mayor, then by the Mayor Pro Tem and the
Treasurer of said City of Savannah Beach;
NOW, THEREFORE, BE IT RESOLVED that the said William
Allen Hendrix, as Mayor and Edward M. Patterson, as Treasurer
be, and they are, hereby authorized to sign and /or countersign
any checks on any bank in the City of Savannah, Georgia, where
funds are now deposited or may hereafter be deposited to the
account of the City of Savannah Beach, Tybee Island, Georgia,
and the several banks are hereby authorized to accept their
signatures;
BE IT FURTHER RESOLVED that, in the absence of the Mayor
from his official duties, that Edward Jung as Mayor Pro
Tem and Acting Mayor, be authorized to sign and /or countersign
checks against the several accounts of said City of Savannah
Beach in the several banks in the City of Savannah, Georgia.
THE WITHIN RESOLUTION IS HEREBY ADOPTED AND APPROVED

A RESOLUTION BY THE MAYOR AND COUNCILMEN OF THE CITY
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA IN COUNCIL DULY ASSEMBLED,
THIS2Oth DAY OFSE, m r, 1972, AND IT IS HEREBY RESOLVED AS
FOLLOWS:
RESOLVED: That an account or accounts in the name of this
corporation with SAVANNAH BANK & TRUST COMPANY of Savannah, Georgia,
Victory Drive Branch, that the persons whose titles are listed
below are authorized to sign and agree to the provisions of said
Bank's customary corporate signature cards, and that the Bank
is hereby authorized to pay or otherwise honor any checks, drafts
or other orders issued from time to time for debit to said account
or accounts when signed by: Mayor and Treasurer - and in absence
of Mayor, by Chairman of Council.
FURTHER RESOLVED that Savannah Bank & Trust Company of
Savannah be and it hereby is authorized to honor, receive, certify
or pay all instruments signed in accordance with the foregoing
resolution even though drawn or indorsed to the order of any officer
signing the same or tendered for cashing, or in payment of the
individual obligation of such officer, or for deposit to his
personal account, and said Bank shall not be required, or be under
any obligation to inquire as to the circumstances of the issuance,
or use of any instrument signed in accordance with the foregoing
resolution, or the application, or disposition of such instrument,
or the proceeds thereof.
FURTHER RESOLVED that Mayor and Treasurer and in absence
of Mayor by Chairman of Council, is /are hereby authorized for and
on behalf of this Corporation to: *Discount and /or negotiate notes,
drafts or other forms of credit; borrow money, directly or indirectly
with or without security; Pledge, alien, convey, assign or other-
wise hypothecate any property of the corporation and transact any
and all business with said Bank as at any time may be deemed by the
said person(s) transacting the same to be advisable. In connection
with any transaction entered into with the Bank on behalf of the
Corporation, the above designated officers are hereby authorized
to make, enter into, execute, attach the seal of the Corporation
to and deliver to the Bank such negotiable or non- negotiable
instruments, indemnity, guaranty, or other agreements, conveyances,
assignments, endorsements, hypothecations pledges, receipts or other
undertakings or obligations as may be required by the Bank.
FURTHER RESOLVED that all withdrawals of money and /or
other transactions heretofore had in behalf of the corporation with
the bank are hereby ratified, confirmed and approved.
FURTHER RESOLVED that the Clerk of Council is directed to
furnish to the bank a certified copy of these resolutions, the
names of all officers herein authorized to transact business with
the bank as aforesaid, together with a specimen signature of each
and the Treasurer shall from time to time hereafter as changes
in the personnel of said officers are made, immediately certify
such changes to the bank, and said bank shall be fully protected
in relying on such certifications of the Secretary and shall be
indemnified and saved harmless from any claims, demands, expenses,
loss, or damage resulting from, or growing out of, honoring the
signature of any officer so certified, or refusing to honor any
signature not so certified.
I FURTHER CERTIFY that the following are the names and
official signatures of the present officers of this corporation.

RESOLUTION
A RESOLUTION BY THE MAYOR AND COUNCILMEN OF THE CITY
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, IN COUNCIL DULY
ASSEMBLED THIS 20th DAY OF September , 1972, AND IT IS
HEREBY RESOLVED AS FOLLOWS:
RESOLVED That the Liberty National Bank & Trust Co. be
designated a depository of this corporation and authorized to
accept for deposit to the Savannah Beach, Tybee Island, Georgia,
Water System Revenue Fund; account of this corporation checks and
other instruments payable to the order of the corporation and
that two (2) of the following officers is authorized to enter into
the bank's checking account agreement and two (2) of the following
officers, Treasurer together with the Mayor (Chairman of Council
signs in absence of Mayor) are authorized to sign checks, drafts,
and other orders on said account and said bank shall be authorized
to honor all checks, drafts and other orders so signed even though
payable to or deposited to the account of the person so signing.
'RESOLVED FURTHER that two (2) of the following officers;
Treasurer together with the Mayor (Chairman of Council signs in
absence of Mayor), are authorized to borrow money from, pledge or
convey any property as security to, discount or sell any note,
account or other instrument to said bank and to enter into any
agreement with said bank in regard thereto on behalf of this
corporation.
RESOLVED FURTHER that the Clerk of Council is authorized and
directed to furnish said bank a certified copy of this resolution
and the names and specimen signatures of the persons from time to
time holding the above positions with the corporation, together
with said bank's usual form of signature card, and that said Bank
shall be authorized to rely thereon until written notice to the
contrary is received by it.
I FURTHER CERTIFY that the above resolution is in conformity,
and not in conflict with the charter and by -laws of the corporation
and that the same has not since been rescinded or modified.
I FURTHER CERTIFY that the following are the names of the
persons holding the positions set out above whose specimen signatures
appear on the signature cards submitted herewith:
