A RESOLUTION OF THE RICHLAND HILLS CITY COUNCIL FOR THE
PURPOSE OF AUTHORIZING THE CITY MANAGER TO ENTER INTO
AN AGREEMENT FOR AUDIT SERVICES
WHEREAS,the Richland Hills City Council has a fiscal,fiduciary and legal
responsibility to conduct an annual audit at the conclusion of each fiscal year;and
WHEREAS,the previous contract with George,Morgan and Sneed has expired;and
WHEREAS,best practices dictate that auditing firms should be switched on a regular
basis and a request for proposals be published;and
WHEREAS,City staff has solicited proposals on two occasions from qualified firms to
conduct the audit going forward;and
WHEREAS,the City received no proposals on two different occasions;and
WHEREAS,the City’s current auditing firm,George,Morgan,and Sneed would like
to continue its auditing services for another five years,and
WHEREAS,George,Morgan and Sneed has a history of demonstrated competence
and qualifications and the ability to provide a fair and reasonable price;and
WHEREAS,based on no proposals submitted,the references and experience
working with the current auditing firm,staff recommends council authorize the City Manager
to enter into an agreement for auditing services with George,Morgan,and Sneed with the
costs and for the fiscal years ending as outlined below:
2022 —$35,000 2023 —$35,500 2024 —$36,000 2025 —$36,500 2026—$37,000
with an additional $4,000 if a single audit is required for that fiscal year.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS,TEXAS,THAT:
The City Council authorizes the City Manager to enter into an agreement with
George,Morgan and Sneed for Audit Services for a period of five years.
