A meeting of the City Council of the City of Tiffin, Iowa was held at seven p.m.,
at the Tiffin City Hall Council Chambers, in the City, on June 20, 2017. The Mayor presided
and the roll was called, showing members present and absent as follows:
Present: Bartels, Kahler, Havens
Absent: Upton, Ryan.
The City Council took up and considered a proposed amendment to the revitalization
plan for the Villages Part I Urban Revitalization Area in the City of Tiffin, Iowa. Whereupon,
Council Member Havens moved the adoption of the resolution declaring necessity and providing
for notice of hearing on proposed amendment to the revitalization plan for the Villages Part I
Urban Revitalization Area. The motion was seconded by Council Member Bartels and passed by
record vote as follows:
Ayes: Bartels, Havens, Kahler.
Nays: None.
Whereupon, the Mayor declared the resolution adopted as follows:

RESOLUTION NO. 2017-046
Resolution providing for notice of hearing on proposed amendment to the
revitalization plan for the Villages Part I Urban Revitalization Area
WHEREAS, pursuant to the provisions of Chapter Code
the City of Tiffinall real property situated within the City as
the Villages Part I Urban Revitalization Area
the Villages Part I Urban Revitalization Area Urban Revitalization
Area; and
WHEREAS, it has been proposed that the Plan be amended to (i) update the legal
description of the Urban Revitalization Area to include therein the real property described in the
Plan Amendment (as hereinafter defined) attached hereto as Exhibit A;and (ii) update the tax
abatement schedule for themulti-residential property classification; and
WHEREAS, pursuant to the provisions of the Code, before amending the Plan, the City
must prepare an amended plan, hold a public hearing thereon, and otherwise comply with the
procedures set forth in the Code; and
WHEREAS, an amis being prepared for
presentation to the City Council for consideration in accordance with the provisions of the Code,
said Plan Amendment to have the contents substantially as set forth in Exhibit A attached hereto
and by this reference made a part hereof;
the Property with respect to the mailed notice and second hearing rights under the Code;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Tiffin, Iowa, as
follows:
Section 1. It is hereby found and determined that the Plan Amendment attached
hereto as Exhibit A has been prepared in accordance with the provisions of the Code.
Section 2. This City Council will meet at .m., on July 18, 2017, at the
Tiffin City Hall Council Chambers in the City, at which time and place it will conduct a public
hearing on the Plan Amendment, pursuant to the Code.
Section 3. The City Clerk is hereby authorized and directed to present the Certificate
and Waiver to the owner of the Property for execution and delivery to the City by no later than
July 18, 2017.
Section 4. The City Clerk is hereby authorized and directed to give notice as required
by the provisions of the Code of such hearing by publication once, in a newspaper published at
least once weekly and having general circulation in the City, not less than seven and not more
than twenty days before the date on which the hearing will be held.

Section 5. As authorized by the Code, this City Council hereby waives the mailing of
Villages Part I Urban
Revitalization Area, due to the lack of a reasonably current and complete address list and the
finding of the Council that published notice will be sufficient to apprise such persons of the
hearing.
Section 6. Such notice shall be in the form substantially, as follows:

NOTICE OF PUBLIC HEARING OF THE CITY COUNCIL OF TIFFIN,
IOWA, RELATING TO THE ADOPTION OF AN AMENDMENT TO THE
PLAN FOR THE VILLAGES PART I URBAN REVITALIZATION AREA
FOR THE CITY OF TIFFIN, IOWA, PURSUANT TO CHAPTER 404 OF THE
CODE OF IOWA.
NOTICE IS HEREBY GIVEN: That there is now on file for public inspection in the
office of the City Clerk of Tiffin, Iowa, an Amendment to the Revitalization Plan for the Villages
Part I Urban Revitalization Area within the City.
This City Council will meet at .m., on July 18, 2017, at the Tiffin City
Hall Council Chambers, Tiffin, Iowa, at which time a hearing will be held pursuant to the
provisions of Chapter
Amendment to the Revitalization Plan, pursuant to the provisions of the Code. At such public
hearing all residents of the City, and any other person having an interest in the matter may appear
and be heard for or against the adoption of the Amendment to the Revitalization Plan, pursuant
to the Code.
The Amendment to the Revitalization Plan will (i) update the tax abatement schedule for
the multi-residential property classification; and(ii) update the legal description of the Urban
Revitalization Area to include therein the real propertymore particularly described as follows:
Part of the Northeast Quarter of Section 33, Township 80 North, Range 7 West of the 5th P.M.,
City of Tiffin, Johnson County, Iowa, and more particularly described as follows:
Commencing at the Southeast Corner of the Northeast Quarter of the Northeast Quarter of said
Section 33;
Thence North 01° 32' 42" West, 256.10 Feet along the east line of said Section 33 to the Point of
Beginning;
Thence South 79° 47' 37" West, 192.73 Feet to a non-tangent curve;
Thence Westerly, 153.32 Feet along the arc of a 60.00-Foot Radius Curve, Concave Southerly,
said Curve having a Long Chord of North 84° 20' 00" West, 114.88 Feet to a tangent curve;

Section 7. All resolutions or parts of resolutions in conflict herewith are hereby
repealed, to the extent of such conflict.
Section 8. This resolution shall be in full force and effect immediately upon its
adoption and approval, as provided by law.

We have prepared and attach proceedings relating to the adoption of a resolution
declaring necessity and setting a date for a hearing on the proposal to amend the plan for
Villages Part I Urban Revitalization Area.
