Plan Commission Minutes
November 1, 2016
Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the pledge of
allegiance.
Roll Call: Commissioners Minnis, Renzi, Heinen, Green, Womack and Chairman Kiefer were present.
The Fire and Library Districts were present.
Commissioner Seggebruch was absent. The Park and School Districts were absent.
The Plan Commission minutes dated October 18, 2016 were accepted as presented.
PUBLIC COMMENTS: There was no response.
DEVELOPMENT REPORT
There was no development report.

NEW BUSINESS
Case No. 1741-101416.MC Plainfield Small Business Park
Mr. Bogda indicated this is a request for a major change to the Planned Unit Development which requires
a public hearing; the appropriate notices have been mailed and published in accordance with state statute
and local ordinance. Mr. Bogda indicated the request is to allow a liquor/convenience store to operate on
Lot 5 in Plainfield Small Business Park, 13717 S Route 30.; reviewed the various uses in said building;
indicated the zoning for the adjacent properties; and reviewed the findings of fact as noted in the staff
report dated October 27, 2016.
Staff suggests a favorable recommendation if the Plan Commission concurs.
Chairman Kiefer swore in Ankur Raja, the tenant. Mr. Raja indicated he was seeking approval to allow
him to open a small liquor business.
Chairman Kiefer asked for public comments. There was no response.
Mr. Bogda stated he had received a phone call from a party that was purchasing the business Route 30
Food and Liquor located at 143rd Street and Route 30 expressing concerns regarding the increased
competition in the area.
Commissioner Renzi asked if this would be more of a convenience store or more of a liquor store. Mr.
Raja stated it will be a package liquor store; the convenience store will sell chips and candies.

Commissioner Heinen asked for the definition of a convenience store. Mr. Bogda read the definition
from the zoning ordinance: “a retail store with a floor area of less than 4,000 square feet that sells a
limited line of groceries, tobacco, periodicals, and other household goods.”
Chairman Kiefer stated this application is more for the liquor store; if this is approved then it would allow
for either the liquor store or convenience store would become a permitted use in this building.
Commissioner Heinen asked for some history of this property. Mr. Bogda stated from reviewing the case
involving Plainfield Small Business Park it looked like the owners went for a blanket PUD for this
development to allow certain limited retail uses within the 13717 S Route 30 building in addition to some
limited industrial and office in the rest of the buildings as well.
Commissioner Renzi stated there was previously a bag factory on that property that was subject to a fire;
this development was envisioned with more industrial but it became more retail focused. Mr. Proulx
indicated this was originally un-subdivided with nine buildings proposed; three buildings have been
constructed; building nine was anticipated to have been more retail with contractor supply and plumbing
supply; stated as the residential continued to grow there was a demand for more of a B-3 type need for
more retail; suggested Staff could have a discussion in the future with the property owner to see if B-3
would be more appropriate for this building. Mr. Proulx indicated parking is sufficient and there have
been discussions regarding the access points.
Commissioner Green expressed concern with the intersection; indicated the geometry of the intersection
is less than ideal due to the offset; felt the need of an updated traffic analysis study. Mr. Proulx did not
think a traffic study had been done since the original development.
Commissioner Green asked if this matter could be postponed or table this discussion until a traffic study
could be completed; asked if the village would have the resources for a traffic study. Chairman Kiefer
indicated this is Route 30 so IDOT would determine a need for any traffic light. Mr. Proulx indicated the
Plan Commission could postpone making a recommendation; stated Public Works has a professional
engineer who could provide an opinion and we have the equipment to provide traffic counts at the
intersection.
Commissioner Heinen mentioned this building has always been retail use; mentioned with the location of
the traffic light to the north, stated he would did not think IDOT would warrant a traffic signal at this site.
Chairman Kiefer asked if staff was comfortable with the parking for this new use. Mr. Proulx felt the mix
of uses was a combination of day time and night time uses; the overall development is approved for nine
building while only three have been constructed; building three was a church until recently which would
generate a certain amount of traffic on weekends.
Commissioner Heinen stated a stipulation that a traffic study would be needed if the remaining six
buildings were built as retail.
Commissioner Renzi mentioned this discussion was held when the church was approved; suggested the
Commissioners comments would be noted on the new form for the Village Board.
Mr. Bogda felt the shared parking for the building is sufficient to allow this use

Commissioner Renzi made a motion to adopt the findings of fact of staff as the findings of the Plan
Commission and, furthermore, recommend approval of a major change to the Planned Unit Development
for the Plainfield Small Business Park, amending the agreement to allow convenience and liquor store
uses by right in the building at 13717 S Route 30.
Seconded by Commissioner Heinen. Vote by roll call: Minnis, yes; Womack, yes; Green, no; Heinen,
yes, Renzi, yes; Kiefer, yes. Motion carried 5-1.
