MEETING MINUTES
NOVEMBER 21, 2016
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, B.WOJOWSKI (7:01p.m.), M.BONUCHI (7:01p.m.) B.LAMB,
E.O'ROURKE, G.PECK, AND J.RACICH. OTHERS PRESENT: B.MURPHY,

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Bonuchi and
Wojowski arrived at 7:01 p.m., all other Trustees were present at the time of roll call. Mayor Collins
led the Pledge of Allegiance. There were approximately 30 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins congratulated Coach Darrel Castleman on his retirement. Coach Castlrman has
coached the Plainfield Jr. Cats for 28 years.
TRUSTEES COMMENTS
Trustee O'Rourke wished everyone a Happy Thanksgiving.
Trustee Peck wished everyone a Happy Thanksgiving and encouraged people not to drink and drive.
Trustee Wojowski encouraged everyone to keep emergency responders in their thoughts this
Thanksgiving.
Trustee Bonuchi congratulated Plainfield North and wished them well in the State Finals.
PUBLIC COMMENTS (3—5 Minutes)
Ed Koziorowski, Villas of Fox Run, expressed concern with the developer and encouraged the
Village not to release the Bond until the issues are resolved.

1) APPROVAL OF AGENDA
Trustee Lamb moved to approve the Agenda. Second by Trustee Peck. Vote by roll call. Wojowski,
yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
2) CONSENT AGENDA
Trustee Bonuchi moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on November 7, 2016.
b) Bills Paid and Bills Payable Reports for November 21, 2016.
c) Cash& Investments, Revenue, and Expenditure Reports for October, 2016.
Second by Trustee Wojowski. Vote by roll call. Wojowski, yes; Bonuchi, yes; Lamb, yes;
O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.

3) VACATION OF MASSEY AVENUE (PC CASE # 1740-100416.VAC)
Trustee Bonuchi moved to adopt Ordinance No. 3284, granting approval of the vacation of Massey
Avenue north of Robert Avenue. Second by Trustee Lamb. Vote by roll call. Wojowski, yes;
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
4) 14858 S FLANDERS LANE (ZBA CASE # 1739-093016.V)
Trustee Bonuchi moved to adopt Ordinance No. 3285, granting approval of a variance to permit a
patio to encroach into the side yard setback of the property commonly known as 14858 S Flanders
Lane. Second by Trustee Lamb. Vote by roll call. Wojowski, yes; Bonuchi, yes; Lamb, yes;
O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
5) 14918 S. EASTERN AVENUE RE-ZONING (PC CASE # 1737-092616.REZ)
Trustee Lamb moved to adopt the findings of fact of the Plan Commission as the findings of fact of
the Board of Trustees and, furthermore, to direct the Village Attorney to prepare an ordinance
granting approval of the map amendment (re-zoning) from R-1 to I-1, for the property commonly
known as 14918 S. Eastern Avenue. Second by Trustee Peck. Vote by roll call. Wojowski, yes;
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
6) WAREHOUSE DISTRICT PLANNED DEVELOPMENT (PC CASE # 1738-
092616.SU)
Trustee Lamb moved to adopt the findings of fact of the Plan Commission as the findings of fact of
the Board of Trustees and, furthermore, to direct the Village Attorney to prepare an ordinance
granting approval of a planned development to regulate uses in the I-1 zoning district for the
properties at 14903 S. Center Street and 14912 and 14918 S. Eastern Avenue, subject to the
stipulations noted in the staff report. Second by Trustee Bonuchi. Vote by roll call. Wojowski, yes;
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
7) 2016 TAX LEVY
Trustee Lamb moved to acknowledge the preliminary estimate of the 2016 tax levy in the amount of
$6,139,600.00. Second by Trustee Racich. Vote by roll call. Wojowski, yes; Bonuchi, yes; Lamb,
yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
ADMINISTRATOR'S REPORT
No Report.
MANAGEMENT SERVICES REPORT
Trustee Lamb moved to authorize the purchase of a Granicus streaming appliance and professional
services at a cost of$3,695.80 and to authorize the monthly subscription cost of$500.00 per month
for video streaming and archiving. Second by Trustee O'Rourke. Vote by roll call. Wojowski, yes;
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.

Mr. Goska presented the Building Department/Code Enforcement Report for October, 2016.

POLICE CHIEF'S REPORT
Trustee Bonuchi moved to authorize the purchase of thirty-eight (38) $250.00 Target Gift Cards for
Shop with a Cop. Second by Trustee Racich. Vote by roll call. Wojowski, yes; Bonuchi, yes; Lamb,
yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion carried.
Commander Ken Ruggles gave a presentation regarding an Intergovernmental Agreement with
WESCOM for the STARCOM 21 radios.
Trustee Peck moved to authorize the Village President to execute an Intergovernmental Agreement
with WESCOM for STARCOM21 Radio services. Second by Trustee O'Rourke. Vote by roll call.
Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes; Racich, yes. 6 yes, 0 no. Motion
carried.
ATTORNEY'S REPORT
