A Special Meeting of City Council was held in City Hall this
evening at 7 :30 P.M. for the purpose of discussing the three
plans labelled A, B and C, presented and explained by Col.
Strohecker, District Engineer, U. S. Corps of Engineers, relating
to our Beach Erosion Protection Project and deciding which plan
would be best for Savannah Beach.
COL. STROHECKER LETTER
The Meeting was presided over by Mayor William Allen Hendrix and
the following Councilmen were present: Edward Jung, Earl R.
Anderson, Walter Parker, Edward Towns and Ernest J. Hosti. City
Attorney Bart Shea was also present.
Councilman Jung moved that we should follow Plan C, with the long
range goal when economics permit, of progressing from Plan C to
Plan A. He noted that Plan C was intermediate between the plan
that we had been considering up to this time (Plan A) and the
very much curtailed Plan B. He added that an additional seven
to eight hundred thousand dollars of non - federal funds must be
provided in order that Plan C may be accomplished. Councilman
Parker seconded the motion and it was unanimously approved.
It was also agreed by Council that a meeting would be set up for
November 16, 1972 with our responsible local, state and federal
officials for a briefing by Col. Strohecker on this significant
change to the Tybee Island Beach Erosion Control Project. It
was brought out Col. Strohecker had agreed to do this. Mayor
Hendrix informed Council that our Consulting Engineer, Col. Paul
Ramee, was working closely with Col. Strohecker and the Corps
of Engineers, and that the invitees to the meeting would receive
a synopsis of the plans prior to the meeting.
The Clerk of Council informed Mayor Hendrix and Council that Col.
Ramee had recommended that a master plan should be developed that
would look to the utilization of the restored beach and perhaps
improvements on the Back River. And, for this purpose, the Coastal
Area Planning and Development Commission had been contacted and
Mr. Martin, its Director, recommended that this requrest be trans-
mitted first to the Metropolitan Planning Commission. Council
then recommended that the Mayor make this request of Mr. Bob
Savadge of the Metropolitan Planning Commission.. Council instructed
-the Clerk to set up this meeting for November 16th and work with
our Engineers to see that the needed officials were invited to the
meeting.

There being no further business, the meeting was adjourned to
the next regular or special called meeting.

Re: Tybee Island Beach Erosion
Control Project and Improvements
on Back River
Dear Col. Strohecker:
This letter is in response to your meeting with the Town
Council at the City of Savannah Beach on October 6, 1972. At
that time you explained the results of your further engineer-
ing study regarding the Beach Erosion Project at Savannah Beach.
The effect of the new information was that costs have
increased significantly, and hence either additional funds must
be provided by the non - federal sources, or the project cut -back,
or both. You provided three plans; Plan A, B and C, which gave
different means of accomodating to this situation.
We are, naturally, deeply concerned at this greatly increased
price tag. We will not belabor that aspect further, but will seek
ways to accommodate to it.
The Town Council unanimously agreed that we should follow
Plan C, with the long range goal when economics permit, of pro-
gressing from Plan C to Plan A. (Plan C is intermediate
between the plan that we had been considering up to this time
(Plan A) and the very much curtailed Plan B.) We understand,
based upon your preliminary estimates, that an additional seven
to eight hundred thousand dollars of non - federal funds must be
provided in order that Plan C may be accomplished.
You have agreed that you will provide us a schedule showing
the required timing of the additional non - federal funds.
Anticipating receipt of that schedule, we plan to set up a
`meeting on November 16, 1972, with the appropriate County,
State, and Federal officials in order that they may be apprised
of this major change in the requirements of Savannah Beach. You
have already advised our engineer that you would be happy to
address such a group to give them the benefit of your first -hand
knowledge.

On a related matter, you will remember, the possibility
of improvements to the navigation on the Back River was also
discussed at our October 6th meeting. The Town Council has
also unanimously agreed to request you to prepare a reconnais-
sance study. We request that this study include re- opening the
ocean channel and the possibility of either deepening the
existing Back River or providing a new small boat basin. We
believe that there is a possibility that both of these might
be done in conjunction with the proposed Beach Erosion Control
Project. We understand that you can proceed with the Beach
Erosion Project (Plan C) concurrent with the reconnaissance
study of the Back River.
In conclusion, Col. Strohecker, let me express on behalf
of myself and the Town Council our appreciation for your visiting
the Town Hall on October 6th. We are confident that with your
further cooperation, and with the assistance of our elected
officials at all levels, that we will be able to bring the
Beach Erosion Control Project to fruition in spite of its tremen-
dously increased cost.

Dear Sir:
At a special council meeting last evening Savannah Beach
City Council unanimously agreed to request assistance from
the Metropolitan Planning Commission in our master planning,
as it relates to the utilization of the restored beach, resulting
from our Beach Erosion Project and the improvements in our Back
River for purposes of recreation and navigation.
We will certainly appreciate and thank you for an early
reply to this request.
