HomeMy Public PortalAboutRES 93/06RESOLUTION NO. 93 -6 A RESOLUTION OF THE TOWN OF GULF STREAM, ENDORSING A NEW CONCEPT PROPOSED BY THE STATE ATTORNEY'S OFFICE KNOWN AS COMMUNITY BASED PROSECUTION; SUPPORTING AND ENDORSING THIS CONCEPT AND REQUESTING THE CHIEF JUDGE OF THE FIFTEENTH JUDICIAL CIRCUIT TO WORK WITH LAW ENFORCEMENT, PROSECUTION, THE DEFENSE BAR AND THE COMMUNITY TO ENSURE THAT COMMUNITY BASED PROSECUTION IS IMPLEMENTED IN THE FIFTEENTH JUDICIAL CIRCUIT, IN AND FOR PALM BEACH COUNTY, FLORIDA; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, the criminal justice system is an essential element to a good prosperous community; and WHEREAS, the criminal justice system is in critical condition and convicts are spending only twenty (200) to twenty - five (250) per cent of their sentence(s) in jail and are released to victimize society once more; and WHEREAS, the criminal justice system's success in dealing with crime must include organized law enforcement, prosecution and the community; and WHEREAS, the community has become disenfranchised from the criminal justice system; and WHEREAS, community based prosecution brings together law enforcement, prosecution and the community to attack crime in its midst; and WHEREAS, the implementation of community based prosecution requires an administrative order from the judiciary to be implemented; and WHEREAS, the judiciary is an integral element in the criminal justice system. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: SECTION l: The Town of Gulf Stream , supports and endorses the concept of community based prosecution and believes that such a system will be in the best interests of the citizens of the various municipalities located within Palm Beach County and will assist the State Attorney's Office in effectively handling prosecution in a more efficient manner. SECTION 2: The Town of Gulf Stream, hereby requests the Chief Judge of the Fifteenth Judicial Circuit to work with law enforcement, prosecution, the defense bar and, most importantly, the community to ensure that community based prosecution is implemented in the Fifteenth Judicial Circuit, in and for Palm Beach County, Florida. SECTION 3: The Town Clerk is hereby directed to submit copies of this Resolution to the Chief Judge of the Fifteenth Judicial Circuit, to the Palm Beach County State Attorney's Office, to the Board of County Commissioners of Palm Beach County, and to each and every other municipality located within Palm Beach County, and requests all other local governments to join in this effort in order to make community based prosecution a reality in Palm Beach County.
