CALL TO ORDER: Cathy Sakas called the meeting to order at 12:05PM.
Ms. Sakas welcomed everyone to the meeting.
Ms. Burns gave a brief update on the Beach Litter Committee. Her committee met with Keep Chatham
Beautiful to discuss the tools they use for litter control. Ms. Burns reported that on May 15, 2017 her
committee is going to meet in Richmond Hill to include all affiliates with Keep America Beautiful to discuss
litter control. She stated her committee is excited with the newly formed Beach Ambassadors as they will
help with educating beach goers regarding litter. Ms. Burns reported the Walter Parker Pier is now a
smoke free area. She then recommended a beach clean-up prior to the mandatory tilling. Jimmy Burke
made a motion to ask Mayor and Council to conduct a beach clean-up prior to the tilling for sea turtle
nesting and potential beach re -nourishment. Frank Wooldridge seconded. Vote was unanimous to
approve.
Mayor Buelterman joined the meeting via telephonic conference. He commended Mr. Robertson on his
presentation regarding dunes and crossovers. He made reference to purchasing extra sand and placing
where there are gaps on 18th Street, 3`d Street, 2nd Street and other pertinent areas. Mr. Robertson
responded he liked the idea of a sand repository for sand bagging with the onset of a major storm or
hurricane. Mayor Buelterman expressed his concerns with DPW filling the sand bags and placement in
the event of a storm. Mr. Robertson responded it is imperative that dunes are built in the referenced
areas so vehicular traffic is deterred. Mayor Buelterman thanked the committee for their hard work.
Mr. Adams gave an update from the Sand Dune Committee. He explained that comer posts have been
placed by Terracon for the sand dune building mechanism. This will be used, including sand fencing, to
build dunes in needed areas. Mark Padgett stated his committee is recommending Environmental
Services to do the work for dune building. The committee will also determine the configuration of sand
fencing for each potential site. Ms. Sakas stated this is a great opportunity for the dunes. She would like
it communicated through the media. Ms. Doyle recommended doing a press release to promote the
building of dunes. Mr. Padgett stated the remaining issue is the purchasing of materials for the dune
building mechanisms. Ms. Doyle to coordinate the process. Mr. Padgett read instructions from GaDNR
regarding placement of sand dune building mechanisms.
Spencer Davis, Army COE, was in attendance and he introduced the new Tybee Island Project Manager,
Taylor Wimberly. Currently his office is determining the amount of sand lost during Hurricane Matthew
which equates to 260,000 0' of sand/material. It will be Tybee's cost share of 33.9% along with $1.7M
from Chatham County. The COE has already received $240,000 for design work and are awaiting the
City's portion, $100,000.
Paul Wolff briefly touched on HB271. He requested all members receive a clean version of the HB so
they are aware. In this way remarks/recommendations can be forwarded to Ms. Sakas prior to the next
meeting, May 18, 2017. Mr. Jesse Petrea will be in attendance at the May 18, 2017 meeting.
Mr. Robertson presented his recommendations (attached) from the Shoreline Protection Sub -committee.
He stated the sub -committee visited the beach on May 3'd to look at all the dunes. It is their findings
that the dune system is in good shape and there are several locations that need attention: (1) 14th
Street Crossover; (2) 18th Street; (3) Center Street; (4) 2nd Street; and (5) 3rd Street. Mr. Robertson
explained the issues with each area and recommended the Beach Task Force submit a comprehensive
plan to Mayor and Council. Jimmy Burke made a motion, based on the report from the Sub -committee,
the Beach Task Force recommends 14th Street access be kept as a vehicular access point; dose 13th
Street to vehicular traffic; retain Center Street as a vehicular access point; and dose 2nd and 3rd Streets
to vehicular traffic. Michael Foran seconded Vote was unanimous to approve.
Being there was no further business; Ms. Sakas adjourned the meeting at 1:30PM.
