A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING AN AGREEMENT WITH TANNER TO ASSIST THE
CITY OF LYNWOOD WITH FINDING THE BEST USE OF FUNDS
THROUGH THE AMERICAN RESCUE.PLAN ACT (ARPA)
WHEREAS, Tanner's approach to reviewing American Rescue Plan Act
("ARPA") funds is centered on keeping The City of Lynwood in compliance with federal
and state guidelines, while ensuring that expended funds yield the highest and best use
to the City; and
WHEREAS, the City seeks to ensure that it recovers lost revenue due to the
COVID-19 pandemic; and
WHEREAS, Tanner specializes in the preparation of lost revenue calculations
and ensuring that all permissible growth assumptions are adequately leveraged to
maximize reimbursement; and
WHEREAS, Tanner will review additional permissible expenditures as outlined
by ARPA guidelines, and assist the City in designing and developing a recovery
strategy to effectively expend the first tranche of funds coming to the City of Lynwood
from ARPA Tactics.
NOW, THEREFORE the City Council of the City of Lynwood does hereby find,
determine, order and resolve as follows:
Section 1. That the City Council authorizes the Mayor to sign a Service
Agreement with Tanner in a form approved by the City Attorney to provide consulting
services to assist the City of Lynwood with recovering lost revenue due to the COVID-
19 pandemic.
Section 2. That the City Council authorize the City Manager to sign any
documents necessary to effectuate the agreement with Tanner.
Section 3. That to agreement is set at an amount not to exceed $55,000 for
services.
Section 4. That the City Council authorize the City Manager to approve an
additional cost of$21,000 for public input driven activities, if needed. The modifications
so ordered by this resolution shall become effective immediately upon its adoption.
Section 5. That this, resolution shall become effective immediately upon its
adoption.
