The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Hardie called the meeting to order at 5:06 p.m. Patrick Matson, Human Resources Director took roll call. Vote 3/0. 4 CITY OF LYNWOOD PUBLIC WORKS PERMIT TECHNICIAN DEFINITION Under general supervision perform a variety of routine clerical and technical duties in processing and issuing permits; review construction plans submitted for general completeness of the documents; coordinate the processing of plan checking among the various departments and other appropriate agencies. DISTINGUISHING CHARACTERISTICS Permit Technician is a technical level class responsible for technical duties related to the processing and issuance of permits. Incumbents perform a wide range of administrative technical duties, may independently complete technical projects and/or assist professional and higher-level technical staff with routine aspects of plan review and permit issuance. SUPERVISION EXERCISED Permit Technician may exercise direct or indirect supervision over lower clerical personnel. REPRESENTATIVE DUTIES The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Individuals in the classification do not necessarily perform all of the duties listed. • Assist the general public, contractors, and engineers on the telephone and at the public counter with answers related to permit application requirements and procedures, Public Works standards and regulations, plan requirements and permit fees. . • Advise and assist the general public, contractors, and engineers with technical information concerning permit requirements and procedures to comply with municipal, county and state building codes. • Process permit applications; review plans and establish the scope of the project; calculate and process fees for final permit issuance. • Compile and present data in the form of written, graphic, or oral reports for the use of the Director, Public Safety and Traffic Commission, City Council, or special committees on a range of matters. • Assist in/perform the review of proposed projects for conformance with adopted city plans, city design/architectural guidelines and standards, applicable codes and ordinances, and other regulations. • Assist in/perform the review of proposed subdivision and parcel maps for conformance to city standards. • Receive plans and issue permits for right of way construction or impacts, and grading and/or drainage improvements .Ability to view and interpret basic GIS utility and right-of-way maps. • Respond to citizen complaints concerning potential violations of city codes and ordinances. • Research issues, conduct surveys, gather and tabulate data, • Input, maintain and compile various date on permit activity such as number of permits by type, valuation and fees. • Perform related duties and responsibilities as required. • QUALIFICATIONS Specialized Licenses/Certificates Some positions require the possession of, or the ability to obtain and retain, a California Class C driver's license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. Education and Experience: Any combination of education and experience that provides the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Education Associate degree in building and safety or other related technical certification is desirable. Experience — Two (2) years of responsible experience in issuing permits in, compliance with public works standards, ordinances, and regulations and relevant codes. Additional qualifying experience may substitute for the education. Knowledge of: • Basic principles of administration, accounting, and personnel administration. • Typical functions of a municipal organization. • Zoning regulations. • Record keeping systems. • Construction methods and terminology. • Varied municipal codes, applicable laws, ordinances and codes. • The organization and interface of various agencies involved in construction, utility, planning, land use, and code enforcement. • Fire prevention, maintenance of right-of-way, and provision of public utilities and public health; Ability to: • Read, understand, and interpret regulations, ordinances, and technical documents. • Interpret and explain related codes, federal and state laws, rules and regulations. • Communicate effectively both orally and in writing. • Compose routine correspondence. • Read and interpret plans, maps, and assessor parcel maps. • Deal courteously with individuals contacted in the course of work. • Establish effective working relationships with contractors, developers, architects, engineers, owners and the general public. • Maintain accurate records. • Utilize electronic data and word processing systems. • Collect, interpret, and compile data and information; • Evaluate data and information for accuracy, validity and completeness; ADDITIONAL REQUIREMENTS: PHYSICAL DEMANDS: (1) Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. (2) Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. (3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. (4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. (5) Hearing/ Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/ Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental: frequent exposure to noise. WORKING CONDITIONS Work environment is generally clean with limited exposure to conditions such as dust, fumes, odors, or noise. A video display terminal is used on a daily basis. Occasional contact with angry and upset individuals may occur. Independent travel throughout the City may be required. FLSA STATUS Overtime eligible PHYSICAL TASKS AND ENVIROMENTAL CONDITIONS Ability to work in a standard office environment with exposure to the outdoors; ability to travel to other sites and locations when necessary. The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations will be arranged to enable individuals with disabilities to perform the essential functions on a case-by-case basis. This position requires intermittent to frequent walking and operating an assigned vehicle on City streets, including, sitting in and getting out of assigned vehicle for several hours during a shift. Walking is performed on moderate, uneven terrain, hard surfaces, and up and down curbs. At times, the position will require standing in a stationary location for long periods of time to direct traffic. An incumbent must be able to see and hear in normal range with or without corrective devices, must be able to communicate effectively verbally and in writing and safely stoop, twist, reach, bend, and lift up to 25 pounds in weight, and occasionally up to 50 pounds with assistance. The operation of a hand-held computerized device requires finger, wrist, and hand strength and dexterity. Work is performed in a variety of environmental conditions with exposure to outdoor temperature variations noise and vehicle exhaust. Tasks may be performed in inclement weather and at times will include working late evening hours. The employee frequently works in extreme outside weather conditions and on slippery and uneven surfaces. The employee is frequently exposed to wet or humid conditions, fumes or airborne articles, toxic or caustic chemicals, zoonotic and other communicable diseases. The noise level in the work environment is frequently loud within confined areas. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. This job specification should not be interpreted as all-inclusive.
