HomeMy Public PortalAbout20170622 Minutes.docxTybee Island Beach Task Force Minutes: June 22, 2017 Members Present: Alan Robertson, Cathy Lewis, Cathy Sakas, Harvey Ferrell, Jimmy Burke, Mark Padgett, Michael Foran, Kate Burns, Mimi Pinner, Sam Adams, Wick Searcy Visitors/Ex-Officios Present: Wanda Doyle, Bill Garbett, Monty Parks and Dr. Shawn Gillen, City Manager CALL TO ORDER: Cathy Sakas called the meeting to order at 12:05PM. Ms. Doyle formally introduced Dr. Shawn Gillen, new City Manager. Ms. Sakas welcomed everyone to the meeting. Ms. Sakas stated she made contact with Senator Frank Ginn and he requested Beach Task Force representatives meet with him on Saturday, June 24, 2017 at the GMA Convention. Ms. Doyle stated she will be happy to meet with him as she will be at the Convention but her preference would be he come to Tybee and meet with the Beach Task Force. Alan Robertson gave an update on the Shoreline Protection Sub-committee findings. He explained the change in the matrix for the crossover at 14th Street and he recommended the crossover at 18th Street be closed to vehicular traffic. Mr. Robertson stated there was a request to identify sand fencing that is in need of repair due to Hurricane Matthew. This has been completed and sent to DNR for their recommendations. Ms. Doyle stated Mayor and Council have not discussed the closing of 18th Street Crossover and the opening of 19th Street. She further recommended this be included on a future workshop for discussion with the City Manager and Mayor and Council. Mr. Adams expressed his concerns with the crossovers and dunes in the 18th and 19th Street locations. Sam Adams was asked to give an update on the Dune Sub-committee. He stated he is working with DNR on the three experimental sites for dune building: south of North Beach Grill parking lot, 2nd Street, and last one just north of 14th Street. He feels all these locations will not deter turtle nesting. Mark Padgett stated on June 8, 2017 two biologists conducted a base-line study at all three dune restoration locations. Area 1, North Beach parking lot, has vehicular tracks; Area 2, 2nd Street, all wooden posts were found; Area 3, 14th Street, only three of the four posts were found. Some of the measurements for the three areas will have to be re-done. He concluded that the initial base-line has been completed. Ms. Sakas asked when repairs could be done. Mr. Adams responded it would be when the turtle experts confirm repairs can commence . Mr. Padgett stated authorization has already been received. He explained a turtle expert would need to visit the location and confirm there were no nests in the area. A discussion ensued regarding the footprint of the experimental locations to include the costs. Ms. Doyle explained the purchase order process for materials needed. She then asked Mr. Adams if moving of the beach rack part of the LOP for the project. He confirmed. Mr. Padgett read from the LOP from DNR. Dr. Gillen will meet with members of the Beach Task Force as well as Joe Wilson, DPW, to discuss the project. Kate Burns was asked to give an update on the Beach Litter Sub-committee. Ms. Burns explained her committee met with other beach communities to discuss getting cigarettes off the beach. Funding sources are available for this as well as beach ashtrays. She stated that education is imperative. Ms. Sakas thanked Ms. Burns for all she is doing to bring awareness to the Island. Monty Parks did not provide an update for the Beach Ambassadors. He indicated he would share information to those who wanted it privately. Alan Robertson presented a proposed amendment to the Tybee Island Beach Task Force By-Laws regarding Rules of procedures. A short discussion was held regarding the procedure for public input. Kate Burns made a motion to approve. Cathy Lewis seconded. The motion to approve failed my majority vote. NO ACTION.
