A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR THE
REAL ESTATE LOCATED AT 5242 NEW PARIS PIKE.
WHEREAS the zoning map designates the real estate at 5242 New Paris Pike as
A-1 SU, Agricultural District - Special Use for the operation of a
sanitary landfill, and
WHEREAS it is desirable to amend the Special Use designation to include land
application of digested municipal sludge;
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the Special Use designation of the real estate located at 5242 New Paris Pike,
is hereby amended to include land application of digested municipal sludge.

Dear Mr. Dickman:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Thursday, November 20, 1997, on the
petition of the Richmond Sanitary District, owner; Jackie Makela, agent; requesting
an amendment to a Special Use District classification in the A-1 Agriculture District
to include land application of digested municipal sludge, located at the Sanitary
Landfill, 5242 New Paris Pike, Richmond, Indiana.
Notices were delivered to eight surrounding property owners, with comments
returned to this office.
The Plan Commission voted 8 in favor, with none opposed, 1 abstaining and 2
absent, to recommend the approval of Ordinance No. 114-1997.

This ordinance relates to amending the zoning map at 5242 New Paris Pike as A-1 SU,
Agricultural District - Special Use for the operation of a sanitary landfill and to amend the Special
Use designation to include land application of digested municipal sludge.
The ordinance should be referred to Plan Commision for public hearing at its meeting on
November 20, 1997
The ordinance should be back to Council for second reading on December 1, 1997.
