A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ACCEPTING THE SANBORN AVENUE AND MULFORD AVENUE
PARKING LOTS IMPROVEMENT PROJECT (CIP NO. 4011.68.081) AS
COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF
COMPLETION WITH THE LOS ANGELES COUNTY RECORDER'S
OFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER
THE ACCEPTANCE.
WHEREAS, the Sanborn Avenue and Mulford Avenue Parking Lots Improvement
Project consists of parking lot resurfacing, partial replacement of concrete sidewalks,
installation and application of traffic signing and striping, installation of lights, pull boxes,
conduit, service meters, landscaping and irrigation; and
WHEREAS, the Sanborn Avenue and Mulford Avenue Parking lots are located in
near proximity to each other in the City, and generally located north of 1-105 east of Long
Beach Boulevard, between Long Beach Boulevard and California Avenue, along each
respective street Sanborn and Mulford; and
WHEREAS, on March 17, 2020, the City Council appropriated funding for the
parking lot projects through Lease Revenue Bond; and
WHEREAS, on April 21, 2020, the City awarded the contract to the lowest
responsible bidder, Aramexx Group, Inc., in the amount of $326,434.80 for the
construction of the Project.
WHEREAS, a budget of$490,537 was approved by the City Council in FY20. The
funding source approved was from the Lease Revenue Bond (Fund 9053).
WHEREAS, the construction on of the Project started June 9, 2020. The final
inspection and substantial project completion was on August 31, 2020. The project had
significant delays due to Edison plan review. Because this was a long lead time, City
decided to remove the Installation of Light poles and energizing of cabinets from existing
contract and create a Phase 2 to avoid additional delays to the contract; and
WHEREAS, the Project budget balance from FY21 is being carried over to FY22
to undertake the recommended Phase 2 activities relation to the light poles and
energizing of the cabinets.
WHEREAS,the City Manager approved six(6) contract change orders for the total
amount of$24,378.50 (See attachment A); and

WHEREAS, staff conducted the final inspection on August 31, 2020 for phase 1 of
the project and found that all work was completed in accordance with the project plans
and specifications.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood accepts the Traffic
Signal Modification at 12 Intersections (CIP No.4011.68.034) as complete in accordance
with contract documents and authorizes the Direct of Public Works or his designee to
process the recordation of the Notice of Completion.
Section 2. That the Project budget shall remain open in FY22 to undertake
Phase 2 activities relative to the light poles and energizing of the cabinet.
Section 3. This resolution shall go into effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this Resolution.
