A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPOINTING THE CITY MANAGER OR HIS DESIGNEE TO ACT AS
AGENT WITH LEGAL AUTHORITY TO ENTER INTO A TRANSFER
AGREEMENT WITH THE LOS ANGELES COUNTY FLOOD CONTROL
DISTRICT, CONDUCT ALL NEGOTIATIONS, EXECUTE AND SUBMIT
ALL DOCUMENTS, BUT NOT LIMITED TO, APPLICATIONS,
AGREEMENTS, PAYMENT REQUESTS AND ANY OTHER GRANT
REQUIRED CORRESPONDENCE WHICH MAY BE NECESSARY FOR
THE COMPLETION OF THE LYNWOOD CITY PARK STORMWATER
CAPTURE PROJECT TO BE FUNDED UNDER THE FY21-22
STORMWATER INVESTMENT PLANS FOR THE SAFE, CLEAN WATER
PROGRAM'S REGIONAL PROGRAM
WHEREAS, on September 15, 2021, the Los Angeles County Flood Control
District (County) Governing Body approved the recommended Stormwater
Investment Plans (SIPs) for Fiscal Year 2021-22 (FY22) for the Safe Clean
Water Program's Regional Program; and
WHEREAS, included in the Lower Los Angeles River Watershed SIP is a
project from the City of Lynwood entitled Lynwood City Park Stormwater
Capture Project (Project); and
WHEREAS, the Project is to develop a regional stormwater capture
infiltration system that will also install a new parking lot, soccer field and
,ephemeral stream at the Lynwood City Park; and
WHEREAS, the Safe, Clean Water grant funding is $1,691,629 to fund the
environmental planning, permitting, design, and community outreach and project
management for the Project; and
WHEREAS, to successfully obtain the grant funds, the City must submit a
resolution or other authorization enter into a Transfer Agreement with the Los
Angeles County Flood Control District from their City Councils along with the
signed Transfer Agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council appoints the City Manager or his designee
to act as agent with legal authority to enter into a Transfer Agreement with the Los
Angeles County Flood Control District, conduct all negotiations, execute and submit all

documents, but not limited to, applications, agreements, payment requests, and other
grant required correspondence which may be necessary for the completion of the
Lynwood City Park Stormwater Capture Project.
Section 2. This resolution shall take effect immediately upon its adoption.
Section 3. The City Clerk shall certify as to the adoption of this City Council
Resolution.
