A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR THE
REAL ESTATE LOCATED AT 1023 ABINGTON PIKE.
WHEREAS the zoning map designates the real estate at 1023 Abington Pike as
R-1 One Family Residential and A-1 Agricultural, and
WHEREAS it is desirable to change the zoning classifications to R-1 Special
Use and A-1 Special Use to permit land application of digested
municipal sludge;
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning classifications of the real estate located at 1023 Abington Pike, are
hereby changed to R-1 Special Use and A-1 Special Use to permit land application of
digested municipal sludge.

Dear Mr. Dickman:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Thursday, November 20, 1997, on the
petition of the Richmond Sanitary District, owner; Jackie Makela, agent; requesting
an amendment to a Special Use District classification in the A-1 Agriculture District
to include land application of digested municipal sludge, located at the Sanitary
Landfill, 5242 New Paris Pike, Richmond, Indiana.
Notices were delivered to twenty-five surrounding property owners, one favorable
comment and no unfavorable comments returned to this office.
The Plan Commission voted 7 in favor, with none opposed, 2 abstaining and 2
absent, to recommend the approval of Ordinance No. 115-1997.

This ordinance relates to amending the zoning map at 1023 Abington Pike as R-1 One Family
Residential and A-1 Agricultural District to R-I Special Use and A-1 Special Use to permit land
application of digested municipal sludge.
The ordinance should be referred to Plan Commision for public hearing at its meeting on
November 20, 1997.
The ordinance should be back to Council for second reading on December 1, 1997.
