HomeMy Public PortalAbout2016.09.21 PRAC MinutesParks & Recreation Advisory Committee Minutes 09/21/2016 6:OOpm Legion Hall, McCall, Idaho 401, Committee Members Present: Irwin Mulnick, Cory Nelson, Forrest Stanley, Brigid Lawrence, Austin Shotwell Staff Members Present: Tara Woods Welcome- Irwin Mulnick called the meeting to order at 6:03 PM. No Public Comment P&R Director Update- Brigid was on the hiring panel for the Parks & Recreation director opening. She said it was a great opportunity and experience. The panel was made up of Nate Coyle, Traci Malvich, Delta James and herself. Out of the 8 applicants, 3 were selected for an interview; 1 local and 2 from out of town. After the interviews the panel decided to pick one of the 3, instead of doing another round of interviews. It is not yet known who that person is yet; however, the panel's selection must be approved by City Council at the October 6 meeting. Annual Report- Irwin agreed to get everyone on the committee a copy of last year's annual report, as well as meet with both the Parks and Recreation Supervisors about annual events, projects, programs, etc. The committee is to look over the document and send comments, questions and ideas to Irwin to include in this year's report- due to be presented to City Council on October 20. It was suggested that the committee come up with ideas about how to be move involved with future events. Mountain Bike Skills Path- Tara reported the success of completing the skills park will be celebrated with a short grand opening Friday, September 23 at 3:30 at the skills park. Committee members were invited and highly encouraged to attend. Irwin commented on the very short timeline it took to complete the park, as well as fun it is to ride! Brigid brought to light the completion of Wildhorse Park, a smaller pocket park located just east of Davis and south of Wholly Ave. in a residential neighborhood. Large and colorful interpretive signs is a great place to take younger kids. MOSS grad student and the parks department used very little money to complete the project this past summer. A great partnership! Budget Report- Tara informed the committee about the passing of the 2017 City budget. The recreation dept. received an additional $11,456 in funding for professional services and approval for a new department vehicle. The parks department received an additional $71,941 in funding for the purchase of a department chipper, employee and a variety of operating expenses (i.e. chemical, flowers, 4th of July expenses, bathroom supplies). 4th of July was brought up and a brief overview of events and outcomes was shared from the point of view of the parks and recreation department, as well as the hospital. A significate decrease in alcohol and drug related incidents occurred throughout the entire weekend. It was discussed that some local businesses were not happy with the outcome due to a decrease in patron monies; however, as a committee the 4th of July events was a success and needs to continue this way in the future. 1ofig Parks & Recreation Advisory Committee Minutes 09/21/2016 6:OOpm Legion Hall, McCall, Idaho fir Staff Report- 1. Parks Update a. Mill St. Parking Lot- Proved to be more successful than had anticipated. 8-10 envelopes are collected once a week. Will continue to monitor. b. Riverfront Park- Has been engineered and is staked. City streets department will begin on the road in the near future. c. Rotary Park- Started construction, is a little behind, but will be completed by mid -November. d. Employee Update- Tyler Padgett was brought in to work 30 hours parks, 10 hours admin. assistant. The department would like to hire both permanent administrative assistant and Parks director ASAP. 2. Recreation Update a. Current programs -fall soccer currently has 70 participants- a huge success! Irwin brought up the idea of indoor soccer for youth as perhaps a winter program. Tara promised to look into it. b. Activity Guide- due to be out to public by the end of September. New programs include a 3-day volleyball skills camps, local trips and tours to the Treasure Valley in spring of 2017 with the senior center. Advisory Committee Issues/Concerns- 1. PRAC members have been approached a number of times by the public about the ideas of a Recreation District. Brigid agreed to attend their meeting to gain information about where the group is headed. It was agreed that the she would not join the group, but learn more about them, their missions, goals, timelines, etc. and then report back to the PRAC. The PRAC should then decide as a group where they fit in with the rec district. Next meeting- Tara will check with BessieJo about moving the meeting to October 12, so the committee can work on the annual report.
